I think the total award amount from all sources should be determined by how much expense the victims incurred do to the terrorist attack and how much those people will lose in lost wages (adjusted for normal inflation) for the life of the person based on actuarial tables. Then the government should supplement based on the total award amount to make up for that which was not provided for from any other source. Also, we should set up trust funds for the children to be used for college, additional education beyond high school or starting a business that will mature into $100,000 adjusted for inflation by the time they are 18. Ex. - A 17 year old at the time of Sept 11 would get $100,000. A 16 year old would get $104,000.00 next year a 15 year old $108160.00 in 2 years assuming an inflation rate of 4% long term.
