To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September 11th, including the children and families of low-wage workers and gay and lesbian families.

Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars
per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the
restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all
those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double
blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place.

The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and 
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of
marriage is unavailable, these families may find themselves in the traumatic predicament of having to
prove
that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already 
announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same.

Victim compensation


Most of the controversy surrounding the compensation of the families of victims could be settled if we simply seized the assets of the Bin Ladin family worldwide and apportioned the proceeds out to the victims of 9-11. Bin Ladin should take the brunt of the responsibility for those insane actions that day. He, not Americans, should be impoverished by his masterminded action. Why have we not done that?

Compensation for victim families

Is there any rational reason why the Government should use my money for
payments to families of the attack victims?  Was there a payment made to
victim survivors in the first trade center bombing? Are the victims of a
tornado or a flood compensated by the Government? This attack had nothing to
do with the Government and consequently Government does not owe any
compensation.

Too often Government agencies as well as our Representatives act out of
emotion rather than common sense or logic.

In the past two years my net worth was reduced by 33% why should not the
Government compensate me as well?

Protect Traditional Marriage

Dear Mr. Zwick:

I
want to express my opposition to any effort by the federal government to provide
9-11 victim compensation funds to "domestic partners" of unmarried
survivors of the terrorist attack upon our nation.
Funds
disbursed through the September 11th Victim Compensation Fund of 2001 should
only go to the surviving family members of those who died on 9-11. Funds must go
to the widows, widowers, orphans, and other blood-related or adopted members of
the family--not to unmarried sexual partners of those who died.
To
provide funds to "domestic partners" is to undermine the traditional
definition of marriage and family to include any number of sexual liaisons
between same-sex or opposite-sex unmarried couples. Many homosexuals and
swinging heterosexuals, for example, engage in sex with multiple partners. Do we
provide funds to each of the sexual partners? Where do we draw the line on how
many "domestic partners" a person may have?Homosexual
activists are exploiting the 9-11 tragedy by asking the federal government to
redefine what constitutes a legitimate "family" under the law. In
fact, homosexual activist &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , writing in Out magazine
has openly called for the subversion of the concept of marriage between a man
and a woman. He has urged homosexuals to fight for the legalization of
homosexual marriages and once legalized to "redefine the institution of
marriage completely . . . . to debunk a myth and radically alter an archaic
institution. . . . The most subversive action lesbians and gays can under
take--and one that would perhaps benefit all of society--is to transform the
notion of 'family' entirely."
If
the DOJ provides funds to "domestic partners," it will be helping
&amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp accomplish his goal: That of redefining marriage and altering what he
calls an "archaic institution." 
We
also oppose September 11th Funds going to the estates of the deceased instead of
to their surviving family members. No one can know for certain where these funds
will end up if they are deposited in the estate of a person who has died. The
person may have willed his estate to a terrorist, racial hate group, or even to
an organization like the North American Man-Boy Love Association. No one will
know unless each person's will is examined by a DOJ lawyer.
The
money should go to the surviving family members of the deceased, not to the
estate or to the surviving "domestic partner."

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Stop Discriminating!!!

Please end your discriminatory policy against compensation for the lesbian
and gay partners of 9/11 victims.  Even fetuses and illegal aliens have
rights in your policy!!! ( Everyone, except gays and lesbians!!!)  This is
an outrage, and shows how the right-wing element of the Bush administration
has taken over our government, and demonstrates itself, even in  this tragic
circumstance!!!

Discrimination in Compensation Funding

The passing of the buck to individual states in the matter of denying compensation to same-sex longtime companions and survivors of gays/lesbians who died in the attacks on 9/11 is nearly as unAmerican as the attacks themselves.

That states may individually uphold discriminatory policies {or legislate new ones to get around policies determined on a national level that just don't "agree with community standards", to wit: the editing of hate-crimes legislation in over ten states to remove the categories of sexual orientation} is something we have to live with.  

But to take the position that the decedent's 'state of origin' shall decide if survivors and significant others are not entitled when on a national level violations of immigration laws are being winked at is offensive.

Gays and lesbians died in the attacks, too.  Or lost loved ones.  In the days following 9/11, gay dollars doubtless swelled donations for this fund and others.

The redemptive aspect of the horror of 9/11 is that for a time, people came together in unity and put aside barriers -- people reached out to one another openly and with great generosity of spirit.

To potentially deny the same compensation to gays and lesbians [who certainly number amongst the dead of 9/11 -- and among its list of heroes] is certainly an affront.  Certainly to the loved ones of &amp;nbsp -- &amp;nbsp of US AIR flight 77, &amp;nbsp -- &amp;nbsp who died while administering the sacraments to NYFD firefighters at Ground Zero, and &amp;nbsp -- one of the heroes of Flight 93.

Our gay and lesbian tax dollars are certainly acceptable enough to the country as a source of income, but we consistently are ineligible for the very things taxes are levied to achieve.

I realize that the 9/11 fund is not a tax issue, but the principle obtains.  To publicly acknowledge the grief of survivors is a tremendous and admirable thing.  To publicly acknowledge the grief of some -- and to bend the law in the case of illegal aliens so they too will be compensated -- with monies from the Fund becomes a little suspect.  

To publicly declare invalid the grief and loss of gays and lesbians -- unworthy of participation in the 9/11 Fund compensations because most states in the country don't consider their relationships real or valid -- this is shameful.   

Though the distinction would probably be applauded by the Taliban.

Federal Compensation Plan


        To whom it may concern,

                 I am a New York City firefighter assigned to               in Manhattan. On Tuesday September 11, 2001, my brother,               of              , and 342 of New York's Bravest gave their lives to save over 25,000 innocent civilians. Now the government is telling my family that they will not revive any federal money because of other benefits my family may receive. I don't believe the government can put a price on anybodies life in some formula that was created to bail out the airlines. No amount of money will bring any of these innocent people back, but to say, sorry, you already received enough money due to insurance, pension, or some other reason is absurd. If we were to sue in court, I believe we would be awarded a very large some of money for pain and suffering alone. Perhaps it would take years to collect, but a jury would not take into account any other compensation already received. If the airlines were under insured, that is their problem. If I was involved in a major car accident and I was underinsured, I'm sure my salary would be garnished until the settlement was fulfilled.

                 Please reconsider the rules and distribute the money in a more just manner. My brother was only a firefighter, but was scheduled to take a promotional exam in October of 2001. He had been studying for over 3 years, and would have done well. Your formula does not take into account any future promotions. I don't believe any compensation received should be deducted from the sum that is finally decide upon. Please listen to the wishes of the victims families and reconsider some of the restrictions and rules of this program.

Unfair treatment of gay and lesbian families

Hi,

I'm writing to protest your exclusion of gay and lesbian partners from the
September 11 Victim Compensation fund.

I understand that same-sex couples are not recognized under Federal law.
However, neither are undocumted (illegal) aliens, who are eligible for your
funds and fetuses who are not even people according to Federal rulings.
Your election to exclude gay families from compensation is therefore
arbitrary and discriminatory.

Dear Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September 11th, including the children and families of low-wage workers and gay and lesbian families. 

Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per year might receive thousands of times as much compensation as the survivors of a dishwasher in one of the restaurants destroyed.  Justice requires looking beyond the financial aspect to the inherent worth of all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to those who were already well off in the first place.

The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the option of marriage is unavailable, these families may find themselves in the traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already announced that they will not discriminate against gay and lesbian families. The Department of Justice should do the same.

I am told you have mediated past disputes related to Agent Orange and asbestos injuries, and that you have a reputation for being fair and thorough. Mr. Feinberg, we need these very qualities now more than ever. Please make sure that the billions of dollars of our money are wisely spent, and not simply a reaction to possible lawsuits and political maneuvers.

Definition of a Spouse under Interim Rules is Problematic

sec. 104.3 (c) defines a spouse as the person so identified as such on 
the decedent's 2000 tax return. what if the decedent incorrectly files 
as a single taxpayer or incorrectly indicates a person other than 
his legal spouse on the return? what is the standard of proof to prove the 
marriage and will it be accepted as 104.3 (c) seems unqualified in this 
regard? this definition will prove to be a nightmare as many victims may 
not be living with their legal spouse.

Equal Access to Crisis Relief

Dear Mr. Kenneth Zwick,

I write  in support of equal access to benefits under the September 11
Victims Relief Fund for all victims, regardless of sexual orientation or
marital status.  It would be unjust to deny such access to partners and/or
children of gay and lesbian victims of the September 11 attack.
  
The State of New York has set an example by adopting a policy granting
compensation benefits "on a showing of mutual interdependence with the
victim, in recognition that anyone who shared with the victim living
expenses, day to day activities and the emotional bonds of family deserves
help in this time of need."  That is the way it should be.

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Crisis Relief Benefits

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

9/11 Fund - Don't Discriminate!


On NBC's "Meet the Press" this past Sunday, Kenneth Feinberg indicated that 
gay and lesbian partners of 9/11 victims and heroes will not necessarily be 
eligible for the same compensation as heterosexual family members who lost 
their loved ones. Feinberg's statements were a total cop out and a 
horrendous disappointment.

Federal agencies should provide leadership and set positive examples--and 
not kowtow to individual states' decisions to discriminate against gays and 
lesbians--by including gays and lesbians in 9/11 compensation programs. The 
events of 9/11 were an equal-opportunity tragedy, and we have ALL suffered. 
I hope your organization will reconsider its decision to discriminate 
against gay and lesbian Americans.

September 11 Victims

Dear Mr. Zwick:

I am writing in response to the Department's request for public
comments regarding the forthcoming regulations for implementing
and administering the "September 11 Victim Compensation Fund."
I strongly urge the Department to draft regulations that ensure
compensation is available to all victims of the attack,
including the committed partners and the non-biological children
of gay and lesbian victims.

It is unquestionable that the devastating grief and economic
losses suffered by the families of gay and lesbian victims are
no less than that of other families.  Just as the terrorists
drew no lines in choosing their victims, our country must draw
no lines in compensating those who suffered the most personal of
losses from these horrific attacks.

Many Americans lost their lives on September 11, each of whom
left behind loved ones.  I urge the Department to honor these
bonds by treating the families of gay and lesbian victims as you
would any other.

NO VICTIM COMPENSATION

I my family and friends were all deeply distressed at the loss of our fellow Americans due to the terrorist attacks on 9/11/01. We gave what we could to the relief fund, we prayed for the dead and the living, and continue to feel grief at the thought of the parentless children, and the widowed wives created on this infamous day.

I CAN NOT CONDONE THE GOVERNMENTS VICTIM'S RELIEF FUND.

I feel that it is unjust to all the other AMERICAN
victims of terrorism, war, natural disasters, crime or just bad luck.

The Federal, State, and Local Governments have aid, educational, and relief funds that the unfortunate can take advantage of, how can this be OK for the rest of AMERICANS and not for the victims of 9/11.

I suppose that this may be the quick way out for the Government. The victims that participate won't have the ability to litigate. The money will buy their quiet acceptance that the CIA, FBI, USA and the AIRLINES let them down on 9/11.

 The fact is that we the American people let ourselves down that terrible day by our complacency over decades of terrorism, ethnic cleansing, human rights violations, etc. that occurred around the world under our watch. 

No, I don't agree with the 9/11 Victim Compensation Fund of 2001, I'll never forget the losses of that day, and I'll always expect vigilance by our government to help protect us in this violent World.

Include Same-Sex Partners

It is with deep regret that the September 11th Victim Compensation Fund
intends to exclude same-sex partners of those killed in the terrorist
attacks from any Fund benefits.  When illegal aliens -- who aren't even U.S.
citizens -- are made eligible for fund benefits before tax-paying citizens
are, there is something seriously wrong with the system, and I strongly
encourage you to reexamine the basis for those eligible for it.

September 11 Victim Compensation Fund

Dear Mr. Zwick:

I am writing in response to the Department's request for public
comments regarding the forthcoming regulations for implementing
and administering the "September 11 Victim Compensation Fund."
I strongly urge the Department to draft regulations that ensure
compensation is available to all victims of the attack,
including the committed partners and the non-biological children
of gay and lesbian victims.

It is unquestionable that the devastating grief and economic
losses suffered by the families of gay and lesbian victims are
no less than that of other families.  Just as the terrorists
drew no lines in choosing their victims, our country must draw
no lines in compensating those who suffered the most personal of
losses from these horrific attacks.

Many Americans lost their lives on September 11, each of whom
left behind loved ones.  I urge the Department to honor these
bonds by treating the families of gay and lesbian victims as you
would any other.

To Mr. Feinberg: 

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September
11th, including the children and families of low-wage workers and gay and lesbian families.   Under
traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of
all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money
went to those who were already well off in the first place. 

The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and 
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of marriage is unavailable, these families may find themselves in the traumatic predicament of
having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New
York have already announced that they will not discriminate against gay and lesbian families. The
Department of Justice should do the same. 

Thank you for considering my comments. I look forward to hearing how you will act on these very
important issues.

Protect Traditional Marriage

Dear Mr. Zwick:

I
want to express my opposition to any effort by the federal government to provide
9-11 victim compensation funds to "domestic partners" of unmarried
survivors of the terrorist attack upon our nation.
Funds
disbursed through the September 11th Victim Compensation Fund of 2001 should
only go to the surviving family members of those who died on 9-11. Funds must go
to the widows, widowers, orphans, and other blood-related or adopted members of
the family--not to unmarried sexual partners of those who died.
To
provide funds to "domestic partners" is to undermine the traditional
definition of marriage and family to include any number of sexual liaisons
between same-sex or opposite-sex unmarried couples. Many homosexuals and
swinging heterosexuals, for example, engage in sex with multiple partners. Do we
provide funds to each of the sexual partners? Where do we draw the line on how
many "domestic partners" a person may have?Homosexual
activists are exploiting the 9-11 tragedy by asking the federal government to
redefine what constitutes a legitimate "family" under the law. In
fact, homosexual activist &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , writing in Out magazine
has openly called for the subversion of the concept of marriage between a man
and a woman. He has urged homosexuals to fight for the legalization of
homosexual marriages and once legalized to "redefine the institution of
marriage completely . . . . to debunk a myth and radically alter an archaic
institution. . . . The most subversive action lesbians and gays can under
take--and one that would perhaps benefit all of society--is to transform the
notion of 'family' entirely."
If
the DOJ provides funds to "domestic partners," it will be helping
&amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp accomplish his goal: That of redefining marriage and altering what he
calls an "archaic institution." 
We
also oppose September 11th Funds going to the estates of the deceased instead of
to their surviving family members. No one can know for certain where these funds
will end up if they are deposited in the estate of a person who has died. The
person may have willed his estate to a terrorist, racial hate group, or even to
an organization like the North American Man-Boy Love Association. No one will
know unless each person's will is examined by a DOJ lawyer.
The
money should go to the surviving family members of the deceased, not to the
estate or to the surviving "domestic partner."
