I agree that it's an excellent idea, so long as the projects are well selected and it's done in such a way as not to enhance, rather than undermine or duplicate, the existing efforts to get these projects underway. (1)  O&E seems to be taking responsibility for poster distribution, so I'd definitely want them to head up that break-out group.  X & X, based on Milwaukee experience,  have suggested dividing the city into postering routes, each with a list of locations/businesses that will accept posters.  (I suspect this is part of O&E's plan, but wasn't at that part of the meeting.)  I think X's idea of focusing on the immediate events is good, but I'd also like to see this contribute to the creation of a permanent system, so that we aren't reinventing the wheel next time, and I think O&E can facilitate that dynamic. (2)  I'm less certain about the brochure, since I think writing/designing anything by committee should have been banned long ago under some international convention on torture.   Perhaps the breakout could be used to solicit suggestions, etc., but I'm a bit queasy about this. (3)  Pulling together a Labor Caucus is a great idea. (4)  I'd also like to see a breakout group for the Art Auction, which still lacks a coordinator.  (Yes, Iknow it's probably hopeless, but we can always try.) (5)  Poster design might be a worthwhile breakout, if only to create a list of  people with desktop pub. skills who can be called upon by any WG/C.  (It seems that the policy we are evolving is that each WG/C is responsible for designing its own posters, but have not always been able to do so as quickly as we'd like, so having a pool of talented volunteers would probably facilitate things. Hi, all, I finally got in touch with X, and she's willing - actually, eager - to cosponsor the resolution!  She really likes the resolution and thinks it has a good chance of passing the council. About the timing of the resolution - X strongly suggests we introduce the resolution on Nov 20, which means it will be voted on at the Dec 4 council meeting.  She said doing anything else at this point would necessitate a suspension of the rules, which people don't like to do.  She also said that, especially with this resolution, alders would want time to read it over carefully and get feedback from constituents.  To follow this timeline (with normal procedure), we need to have a final text introduced by noon this Thursday.  Since we're only looking at reworking the last clause, I said I thought we'd be able to come up with a revised version tonight, which I'd pass on to her tomorrow morning. What do you think?  It's later than we had hoped to have it introduced, but it sounds like we'll have a better chance of passing the resolution then (given council dynamics), and we'll also have more time to mobilize the community in support of the resolution.  It's true that this puts the resolution passing just after the timeline humanitarian groups have put on needing to start land convoys of aid, but I'm thinking that this is OK for two reasons:  First, it's not like the U.S. federal gov't will immediately stop bombing because of a Madison city council resolution - this is one effort in a much bigger movement that will contribute to opening up dialogue on the issue.  Second - this is tragic and I hope it doesn't come across as insensitive - if there are increased reports of Afghani civilians starving just before the council vote, it will make it really hard for alders not to support the resolution (and we should submit copies of any articles like this to the alders just before the Dec 4 vote). September 11 Email September 11 Email: Body The basic content, as unstructured text; sometimes containing a signature block at the end.         Rolling Stone Magazine once reportedly found 400 members of the media had been in intelligence work before entering the media, according to Gary Webb, formerly of the San Jose Mercury News.  Gary said so visiting Madison at the WilMar Center on his Dark Alliance book tour exposing the CIA-contra-crack cocaine epidemic.  In Catherine the Great we learn the Washington Post had former intelligence operatives Phil Graham and Ben Bradley managing the paper during much of the Cold War, as well as former Naval intelligence Bob Woodward of Watergate fame may have used CIA connections and called them "Deep Throat".            Former CIA spook Walter Pincus helped the New York Times destroy Gary Webb's career for daring to expose the CIA's latest drug habit.             How this works may have been indicated by a recent incident that happened to me.  On July 24, 2001, Ted Koppel (another former spook) used a classified defense report to belittle Paul Wolfowitz's attempts to promote the national missile defense.  terrorism was the most probable (#1) and NMD the least probable (#9 and #10) on a ranked list of ten main security threats.  When I tried to get a copy of the whole list, I was told by Feingold's office that it was classified.             So classified material makes good news stories and you can't get it unless you've had security clearances.  Hence being a CIA spook is a great way to boost a news career.  Hence the media loves to hire CIA spooks with there inside connections and assigns these "super" reporters to foreign policy stories.  This operates to reinforce the American business bias of the press (and the CIA: see trade center story about CIA office there destroyed, that had interviewed businessmen coming home from abroad)             One big happy family of international corruption:  CIA, media, transnationals, and the pentagon.  Did I say pentagon?  The Iron Triangle classic documents the heavy board of directors interlock between major banks and major defense contractors, about 15% to 20% overlap, almost 50% for Citicorp with 60% of its profits overseas. First, it doesn't seem to me as though it's worthwhile trying to continue with a two-pronged approach.  We're having enough trouble getting the "weaker" resolution introduced - let's focus our efforts on that. Second, it seems as though we might alienate the progressive caucus by pushing to have the resolution voted on at the Nov 20 city council meeting. (Leading me to think we need a FOURTH party, but that's a rant for another time.) However, I'm thinking it might be effective to follow up on a suggestion from X, that we have (a few thoughtfully chosen) people go to the city council meeting on Nov 20 and demand they address the situation.  That will set the stage and demonstrate a real people's mandate for the resolution to be introduced and voted on at the next council meeting on Dec 4. X's going to get this included on the agenda of the general MAPC meeting tomorrow night (6:30, Memorial Union, TITU).  I suggest we use our time at the general meeting to:     * summarize our efforts, especially the reluctance/ resistance of the progressive caucus to introduce the resolution     * propose that we organize a small, well-chosen delegation of individuals to demand the city council address the impending humanitarian crisis at the 11/20 council meeting     * push and fight like hell to have the resolution introduced, voted on, and ADOPTED at the Dec 4 council meeting     * get feedback from the larger MAPC group on this plan, along with thoughts on who we should recruit for the Nov 20 delegation (I'm thinking community, religious, campus, business leaders). MEDICAL GROUP CALLS FOR LANDMINE AND CLUSTER BOMB MORATORIUM News Release from Physicians for Human Rights November 2, 2001   MEDICAL GROUP CALLS FOR MORATORIUM ON USE OF CLUSTER BOMBS AND ANTIPERSONNEL LANDMINES IN AFGHANISTAN; US MUST DISCLOSE MUNITIONS INFORMATION TO UN   Islamabad, Pakistan-- Physicians for Human Rights (PHR) today called on the United States to impose an immediate moratorium on the deployment of cluster bombs and antipersonnel landmines in Afghanistan. The group also called on the U.S. to comply with the request by the UN Mine Action Program for Afghanistan (UNMAPA) to be informed of the targets, types, and quantities of munitions used so far during coalition air strikes. Lastly, PHR called on the US to commit to and implement full clearance of all unexploded munitions deployed during the military campaign in Afghanistan.   US military have confirmed the use of cluster bombs in Afghanistan. PHR has not been able to resolve conflicting reports about US landmine deployment in Afghanistan, but US military leaders recently indicated that they have not ruled out using antipersonnel landmines in the military campaign.   As a co-recipient of the 1997 Nobel Peace Prize for its founding role in the International Campaign to Ban Landmines, PHR has documented the indiscriminate nature of this weapon that leads to thousands of civilian deaths each year. With the current high dud rate of cluster bombs estimated to be between 5 and 30%, the group believes that cluster submunitions, like antipersonnel landmines, could result in loss of human life, threaten refugee movement, obstruct farming, and hinder aid delivery. Cluster bombs have reportedly killed 9 Afghan civilians in recent weeks near Herat. Landmines and NATO-dropped cluster bombs also caused high rates of civilian casualties in Kosovo in 1999.   "The world has condemned the use of antipersonnel landmines. It is now time for all nations, including the United States, to recognize that both antipersonnel mines and cluster bombs are indiscriminate and cause a devastating civilian toll," said Leonard S. Rubenstein, executive director of PHR.   Even before the current conflict, landmines led to tremendous civilian casualties in 27 out of 29 Afghan provinces. Eight to ten million landmines remain in the ground after two decades of war in the country. The International Campaign to Ban Landmines reports that in Afghanistan in the year 2000, there were 88 casualties each month. Reports from UNMAPA indicate that this number has increased dramatically since the US aerial bombing commenced.   The US government reports that one third of US military casualties in the Vietnam Conflict and the Persian Gulf War were due to antipersonnel landmines. Additionally, at least 25 U.S. military personnel were killed and others injured by submunitions fired by their own forces in Operation Desert Storm. Similarly, the hidden weapons could pose a serious threat to US soldiers on the ground in Afghanistan.   Since September 11, UNMAPA's regular mine clearance operations have ground to a halt. Emergency teams are in desperate need of information to identify and defuse new weapons on the ground.   According to PHR interviews, UNMAPA's 4,800 mine clearance specialists are unable to prevent civilian casualties by safely disposing of new unexploded ordnance (UXO), especially cluster sub-munitions, because they lack detailed information about the weapons on the ground. Without full knowledge of the types of weapons that planes are dropping, how these weapons are defused, and where and in what quantities they are being deployed, clearance specialists are unable to proceed with their life-saving work. This information can also be used by the seven non-governmental groups that conduct mine awareness classes for Afghans, teaching them how to identify and avoid UXO that they may be encountering for the first time.   UNMAPA's mine detection dogs are unable to effectively discriminate between mined and non-mined areas due to the explosive residue and multiple munitions spread by cluster bombs. Thus, human mine removal teams must find each landmine or bomb, putting them at an increased risk of detonating the devices.   "The United States must demonstrate true concern for the impact that the air campaign is having on the Afghan people by giving UN demining teams the information they need to save civilian lives," stated Dr. Lynn Amowitz of PHR, currently on the Afghan border. "Coalition stalling only prolongs the inability of Afghan deminers to remove the weapons that Afghan men, women and children fear everyday they step outside their homes, never knowing if their next step is their last," she said.   The CBU-87 cluster bomb is reportedly being deployed in Afghanistan. Each canister can hold up to 250 "bomblets." Cluster submunitions are distinct from other ordnance because of their unusual shape and bright colors, making children particularly susceptible. Clusters are also the same bright yellow color as the humanitarian daily rations being airdropped by the US, though military officials have indicated that they will change the color of future food packets.   Physicians for Human Rights (PHR) promotes health by protecting human rights. The organization has documented health and human rights in Afghanistan since 1998. Thanks for taking the lead on this, X (and for braving the presentation last night). My feeling from the meeting was that the "two pronged" approach people want us to follow is:     * proceeding with our ("weaker" - ick, I hate that characterization) initial resolution, slightly amended - deleting the "U.S. support democratic processes" clause AND adding a clause DIRECTLY calling for the bombing to stop;     * drawing up and also trying to introduce to the Council a resolution more directly reflecting the 3 MAPC points of unity - in other words, calling directly and emphatically for the bombing to stop but not limiting the reason given for it to humanitarian purposes, etc. X, what did you understand from the meeting?  The feedback was a little confusing.  Basically, people felt that (as a peace coalition) we needed to at least attempt to get a strong anti-bombing resolution passed, and that even if it didn't pass it would help generate debate on the issue and be something for us to organize people around.  Then we'd have the other, more politically palatable humanitarian-focused resolution which would hopefully pass (and send a message nationwide).
