We have a special division to deal with the peaks in claims following catastrophes. We are also called upon frequently to assist in the administration of class action settlements. This latter aspect of our business has acquainted us well with working under the direction of Special Masters. It's unclear to me exactly how you intend to approach the administration and disbursement of funds. Having led our Catastrophe Division for many years I know that whatever procedure is adopted, it should be one which is above reproach and simple for both the victims as well as the American people to understand. As the world's largest risk management services firm, we feel that a traditional insurance claims approach to victims' claims under The Act would be the most effective means of administering the funds while maintaining fiduciary responsibility to the public at large.
