Suggestion
Perhaps victims' families should only be allowed to submit bills to the
fund, and the fund would pay those bills directly. Charities should work
the same way. That way, expenses could not be submitted to both.
I wrote a check to charity, and don't feel that it should be disregarded
when compensating victim's families from the fund.
