September 11th Victim Compensation Fund Administration
Dear Mr. Zwick,
My firm, provides insurance claims services to insurers, private and public entitites. We have a special division to deal with the peaks in claims following catastrophes. We are also called upon frequently to assist in the administration of class action settlements. This latter aspect of our business has acquainted us well with working under the direction of Special Masters.
It's unclear to me exactly how you intend to approach the administration and disbursement of funds. Having led our Catastrophe Division for many years I know that whatever procedure is adopted, it should be one which is above reproach and simple for both the victims as well as the American people to understand.
As the world's largest risk management services firm, we feel that a traditional insurance claims approach to victims' claims under The Act would be the most effective means of administering the funds while maintaining fiduciary responsibility to the public at large. Toward this end, we would like the opportunity to discuss with you, or the Special Master, as to exactly how we could assist you in this.
I'm aware that you'll be required to go through certain procurement procedures for services such as ours. Nevertheless, if I don't raise the possibility of our assistance, you might never be aware of the potential solution available.
As the world's largest risk management firm, we have resources (human and systems) to meet almost any need. In our business, disasters don't arrive on schedules so these resources must be constantly available for immediate deployment ... as they are now. I think you would find our corporate "resume of experience" with large projects to be impressive. Perhaps as importantly, we can bring some "lessons learned" to the table ... things that started with good intentions yet somehow turned sour in implementation.
