awards to victims of Sept. 11

I feel that victims of Sept. 11 should not be awarded money from both the government fund and charities. The purpose for giving money to the victims is to compensate them for potential income they have lost and once the amount of money that a victim should be awarded is determined that amount should come from either the government fund or charities or a combination of the two. But a victim should not be able to collect money for the same purpose from both sources. If this means victims have to keep records of money they have received from different sources then that might be one of the unfortunate aspects of the system. And I also feel that money donated to charities should be distributed first and then money from the government fund used when the charitable contributions have been exhausted.
