Because it is expected that Bush's government, which defined North Korea as part of an axis of evil, would look to deal with the issue of North Korea after Iraq.

Republican gains in the Senate were especially considered to be the result of Bushs leadership. It is seen as a strong push for President Bushs national and international policies over the next two years.
