Comments on Interim Final Rule
I would like to see an additional adjustment made to the compensation amount calculation. This would be the final step, after determining economic amount, non-economic amount, and reduction for "collateral amounts". Obviously, distribution of the compensation should be subject to approval by the "Big Guy" so that the impact of the adjustment is justly directed.
1) Out of respect to the citizens of this country, there should be an automatic 50% reduction if the victim (deceased or injured) or any recipient of compensation was/is here illegally.
2) Out of respect to the (human) law enforcement/fire/rescue/etc. personnel who risked (and in some cases lost) their lives in reacting to this event, there should be an automatic 50% reduction if the victim (deceased or injured) or any recipient of compensation had/has ever been convicted of a felony, or if no convictions, has/had 5 or more significant charges of any type on their record.
3) Out of respect to the search-and-rescue dogs (some of who also lost their lives), there should be an automatic 50% reduction if the victim (deceased or injured) or any recipient of compensation had/has been convicted of "cruelty or abuse of an animal".
