night hey it looks like we should at least do a picket
line sat afternoon emails):

if we are going to do this tomorrow, as x is

i wonder if, and this is just a wonder, having even a
picket when the action is not being well-publicized is
a good idea. i know that there is much going on in
this war, like all other us "actions" which is
underwritten dramatically, and we need to call
attention to it, however, folks are more likely to
understand what we are calling for and call with us if
it is of a dramatic nature. subjective nature, i
suppose. as we all agreed at the last meeting, from
here on out it is much more subjective than just the
bombing beginning.

regardless, i will pass the word if i hear back from
more folks.

	Folks may be interested in reading the story in the Sunday
(11/4) New York Times Money and Business Section titled "A Muscular
Lobby Rolls Ups its Sleeves" by Leslie Wayne and Melody Petersen.

	Among the highlights of the article:

	*There are more registered drug industry lobbyists in DC than
actual elected politicians - half of these lobbyists are former
Congresspeople, Congressional staffers or ex government employees
(hmmm...revolving door, conflict of interest, anyone?)

	*Between 1999 and 2000 drug companies spent $197 million
lobbying Congress - now the largest lobby group on Capitol Hill

	*Last year alone the anti-anthrax drug, Cypro, earned its
corporate patent holder, Bayer, a whopping $1.6 billion

	*Former WI Governor now turned Bush White House Health and
Human Services Sec., Tommy Thompson, has been boasting in the press
about what a "tough" negotiator he is when it comes to the drug cartel
	- well, thanks to his "herculean" effort, Bayer agreed to cut
its profit margin on Cypro from 95% to "only" 65% in exchange for
protecting its patent monopoly.  In other words, taxpayers are now
paying $1.00 per pill that costs less than a dime to make, versus the
$1.77 that was charged in the pre-9/11 "free market"...

	Of course, no corporate "free trade" apologists in the
mainstream press, the Democratic/Republican party leadership, etc.
etc. are willing to address the real issue of why we are still
allowing private interests to profit off of war and disease.  Isn't
affordable quality healthcare a human right of ALL people?
And aren't government sanctioned monopolies an oxymoron in a free
market system?

(1)  Grantwriting.  Our application for annual funding from Wisconsin
Community Fund has survived the first cut, and will be reviewed by the full

(3)  Donations from organizational members.  E-mails and letters went out
November 14-15 to all MAPC organizational members, requesting donations in
the $25.00 to $100.00 range.

(4)  Direct mail fundraising.  First mailing scheduled for early December.
All MAPC organizational members have been asked to consider allowing MAPC to
use their mailing lists on a one-time basis.

(5)  Dance Party.  All systems go for November 20 at the Cardinal Bar, 9:00
p.m. until bartime.  21+ age rule applies.

(6)  Art Auction.  Scheduled for December 2 at Mother Fool's.  Posters &amp;
leaflets soliciting art donations are being printed today.  We are still
looking for a coordinator for this event.

on Nov. 17.  47 buttons were sold at the general membership meeting; this
covered our production costs for the full order.

(a)  The last time we established budgets for each WG/C was one month ago,
on October 14.  We should establish allocation levels for the upcoming month
at this meeting.  I will have up-to-date information about the Coalition's
finances on Sunday.

It has also been suggested that the CC should include a budget for itself in
the list of allocations.

The Fundraising &amp; Finance Committee requests that its allocation remain at
the $150.00 level.

(b)  It appears that several committees have substantially overspent their
allocated funds.  The problem appears to be that members are spending money
autonomously, either charging printing to a MAPC account at Lakeside Press
or expecting reimbursement, but the WGs and Outies are not being kept aware
of how much is being spent, or discussing budgeting when decisions are made
to spend money.

 The Co-Treasurers recommend that we review these budget overruns, and
develop policy/procedures to ensure that the WGs/Outies know what is being
spent before it is spent, and, where overruns are anticipated,  bring
requests for additional funds to the CC in advance.

Wisconsin Green Party Opposes Patriot Bill
The Wisconsin Green Party wishes to express its unequivocal opposition to current attempts to undermine civil liberties in the United States since the Sept. 11th attacks in New York and Washington. It's highly disturbing and downright dangerous that our own elected officials have now become so willing to compromise our nation's democratic freedoms in the supposed interest of waging war against global terrorism.
Specifically, the Wisconsin Green Party strongly objects to the recently enacted Patriot Bill and related activities at both the state and federal level. Among these concerns are:
1.) The U.S. Attorney General assuming the power to incarcerate or detain non-citizens based on mere suspicion, and to deny re-admission to the U.S. of non-citizens (including lawful permanent residents) for exercising their free speech rights;
2.) Expansion of telephone and internet surveillance by federal law enforcement agencies in counter-terrorism investigations AND in routine criminal cases unrelated to terrorism with minimal judicial oversight;
3.) The WI Attorney General's "Domestic Security Plan" against "general terrorist threats" that enables judges to issue a 48 hour "temporary order" for wiretapping without any evidence beyond mere suspicion;
4.) Expanded "sneak and peak" searches of personal homes and offices by federal agents - without a warrant - for both counter-terrorism investigations AND in routine criminal cases unrelated to terrorism;
5.) The U.S. Bureau of Prisons decision that allows federal authorities to "eavesdrop" on private conversations between defendants and their lawyers as part of "counter-terrorism" activities in blatant violation of "attorney client privilege."
6.) The U.S. Attorney General and U.S. Secretary of State expanding their power to declare organizations "terrorist" and to block any non-citizen who belongs to such groups from (re)entering the country;
7.) The U.S. Attorney General reserving the right to use payment of membership dues to particular political groups determined to engage in or assist "terrorism" as sufficient criminal evidence for federal deportation;
8.) The CIA, FBI, and INS assuming broad "search and seizure" rights to private medical, financial, mental health, and educational records without having to show prior evidence of a crime and without a court order - this would include the power to subpoena customer databases from booksellers. Such court orders would be issued "ex parte" (ie. without any chance for legal objection) and the subject of the search falling under "gag rules" to not publicly disclose their investigation;
9.) The CIA, FBI, and INS being allowed to pursue coordinated large-scale investigations of citizens for "intelligence" purposes. These agencies would be allowed to supercede normal "probable cause" requirements. The CIA Director now has the unilateral power to identify priority targets for intelligence surveillance;
10.) The recent White House executive order creating U.S. military tribunals for trying and convicting those accused of "terrorist activities" both domestically and overseas. Such tribunals were last employed during WW II against suspected Nazi saboteurs;
11.) A broader vaguer definition of "terrorism" that would include a wide array of political activities currently protected under the First Amendment, violators being subject to enhanced penalties. In Wisconsin, this definition of "terrorism" now includes any crime "dangerous to life, limb or property;"
12.) Expansion and enforcement of various "patriotic" requirements for citizenship. In WI this includes mandated recital of the pledge and/or anthem in state public schools, proposed state-issued ID cards for voting, and draft registration as a prerequisite for employment within state higher educational institutions beginning in Feb. 2003.

These measures have only exacerbated an already hostile fearful climate that is now stifling freedom of expression, freedom of movement, freedom of association and other political activities essential to a democracy. Nancy Oden, a Green Party activist was recently harassed by law enforcement agents at the Bangor, ME airport and was eventually denied travel. Greens in Hartford, CT were attacked, pepper-sprayed and arrested by police officers for peaceful protest activities. Even in WI, Greens and other social justice activists have not been safe. At UW-Madison, campus activists have noted increased police surveillance of one of their offices, while at UW- Stevens Point a student peace camp endured several nights of rightwing harassment and outright attacks (with fireworks, eggs, homemade bombs) before local police finally intervened. Throughout the nation several murders, hundreds of hate crimes and other racial profiling incidents, as well as over 1500 detentions of suspected "terrorists" have been reported since the Sept. 11th attacks.
Such acts - whether instigated or tolerated by the state - are simply unacceptable in a free democratic society, and must be challenged. The Wisconsin Green Party urges all citizens to not be intimidated by these clearly illegitimate counter-terrorism measures and to continue to exercise their hard-won constitutional freedoms. Those who suffer violations of their civil liberties are encouraged to immediately publicize their experiences and contact the National Lawyers Guild, the Center for Constitutional Rights, the American Civil Liberties Union, and other legal advocacy groups for assistance. Furthermore, the Wisconsin Green Party pledges to support anyone who is willing to resist these unjust laws in a nonviolent manner.

              <text> The disconnect between last Tuesday's monstrous dose of reality and the
 self-righteous drivel and outright deceptions being peddled by public
 figures and TV commentators is startling, depressing. The voices licensed
 to follow the event seem to have joined together in a campaign to
 infantalize the public. Where is the acknowledgment that this was not a "
 cowardly" attack on "civilization" or "liberty" or "humanity" or "the free
 world" but an attack on the world's self-proclaimed superpower, undertaken
 as a consequence of specific American alliances and actions? How many
 citizens are aware of the ongoing American bombing of Iraq? And if the word
 "cowardly" is to be used, it might be more aptly applied to those who kill
 from beyond the range of retaliation, high in the sky, than to those
 willing to die themselves in order to kill others. In the matter of courage
 (a morally neutral virtue): whatever may be said of the perpetrators of
 Tuesday's slaughter, they were not cowards.
 Our leaders are bent on convincing us that everything is O.K. America
 is not afraid. Our spirit is unbroken, although this was a day that will
 live in infamy and America is now at war. But everything is not O.K. And
 this was not Pearl Harbor. We have a robotic President who assures us that
 America still stands tall. A wide spectrum of public figures, in and out of
 office, who are strongly opposed to the policies being pursued abroad by
 this Administration apparently feel free to say nothing more than that they
 stand united behind President Bush. A lot of thinking needs to be done, and
 perhaps is being done in Washington and elsewhere, about the ineptitude of
 American intelligence and counter-intelligence, about options available to
 American foreign policy, particularly in the Middle East, and about what
 constitutes a smart program of military defense. But the public is not
 being asked to bear much of the burden of reality. The unanimously
 applauded, self-congratulatory bromides of a Soviet Party Congress seemed
 contemptible. The unanimity of the sanctimonious, reality-concealing
 rhetoric spouted by American officials and media commentators in recent
 days seems, well, unworthy of a mature democracy.
 Those in public office have let us know that they consider their task
 to be a manipulative one: confidence-building and grief management.
 Politics, the politics of a democracy -- which entails disagreement, which
 promotes candor -- has been replaced by psychotherapy. Let's by all means
 grieve together. But let's not be stupid together. A few shreds of
 historical awareness might help us understand what has just happened, and
 what may continue to happen. "Our country is strong," we are told again and
 again. I for one don't find this entirely consoling. Who doubts that
 America is strong? But that's not all America has to be.

 I\'d like to add some ideas from here, down south.

 There\'s an important point in the power of press, specifically the power of
 CNN.

 All around the world we are subjected to 3 or 4 huge news distributors,
 and one of them - as you well know - is CNN. Very well, I guess all of
 you have been seeing (just as I\'ve been) images from this company. In
 particular, one set of images called my attencion: the Palestinians
 celebrating the bombing, out on the streets, eating some cake and making
 funny faces for the camera.

 Well, THOSE IMAGES WERE SHOT BACK IN 1991!!! Those are images of
 Palestinians celebrating the invasion of Kuwait! It\'s simply
 unacceptable that a super-power of cumminications as CNN uses images
 which do not correspond to the reality in talking about so serious an
 issue.

 A teacher of mine, here in Brazil, has videotapes recorded in 1991, with
 the very same images; he\'s been sending emails to CNN, Globo (the major
 TV network in Brazil) and newspapers, denouncing what I myself classify
 as a crime against the public opinion. If anyone of you has access to
 this kind of files, serch for it. In the meanwhile, I\'ll try to \'put my
 hands\' on a copy of this tape.

 But now, think for a moment about the impact of such images. Your people
 is hurt, emotionally fragile, and this kind broadcast have very high
 possibility of causing waves of anger and rage against Palestinians.
 It\'s simply irresponsible to show images such as those.

 Finally, I\'d like to say that we all regret and condemn all that has
 happened in the last days; but Nikos has a point here. I really don\'t
 want to be misunderstood here, but the truth is that US government had
 shown no respect for other countries in the last decades. In the 60s and
 70s they had halped lots of military coups throughout the world
 (including Brazil in 64). Later, with Reagan and Bush Father, the
 Washington Consensus have been demolishing the bases of our economies,
 making us more and more dependant (and, many of us, prehocupied with
 this situation).

 Your current president quickly made things worse: Kioto Protocol, Star
 Wars, Colombia Plan, the exchange of rain forest for pieces of external
 debt, tha abandonment of the position of third party in negotiations
 between IRA and England, and between Palestinians and Israel. All those
 mistakes in US external politics made your country more hatred than
 before, and, of course, more vulnerable.

office, spewing peace-nic rhetoric and demanding action to protect community

SPECIAL MAPC AGENTS: x, x, x, x, x (x) x

DEBRIEFING REPORT: MAPC special agents met with new regional office director
x and staff assistant x. Meeting mood was cordial.

MAPC agents introduced the coalition, our 3-point platform, organizational
members, and strong support from individuals (150-200 people at general
meetings, an estimated 5000 individual members). We thanked the Senator for
his support of anti-racist resolutions (in the wake of the attacks; everyone
voted yes...), and then got down to business.

We detailed current "anti-terrorism" legislation and our concerns regarding
it, especially highlighting the "Uniting and Strengthening of America Act"
(S.1510), an especially scary measure which may be voted on by the Senate as
soon as this week. Among other things, the "U.S.A. Act" would allow
indefinite detention of non-citizens (even if they've won immigration
hearings), expand the federal government's ability to conduct secret
searches, extend the ability to conduct warrant-less internet and phone
surveillance to anyone if "relevant to an ongoing investigation", etc.

We also called on the Senator to support the establishment of an
International Criminal Court, and to oppose the U.S. Servicemembers
Protection Act (S.857), which would actively oppose the ICC, levy sanctions
against other countries signing the ICC charter, and provide the Prez with
the authority to "take any measures necessary" to free U.S. citizens
detained against their will by the ICC (!!!).

Kohl staff were not able to provide us with the Senator's stance on this
legislation, but will report back to us. They will relay the extensive
meeting notes they took to the DC office, and contact us with information on
the Senator's stance on S.1510, the ICC/ S.857. They will also provide us
with names and contact info for the relevant DC aides to contact regarding
each issue we discussed. For interested readers, the general phone # for
Kohl's DC office is 202-224-5623. We will share the other info with you once
we receive it.

Kohl's local staff also said they would relay info on MAPC to local people
who call the office to express pro-peace views. They also told us that,
except for the first day or so after the Sept 11 attacks, the many calls to
the local office have been overwhelmingly pro-peace! (Hey, join the
bandwagon. The phone # for the local office is 264-5338.)

We left with the office written materials on MAPC, news reports on Sunday's
rally, an article on the ICC (in the current issue of Ms. - check it out),
and MAPC member x's recent Badger-Herald editorial on the
complexity of getting involved with Afghanistan's politics.

Hi Everyone,
   The Policy Committee continues to push to get a peace resolution debated
in the Common Council, but will not have concrete progress to report
tomorrow night.
   We have been very actively contacting the progressive alders, but now we
need to step back for a day or two (again) to give them a chance to respond.
   A common reaction from the alders is that it is problematic to introduce
a resolution that gets only a few votes.  This could send the message that
the city isn't for peace, or jepardize future resolutions on the same issue.
  So our proposed resolution may end up
being debated after Thanksgiving if at all--we'll know soon.
   It's interesting.  One school of thought seems to be that even
introduction of a resolution is positive since it generates debate.  Another
school is that some collegiality among progressive alders must be preserved,
divisiveness must be avoided, and you don't want to waste political capital
on something that has no chance of passing.
   What do you think?
   Should we do a County resolution, too?

Hi,
   I'd like to help arrange letter-writing on the 11/6-7, if you think
that's a good idea.
   I'm on the MAPC Policy Committee, and I wonder if it would be appropriate
to have letter-writing to Congress people as a companion activity at any of
the Student/Youth Caucus campus events on these days?
   Mailing letters per se might not be feasible.  Today I called Feingold's
and Kohl's offices, and that's what they said.  Fax, phone messages, and
e-mail are acceptable though.  I thought we could take resulting letters and
hand-carry them to the local Congressional Rep. offices.  Or we could fax
all the letters.
   We would keep count of the letters and post that number on the MAPC web
site, to help us feel the strength of our movement.
   The reason I like letters is because people can put their feelings into
their own words, and that sends a powerful message to Congressional reps
about how their Constituents want them to vote.
   If we ask people to go home and e-mail their Reps, they might forget.
   If practical, I'd also like to have a cell phone on hand, or a pay phone
with phone card available for people to phone Reps on the spot.  We would
keep count of these calls too.
   I can assist in the following ways:  preparing sample letters, preparing
posters and labels, labeled boxes for each Rep, bringing envelopes, paper,
and arranging to get the letters to the Reps afterward.  Since there's no
"Stop the War" bill that I know of yet (I'll check), we'll be asking people
to write that general message in their own words.  We'll supply several
sample phrasings of course.
   Unfortunately, I work during the day and probably will be tied up on the
evening of 11/6.  So we'd need to designate other individuals to announce
the letter-writing at each event, be there to keep track of everything, and
round up the letters as people leave.
   The way I imagine this is that even short letters that people dash off
right before the lecture begins, or just as they leave can get their point
across.
   The people who attend these events are already pretty motivated.  We're
just helping to turn this into political impact.
   Let me know what you think of this idea.
   If so, please provide feedback on the number of people expected at each
event, proximity of pay phones, etc.  Also, do you know anyone who has a
cell phone, from whom we could economically buy local minutes?  Similarly,
fax (perhaps UW Greens has one?).
   I'll talk with the Policy committee Sunday night to see if we can't come
up with some sample letters.

Thanks for the update. It looks like X is the only available option for
the 30th. My concern with that location is that it's quite far from campus
compared to some of the other options, which aren't available. Can we think
of any other places? Any other ideas? If we book X, we may want to
consider organizing transportation for students. I'd hate to lose or
diminish our student involvement as a result of meeting location. One
thought--we could advertise free rides on our poster (e.g., for free rides,
call xx).

X, the La Crosse peace group sent me an email today about the anti-war
petitioning that they're doing. They want to know where to send their
petitions. Could I tell them to send the petitions to you? Even if we don't
have a petition campaign yet, it seems that petitioning would fall under the
auspices of the Policy committee. I don't want to leave them hanging because
they are a small, but dedicated group and really want to work with us. I
would think we could funnel these petitions and any others that are
collected in the future to the appropriate governmental officials. What do
you think?

Hi Everyone,
   Last night we decided that I would draft a resolution, and all of us on
the policy committee would contribute comments on that draft.  Then we could
work all those comments in.  After that, we would bring it around to all the
alders for their feedback.
   To develop the resolution, I looked at Madison's 9/25 resolution
condemning the 9/11 attack and expressing sympathy for the victims
(http://www.ci.madison.wi.us/council/ccattach/att092501/attack30314.pdf).  I
followed that format.
   For content, I relied on Wellstone's S.172 resolution, which he
introduced on 10/18 (last Thursday) and which is in a Senate committee right
now.  I tried to simplify quite a bit and make it relevant to Madison.
   Here is what I came up with:

A RESOLUTION regarding the urgent need to provide emergency humanitarian
assistance and development assistance to civilians in Afghanistan, including
Afghan refugees in surrounding countries.


SPONSORS:	[Alders names here.]


WHEREAS,	a disastrous humanitarian crisis is underway, with an estimated 7.5
million people in Afghanistan facing critical food shortage or outright
starvation this winter; and

WHEREAS, 	food aid shipments have been disrupted due to security concerns
around U.S. military actions in Afghanistan; and

WHEREAS,	Madison supports U.S. military efforts through many channels,
including the federal taxes its citizens pay, and through its citizens'
participation in the armed forces; and

WHEREAS,	the Mayor and Common Council deplore their participation in actions
that cause mass starvation;

NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council urge a
resolution to the situation that minimizes loss of life; and

BE IT FURTHER RESOLVED THAT humanitarian concerns must be a top U.S.
priority for action in Afghanistan, especially as there exists a narrow
window of opportunity for supplying food to the region's population before
winter makes this difficult or impossible; and

BE IT FURTHER RESOLVED THAT Afghanistan's neighbors should reopen their
borders to allow for the safe passage of refugees, and the international
community must be prepared to contribute to the economic costs incurred by
the flight of desperate Afghan civilians; and

BE IT FURTHER RESOLVED THAT as the United States engages in military action
in Afghanistan, it must work to deliver assistance, particularly through
overland truck convoys, and safe humanitarian access to affected
populations, in partnership with humanitarian agencies in quantities
sufficient to alleviate a large scale humanitarian catastrophe; and

BE IT FURTHER RESOLVED THAT the United States should contribute to efforts
by the international community to provide long-term, sustainable
reconstruction and development assistance for the people of Afghanistan,
including efforts to protect the basic human rights of women and children.

time-critical factor here) 100,000 more *children* are expected to die this
year than last year, we must prioritize humanitarian concerns.

I'm just not sure how to phrase it.

I'm very, very sorry I couldn't come to the meeting last night.  I had an
emergency at home that needed my immediate attention.

I gather there was some "vigorous debate" on the subject of the
resolution...

What are the plans?  Are we going to sit down with friendly alders to work
out the details?  I'm happy with the "weaker" version myself; though it
doesn't specifically mention the cessation of attacks, it is implied.

&gt; &gt; &gt; &gt;including efforts to protect the basic human rights of women and
&gt; &gt;

&gt; &gt; &gt; &gt;and

&gt; &gt; &gt; &gt;BE IT FURTHER RESOLVED THAT the United States should immediately stop
&gt; &gt; &gt; &gt;military action against Afghanistan because that is the main obstacle
&gt; &gt;
&gt; &gt;to
&gt; &gt;
&gt; &gt; &gt; &gt;addressing the humanitarian catastrophe there; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;BE IT FURTHER RESOLVED THAT the people of Madison, in solidarity with
&gt; &gt;
&gt; &gt;the
&gt; &gt;
&gt; &gt; &gt; &gt;international community and in their capacity as citizens of the
&gt; &gt; &gt; &gt; United States, will consider the Government of the United States
&gt; &gt; &gt; &gt; responsible
&gt; &gt;

&gt; &gt;
&gt; &gt; &gt; &gt;both the direct consequences of its military actions in Afghanistan
&gt; &gt; &gt; &gt; and
&gt; &gt;

&gt; &gt;concerns in

&gt; &gt; &gt; &gt;including Afghan refugees in surrounding countries.
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       a disastrous humanitarian crisis is underway, with an
&gt; &gt;
&gt; &gt;estimated
&gt; &gt;
&gt; &gt; &gt; &gt;7.5 million people in Afghanistan facing critical food shortage or
&gt; &gt;
&gt; &gt;outright
&gt; &gt;
&gt; &gt; &gt; &gt;starvation this winter; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       70 percent of these people are women and children, and
&gt; &gt;
&gt; &gt;the UN
&gt; &gt;
&gt; &gt; &gt; &gt;estimates 400,000 children under five will likely die this year, an
&gt; &gt; &gt; &gt;increase of over 30 percent from last year; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       food aid shipments have been disrupted because of U.S
&gt; &gt;
&gt; &gt;bombing in
&gt; &gt;
&gt; &gt; &gt; &gt;Afghanistan; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       the aid agencies active in the region, including the
&gt; &gt;
&gt; &gt;Nobel
&gt; &gt;
&gt; &gt; &gt; &gt;laureate Doctors Without Borders (MSF), Oxfam International and the
&gt; &gt;
&gt; &gt;World
&gt; &gt;
&gt; &gt; &gt; &gt;Food Program have stated that the U.S. food
&gt; &gt; &gt; &gt;drops can not meet the increasing and urgent need for assistance; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       Madison now participates directly and indirectly in
&gt; &gt; &gt; &gt; U.S.
&gt; &gt;
&gt; &gt;military
&gt; &gt;
&gt; &gt; &gt; &gt;efforts through many channels, including the federal taxes its
&gt; &gt; &gt; &gt; citizens pay, and through its citizens' participation in the armed
&gt; &gt; &gt; &gt; forces; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       the Mayor and Common Council are appalled at the mass
&gt; &gt;
&gt; &gt;starvation
&gt; &gt;
&gt; &gt; &gt; &gt;that will result from these actions to which they are a party if the
&gt; &gt; &gt; &gt;situation is not speedily addressed; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;WHEREAS,       The Mayor and Common Council deplore the dishonor such
&gt; &gt;
&gt; &gt;an outcome
&gt; &gt;
&gt; &gt; &gt; &gt;would be for the victims of the terrorist attacks of September 11th;
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council urge
&gt; &gt; &gt; &gt; a resolution to the situation that minimizes loss of life; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top
&gt; &gt; &gt; &gt;priority for U.S. policy toward Afghanistan, especially as there
&gt; &gt; &gt; &gt; exists

&gt; &gt;a
&gt; &gt;
&gt; &gt; &gt; &gt;narrow window of opportunity for supplying food to the region's
&gt; &gt;
&gt; &gt;population
&gt; &gt;
&gt; &gt; &gt; &gt;before winter makes this difficult or impossible; and
&gt; &gt; &gt; &gt;
&gt; &gt; &gt; &gt;BE IT FURTHER RESOLVED THAT Afghanistan's neighbors should
immediately
&gt; &gt; &gt; &gt;reopen their borders to allow for the safe passage of refugees, and
&gt; &gt; &gt; &gt; the U.S. and other members of the international community must be
&gt; &gt; &gt; &gt; prepared
&gt; &gt;
&gt; &gt;to
&gt; &gt;
&gt; &gt; &gt; &gt;contribute to the economic costs incurred by the flight of desperate
&gt; &gt;
&gt; &gt;Afghan
&gt; &gt;
