Dear Mr. Zwick: It has come to my attention that your Department has
requested public comments regarding the forthcoming regulations for
implementing and administering the "September 11 Victim Compensation Fund."
The attack of September 11 did not discriminate between one's race, religion,
or sexual preference, in its horrible impact on victims and their surviving
families. I strongly urge the Department to honor the bonds of all loved
ones left behind by making compensation equally available to the families of
gay and lesbian victims as to the families of all other victims. Thank you.
