Distribution Compensation:

Distribution of donations:

The phrase "Support The Families Of The Victims" must be defined so that the
donations can be distributed to the families having the most need. The list
below indicates who I personally feel are the most in immediate need in
logical order.

a. Non-working spouses with children of victim's deceased, and who will
not be receiving money from any other source,
such as life insurance policies, etc.

b. Working spouses with children of victim's deceased, and who will not be
receiving money from any other source, such as life insurance polices,
etc.

c. Non-working spouses with children of victim's deceased, and in receipt
of money from life insurance policies, etc.

d. Working spouses with children of victim's deceased, and in receipt of
money
from life insurance policies, etc.

e. Mothers, fathers or siblings of victim's deceased who have been , in
the past,
determined to be disabled and incapable of ever working, and who were
solely
dependent on the victim's salary for their living and medical
expenses.

f. Living victims with a spouse and children who have received injuries so
serious that they have been determined to be
permanently disabled and unable to ever work again and will receive
social security disability compensation.

f2. Living victims having received injuries so serious that they have been
determined to be permanently disabled and unable to ever work again and
will
receive social security disability compensation.

g. Non-working spouses without children of victim's deceased, and who will
not
be receiving money from any other source, such as life insurance
policies, etc.

h. Working spouses without children of victim's deceased, and who will not
be
receiving money from any other source, such as life insurance
polices, etc.

i. Non-working spouses without children of victim's deceased, and in
receipt of
money from life insurance policies, etc.

j. Working spouses without children of victim's deceased, and in receipt
of money
from life insurance policies, etc.

k. All other living victims that received non-serious injuries that will
allow them
to eventually go back to work should have their medical expenses paid
and
additional monthly compensation until they have been determined to be
able to
return to work by their physicians.

Note: As for the parents of victim's that died in the tragedy, I don't
believe they should be included or entitled to any money with the exception
of funeral expenses and possibly a small lump sum ($ 10,000) given by the
discretion our government and only paid with government allocated funds. The
money that was donated to primary help the spouses and children of the
victim's should not be used for this.

Other options that I consider to be very reasonable and appropriate in this
particular situation and possibly reduce the amount of money distributed to
the families yet provided the families with the most essential assistance
their families can ever receive are:

Option 1 - Categories a. through f2 above: Provide these individuals that
are
homeowners with an option to have their
mortgage paid off and
provide each child with a $ 20,000 to $ 25, 000
scholarship. I am
making this suggestion with the belief that
most of the homeowners
are likely to owe less than $ 100,000 on their
homes and would not
only reduce compensation cost but will provide
tangible security for
the families.

Option 2 - Categories a. through f2 above: Provide them with a one time,
one
lump sum compensation.

Option 3 - Categories g. through j. above: Provide these individuals with a
lesser
one time, one lump sum compensation.

Option 4 - Pool both the donations and the funds that the government
intends to
provide all together and distribute equally to
all categories in a one
time, one lump sum compensation.


However, this is my suggestion without knowing just how much money will be
available for distribution until it is all calculated.

Also, Dr. did so much harm to our nation with irresponsible actions that I am sure the majority of Americans will now think three or four times before making any donations to anything again.
