Are there not already laws for those receiving both federal disaster aid as well as private? Weren't both federal and private monies distributed to families affected by Hurricane Andrew? How were they handled?
I believe laws of these type already exist. No one was decrying the giving of both federal and private monies to families and victims of Hurricane Andrew, why would this disaster be any different? The enormity of giving by private individuals may be unprecedented in this case, but the size of the donations is irrelevant to the (existing) procedure for dispensing of them.
If the issue is that the laws on this matter do not exist or need to be reviewed than make that known and how the law needs to be changed, in order to better assist victims and their families. But circumventing existing laws and writing new ones, for this case, will only lead to another rewriting (and another) as each disaster gets worse and worse.
