The entities who have collected monies for the victims should be
forced to disgorge and dispense the majority of funds on hand before
government payments kick in. Once specific dollar amounts the victims
receive from private charities are known, then a differential amount
can be determined for government assistance, to arrive at a total per
capita figure for reasonable humanitarian assistance.
