volunteering to do this some other time in the future. just trying to be

Subject: PLEASE READ!!! THIS IS HORRIFYING TO ME!!!!

HEY GANG!

I still have shivers after reading this!! I think YOU will too! Though people can make mistakes in their youth, I have to take offense and issue to what is revealed here! As much as I don't wish to believe it's content, in the pit of my stomach, I somehow find this very possible, especially because of whence it came. This came to me from an Aunt and Uncle who don't usually deal in "junk mail" on any level. They are not ever known for purporting or presenting what we would refer to as "garbage".. OK well I think I've added my two cents worth here... You decide? I usually go by instinct and guts.. I may not always be 100% correct, but usually not too far off either... What ashamee, I'd like to be wrong in this instance in the worse way! How sad!

HONORING A TRAITOR

This is for all the kids born in the 70's that do not remember this, and
didn't have to bear the burden, that our fathers, mothers, and older
brothers and sisters had to bear. Jane Fonda is being honored as one of
the "100 women of the Century." Unfortunately, many have forgotten and
still countless others have never known how Ms. Fonda betrayed not only
the idea of our country but specific men who
served and sacrificed during Vietnam. The first part of this is from an F-4E pilot. The pilot's name is Jerry
Driscoll, a River Rat. In 1978, the former Commandant of the USAF
Survival School was a POW in Ho Lo Prison-the "Hanoi Hilton."
Dragged from a stinking cesspit of a cell, cleaned, fed, and dressed in
clean PJs, he was ordered to describe for a visiting American "Peace
Activist", the "lenient and humane treatment" he'd received. He spat at Ms.
Fonda, was clubbed, and dragged away. During the subsequent beating,
he fell forward upon the camp commandant's feet, which sent that officer
berserk. In '78, the AF Col. still suffered from double vision (which
permanently ended his flying days) from the Vietnamese Col.'s frenzied
application of a wooden baton.
From 1963-65, Col. Larry Carrigan was in the 47FW/DO (F-4Es). He
spent 6 years in the "Hilton"- the first three of which he was "missing in
action".
His wife lived on faith that he was still alive. His group, too, got the
cleaned/fed/clothed routine in preparation for a "peace delegation" visit.

They, however, had time and devised a plan to get word to the world that
they still survived. Each man secreted a tiny piece of paper, with his SSN
on it, in the palm of his hand. When paraded before Ms. Fonda and a
cameraman, she walked the line, shaking each man's hand and asking
little encouraging snippets like:
"Aren't you sorry you bombed babies?" and "Are you grateful for the
humane treatment from your benevolent captors?"
Believing this HAD to be an act, they each palmed her their sliver of
paper. She took them all without missing a beat. At the end of the line
and once the camera stopped rolling, to the shocked disbelief of the
POWs, she turned to the officer in charge and handed him the little
pile of papers. Three men died from the subsequent beatings. Col.
Carrigan was almost number four but he survived, which is the only
reason we know about, her actions that day.
I was a civilian economic development advisor in Vietnam, and was
captured by the North Vietnamese communists in South Vietnam in 1968,
and held for over 5 years. I spent 27 months in solitary confinement, one
year in a cage in Cambodia, and one year in a "black box" in Hanoi.
My North Vietnamese captors deliberately poisoned and murdered a
female missionary, a nurse in a leprosarium in Ban me Thuot, South Vietnam,
whom I buried in the jungle near the Cambodian border. At one time, I
was weighing approximately 90 lbs. (My normal weight is 170 lbs.) We
were Jane Fonda's "war criminals." When Jane Fonda was in Hanoi, I
was asked by the camp communist political officer if I would be willing to
meet with Jane Fonda. I said yes, for I would like to tell her about the
real
treatment we POWs received different from the treatment purported by the
North Vietnamese, and parroted by Jane Fonda, as "humane and lenient."
Because of this, I spent three days on a rocky floor on my knees with
outstretched arms with a large amount of steel placed on my hands, and
beaten with a bamboo cane till my arms dipped. I had the opportunity to
meet with Jane Fonda for a couple of hours after I was released.
I asked her if she would be willing to debate me on TV. She did not
answer me.
This does not exemplify someone who should be honored as part of
"100 Years of Great Women." Lest we forget..."100 years of great women"
should never include a traitor whose hands are covered with the blood of
so many patriots. There are few things I have strong visceral reactions to,
but Hanoi Jane's participation in blatant treason, is one of them.
Please take the time to forward to as many people as you possibly can.
It will eventually end up on her computer and she needs to know that we
will never forget.
We were young once...and soldiers!
The DH

Coordinating committee... since we put so much effort into attempting
to control this, I thought you would want to be kept abreast
of current info. As things stand right now, the reporter seems
to be pretty much in control of the situation. This is neither
a bad nor a good thing in my opinion. Anyway, here is some further
info on the situation.

>
>x, what's the latest on this? There has been a lot of give
>and take on a panel, and the composition of the panel and so
>forth. What I understand today is that there will be no panel
>but that a list of people to be interviewed is kind of being
>assembled by you and x. I think this is fine, but I hope
>you'll keep us in the loop so the Media committee knows what
>efforts have been made. Frankly, I think we may all suffer
from
>a bit of self importance. x is going to do a piece
suitable
>for the Wis State Journal. Anyone who talks to him should know
>that his/her perspectives will be spun to fit a pre-conceived
>editorial slant to the right. That said, I personally have
no
>problem with you and a set of students going forward to present
>your views to x. This is not going to be a short campaign
>and as long as we individually and jointly behave ethically
and
>speak the truth as we understand it, then the MAP COALITION
will
>advance on a broad front with the common goals of achieving
peace
>and justice.
>
>So... if x is after a "student peace movement" piece, then
>fine. Students are certainly part of this coalition. But I
>haven't heard directly what he is really after. My impression
>was that he wanted to do a personality piece on you first, and
>that we have tried to re-focus his attention on the Coalition.
> Let me know how things are going and what your plans are.
The
>Media Committee will meet again Monday at 6pm to begin to hash
>out a "Media Strategy." If we had one, then we would know how
>to relate to situation like the one you have brought us.
>x

Hi Everyone,
Just now I ran into X in the City-County Building, so I was
finally able to discuss the resolution with him.
Upshot is, he'll talk to other alders and get back to me.
I tried to emphasize the 11/14 deadline. But at this point I think I
just have to wait. I also sent another e-mail to X last night asking
her to be a co-sponsor with X.
X said he'd probably talk with his fellow progressive alders before the
Common Council budget meeting X tomorrow night.
So this means we won't have anything to report to the big group Tuesday
most likely.
X explained to me that he believes the worst thing is to introduce a
resolution and it gets 3 votes. He felt this was destructive, sends the
message the city isn't for peace, etc. He feels it's best to float
something only when you have enough support for passage. So this may end up
being debated after Thanksgiving after all.
It's interesting. One school of thought seems to be that even an
introduction of a resolution is positive since it generates debate. Another
school is that some collegiality among progressive alders must be preserved,
divisiveness must be avoided, and you don't want to waste political capital
on something that has no chance of passing.
So we've done what we can. I'll let you know what I find out.
Should we do a County resolution?

Regards,
X

Hi all,

We need tto talk about strategy. We can still do this and have it ready
for the vote at the Council's next meeting if necessary, but that way
things would have to figured out quickly, very quickly since a sponsor
would need to get it to the City Clerk's office by 9am on Thursday at
the latest.

Things to take into consideration are things X pointed out, plus
building up having 11 support the weaker resolution -- alot of that
would fall on the backs of the supporting alders, together with a surge
of communications from MAPC members and other supporters to their
alders.

I'll have time to write/talk/meet tomorrow or later.

X

Title:	Humanitarian Priorities in Afghanistan

A RESOLUTION regarding the urgent need to provide emergency humanitarian
assistance and development assistance to civilians in Afghanistan, including
Afghan refugees in surrounding countries.

WHEREAS,	a disastrous humanitarian crisis is underway, with an estimated 7.5
million people in Afghanistan facing critical food shortage or outright
starvation this winter; and

WHEREAS,	70 percent of these people are women and children, and the UN
estimates 400,000 children under five will likely die this year, an increase
of 100,000 over last year; and

WHEREAS, food aid shipments have been disrupted because of U.S bombing in
Afghanistan; and

WHEREAS,	the aid agencies active in the region, including the Nobel laureate
Doctors Without Borders (MSF), Oxfam International and the World Food
Program have stated that the U.S. food
drops can not meet the increasing and urgent need for assistance; and

WHEREAS,	Madison now participates directly and indirectly in U.S. military
efforts through many channels, including the federal taxes its citizens pay,
and through its citizens' participation in the armed forces; and

WHEREAS,	the Mayor and Common Council are appalled at the mass starvation
that will result from these actions to which they are a party if the
situation is not speedily addressed; and

WHEREAS,	The Mayor and Common Council deplore the dishonor such an outcome
would be for the victims of the terrorist attacks of September 11th;

NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council support a
resolution to the situation that minimizes loss of life; and

BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top priority
for U.S. policy toward Afghanistan, especially as there exists a narrow
window of opportunity for supplying food to the region's population before
winter makes this difficult or impossible. The Madison Common Council calls
on the federal government to defer to the judgement of international aid
agencies that a cessation in bombing is necessary to avoid humanitarian
disaster; and

BE IT FURTHER RESOLVED THAT the Madison Common Council calls on
Afghanistan's neighbors to immediately reopen their borders to allow for the
safe passage of refugees, and the U.S. and other members of the
international community must be prepared to contribute to the economic costs
incurred by the flight of desperate Afghan civilians; and

BE IT FURTHER RESOLVED THAT the Madison Common Council calls on the federal
government to actively support the work of various agencies to deliver
assistance in Afghanistan, particularly through overland truck convoys, and
support safe humanitarian access to affected populations, in partnership
with humanitarian agencies in quantities sufficient to alleviate a large
scale humanitarian catastrophe; and

BE IT FURTHER RESOLVED THAT the Madison Common Council calls on the federal
government to contribute to efforts by the international community to
provide long-term, sustainable reconstruction and development assistance for
the people of Afghanistan, including efforts to protect the basic human
rights of women and children; and

BE IT FURTHER RESOLVED THAT the Madison Common Council calls on the
international community to support democratic processes in Afghanistan
leading to a government which represents all its people, including women.

BE IT FURTHER RESOLVED THAT the Madison Common Council on behalf of the
people of Madison, in solidarity with the international community and in
their capacity as citizens of the United States, urges the federal
government to put humanitarian concerns first and will consider the
Government of the United States responsible for both the direct consequences
of its military actions in Afghanistan and for the results of its
indifference to the priority of humanitarian concerns in Afghanistan and the
surrounding region.

>Date: Tue, 13 Nov 2001 01:07:56 -0600
>
>As X stated, the first paragraph was the toughest to write. I think the
>following text flows the best, using X's edits and mine. Any feedback?
>
>The main decision-making body of MAPC is the General Meeting. The General
>Meeting sets the politics and the overall direction of MAPC. The
>Coordinating Committee ensures that the decisions of the General Meeting
>are
>implemented. The CC takes its direction from the General Meeting, and is
>accountable to the membership. All decisions made by the CC are subject to
>discussion and review by the General Meeting.

That's the world federalist website, www.wfa.org, the statement I quoted
the other day had the word "perhaps" as a compromise between hawks and
doves in the association.

"WFA is greatly troubled by the fact that innocent civilians were killed

here in America on 9-11 and are now being killed in Afghanistan. We
work to
make obsolete such crude, reactionary violence. Since long before 9-11
we
have advocated -- and made some important progress towards -- a global
intelligence, law enforcement, and court system that would interdict
such
global criminals before they act, and then arrest and try in a
court-of-law
those who do manage to carry out such crimes. Lacking such a structural

solution, however, the hastily-formed coalition that has been cobbled
together since 9-11 will at best achieve vigilantism (not justice) as it

tries to get Bin Ladin dead or alive, killing many more innocents in the

process. Is such vigilantism better than nothing? Perhaps.
Regardless,
WFA will continue the fight for real global security and justice.
Terrorism
is a complex persistent problem, and we need more than an ad-hoc
coalition
to fight it. If President Bush and other American citizens sincerely
want
long-term global security, then we call upon them to join our cause."

Just talked to X. She says work with X, try to get

I'm working on that plan. I have his day (work) number, and will try to set
up a meeting with him (and include any who can come). We need to either
file by title only for tomorrow, or maybe we can do it on 11/13 (I will find
out).

X nixed the intro by communication idea. She also said pick
one title (Shall we go with "Humanitarian Priorities in Afghanistan"?) Then
we put the strong text forward, and be ready to sub in the weaker text later
if necessary. She's has a wealth of practical tips.

I promise to slack off on the e-mail as soon as we get this going.

>Subject: Re: [MAPC-policy] resolution update
>Date: Wed, 07 Nov 2001 10:32:15 -0600
>
>hi X. and all,
>
>Thanks for all your work on this! To clarify - who exactly have you been
>talking to and do you have any sense for how representative their views are
>(at least for the progressive caucus)? I realize that you'll know all that
>better after Thurs night.
>
>Ideally, I guess I'd like to see the "stronger" resolution introduced as a
>communication and have the "weaker" one be introduced by one or (hopefully)
>more progressive alders. If that's not going to happen - and it sounds
>unlikely from what you've sent - I think we need to pressure the alders
>we've been talking to to introduce the "weaker" one before T'ksgiving. I
>have to say I'm really disappointed that they're hesitant to do anything
>before T'ksgiving. After all, the reality we're addressing is an impending
>massive humanitarian crisis. Jeeeeeeezus. THEY need a breather????
>
>I don't know anything about resolutions introduced as a communication w/out
>any alder sponsors, but it seems to me that doing that with our "weaker",
>more likely to pass resolution will flag it as unacceptable to the council.
>If I were a middle of the road alder and saw that none of the PD alders had
>signed on, I sure as heck wouldn't vote for it. (But I think it'd be fine
>to introduce the "stronger" one like that, if we do still decide to
>introduce it.)
>
>So, I guess - with the current info we have - I feel ambivalent about the
>"stronger" resolution. If it will help the "weaker" one pass to introduce
>it - by communication or by an alder - then I say we go for it. But the
>people we need to talk to for this analysis are the PD alders who are
>balking at the "weaker" one.
>
>I strongly feel that we should have SOMETHING - preferably the "weaker" one
>unchanged from where we left it (or at least not substantially changed)
>voted on by Nov 20. I feel the broader MAPC would agree with this -
>remember, at the last meeting the 1st vote was unanimous support for us
>bringing SOMETHING to the council (with a sense of urgency regarding the
>imminent starvation of millions), and the 2nd was in support of the
>2-pronged strategy. If we have more info now that the 2-pronged strategy
>won't work, the directive from the 1st vote still stands.
>
>That's my rambling input for now.
>
>-X
>
> > Hi Everyone,
> >
> > The progressive caucus thought they would be ready to act on something
> > AFTER Thanksgiving. Apparently changing "prayers" to "sympathies" was
>very
> > divisive last time, so they needed a breather.
> >
> > I still haven't gotten the in-depth feedback on this--Thursday night I
> > should. X has been appointed to do this for me.
> >
> > X suggested we intro the whole text as a "communication" (no
> > alder's name attached). That could be done BEFORE Thanksgiving.
> >
> > My first step though will be to call X, to make sure I am
> > acting on her excellent strategy advice.
> >
> > I'd like the Policy Committee's input on something though. How far do
>we
> > pursue the two-pronged approach? What I'm hearing from the progressive
> > alders is that they don't want something too "divisive" (presumably to
>their
> > own caucus?), which means they want to back the weakest thing we've
> > presented them with. If we are going to introduce one final text "as a
> > communication" I definitely need the Policy Committee's OK on what that
> > final text should be.
> >
> > OK, I'll get back to you when I know more.
> >
> > Sorry about all the e-mail.

I think this is a very good idea. It would be a change of style in our
meetings, and I guess it would depend on what business might need to be
discussed at the meeting. Depending on the agenda and the length of the
video,
we could always show part of it instead of its entirety also.

> >
> >I just wanted to let you know that I own a video on the school of the
> >Americas, titled "Guns and Greed". It documents the history of actions
> >of the soa, who funds them, why these civilian populations have been
> >slaughtered, what role the soa plays in the wto, globalization and
> >capitalism.
> >
> >I thought you might want this for the upcoming protest. Let me know if
> >you do.

I just got this note from Sister Mo. they have cleared up there

 Thanks

>Subject: FW: change in transportation plans

>
>Hi, X ... I just read your message about CALA, etc. We just made a
>decision about an hour ago about our transportation, so I will forward
>the message below to you that I just sent to my SOA list, so you will
>know what is going on. I just can't take the chance of having empty
>seats, when we're only two weeks away from the trip, so our space will
>be much more limited than I thought this morning. There still is some
>space, of course, so if you know people who definitely want to ride on
>our bus, please urge them to contact me and make arrangements by 11/7.
>Thanks much ... Sr. X
>
>
>
> > Dear friends ... I'm choosing green type for HOPE. I HOPE you're all
> > keeping your sense of HOPE alive.
> >
> > Just this minute, a change of our travel plans for Nov. 16-19 has
> > evolved. We only have 22 people paid as of today (11/1) for a
> > 47-passenger bus. Obviously, we cannot pay over $4500 for such a
> > small number. Milwaukee Peace Action has 55 persons paid for two
> > 55-passenger buses, so they have lots of space open too. Therefore,
> > Joyce Ellwanger from Milw. and I just decided (and confirmed with Wis.
> > Coach Lines) that we will cancel the 47-passenger bus and arrange for
> > one of the 55-passenger buses to come to Madison on 11/16 to pick up
> > whoever from here is going to Columbus, GA. Then we will drive to
> > Milwaukee, meet the other bus there, and go on together to GA, leaving
> > Milwaukee by 7 PM Friday evening. So our 5 PM departure time from
> > Madison still works fine.
> >
> > If you are still planning to attend the SOA Vigil but have not gotten
> > your app. form nor any $$ in yet, you need to do that asap. I am
> > estimating that we will fill 30 seats, leaving 25 seats on our bus for
> > other Milwaukee folks. Whenever those seats are filled, other people
> > will be taken on board on a first-come, first-served basis. So I need
> > to send a check to X in Milw. by 11/8 to cover our expenses for
> > the bus. Anyone who has applied and sent in full payment (unless you
> > wish to talk w/me about scholarship $$) by that time will be assured
> > of a seat on the bus and a space in a room at the Best Western for
> > Sat. night, 11/17.
> >
> > Our last prep meeting is next Wed., 11/7, 5-6 PM. We will get an
> > update on plans from SOA Watch and talk about details related to the
> > trip. It's very important that you make that meeting if at all
> > possible.
> >
> > Peace to you ... Sr. X

Subject: [MAPC-coord] First paragraph of CC mission statement

> As X stated, the first paragraph was the toughest to write. I think the
> following text flows the best, using X's edits and mine. Any feedback?
>
> The main decision-making body of MAPC is the General Meeting. The General
> Meeting sets the politics and the overall direction of MAPC. The
> Coordinating Committee ensures that the decisions of the General Meeting
are
> implemented. The CC takes its direction from the General Meeting, and is
> accountable to the membership. All decisions made by the CC are subject to
> discussion and review by the General Meeting.

Subject: quotes on Patriotism and on Americanism

"Heroism on command, senseless violence, and all the loathsome nonsense
that goes by the name of patriotism -- how passionately I hate them!"
--Albert Einstein

QUOTATION: Patriotism is a lively sense of collective responsibility.
Nationalism is a silly cock crowing on its own dunghill and calling for
larger spurs and brighter beaks. I fear that nationalism is one of
Englands many spurious gifts to the world.
ATTRIBUTION: Richard Aldington (18921962), British author.

QUOTATION: Patriotism ruins history.
ATTRIBUTION: Johann Wolfgang Von Goethe (17491832), German poet, dramatist.

AUTHOR: Charles de Gaulle, President of France
QUOTATION: Patriotism is when love of your own people comes first;
nationalism, when hate for people other than your own comes first.

[Patriotism] ...is a word which always commemorates a robbery. There isn't
a foot of land in the world which doesn't represent the ousting and
re-ousting of a longline of successive "owners" who each in turn, as
"patriots" with proud swelling hearts defended it against the next gang of
"robbers" who came to steal it and did--and became swelling-hearted
patriots in their turn.
- Mark Twain's Notebook

Man is the only Patriot. He sets himself apart in his own country, under
his own flag, and sneers at the other nations, and keeps multitudinous
uniformed assassins on hand at heavy expense to grab slices of other
people's countries, and keep them from grabbing slices of his. And in the
intervals between campaigns he washes the blood of his hands and works for
"the universal brotherhood of man"- with his mouth.
Mark Twain, "The Lowest Animal"

Many a bum show has been saved by the flag.
~ George M. Cohan [didn't he write God Bless America????]

No matter that patriotism is too often the refuge of scoundrels. Dissent,
rebellion, and all-around hell-raising remain the true duty of patriots.
~ Barbara Ehrenreich ~
Nationalism is our form of incest, is our idolatry, is our insanity.
"Patriotism" is its cult. It should hardly be necessary to say, that by
"patriotism" I mean that attitude which puts the own nation above humanity,
above the principles of truth and justice; not the loving interest in one's
own nation, which is the concern with the nation's spiritual as much as
with its material welfare --never with its power over other nations. Just
as love for one individual which excludes the love for others is not love,
love for one's country which is not part of one's love for humanity is not
love, but idolatrous worship.
~ Erich Fromm ~

Intellectually I know that America is no better than any other country;
emotionally I know she is better than every other country.
~ Sinclair Lewis ~

You're not supposed to be so blind with patriotism that you can't face
reality. Wrong is wrong, no matter who says it.
~ Malcolm X ~

God has given you your country as cradle, and humanity as mother; you
cannot rightly love your brethren of the cradle if you love not the common
mother.
~ Giuseppe Mazzini ~

Patriotism is the willingness to kill and be killed for trivial reasons.
~ Bertrand Russell ~

AMERICANS
How much longer are we going to think it necessary to be "American" before
(or in contradistinction to) being cultivated, being enlightened, being
humane, and having the same intellectual discipline as other civilized
countries?
~ Edith Wharton ~

America is a land where a citizen will cross the ocean to fight for
democracy--and won't even cross the street to vote in a national
election.--Bill Vaughan (1915-1977)

America is one of the finest countries anyone ever stole.--Bobcat
Goldthwaite

America is the best half-educated country in the world.--Nicholas Murray
Butter

America is the only nation in history which miraculously has gone directly
from barbarism to degeneration without the usual interval of
civilization.--George Clemenceau (1841-1929)

Americans always try to do the right thing--after they've tried everything
else.--Winston Churchill

Americans have different ways of saying things. They say `elevator', we say
`lift'. . .they say `President', we say `stupid psychopathic git'. . .
.--Alexi Sayle

I tremble for my country when I reflect that God is just.--Thomas Jefferson
(1743--1826)

Illegal aliens have always been a problem in the United States. Ask any
Indian.--Robert Orben

Ninety eight percent of the adults in this country are decent, hardworking,
honest Americans. It's the other lousy two percent that get all the
publicity. But then, we elected them.--Lily Tomlin (1939--)

We don't know what we want, but we are ready to bite somebody to get
it.--Will Rogers (1879--1935)

What a pity, when Christopher Columbus discovered America, that he ever
mentioned it.--Margot Asquith

When good Americans die, they go to Paris; when bad Americans die they go
to America.--Oscar Wilde (1856--1900)

Bush Order: Terror Trials by Military

By RON FOURNIER
.c The Associated Press

WASHINGTON (AP) - President Bush approved the use of a special military
tribunal Tuesday that could put accused terrorists on trial faster and in
greater secrecy than an ordinary criminal court. The United States has not
convened such a tribunal since World War II.

Bush signed an order establishing the government's right to use such a court
but preserving the option of a conventional trial.

``This is a new tool to use against terrorism,'' White House Counsel Albert
Gonzales said.

Bush's order does not require approval from Congress.

Detention and trial of accused terrorists by a military tribunal is
necessary
``to protect the United States and its citizens, and for the effective
conduct of military operations and prevention of terrorist attacks,'' the
five-page order said.

The order sets out many of the rules for any military tribunal and the
rights
of anyone held accountable there. A senior Justice Department official,
speaking on condition of anonymity, said only noncitizens would be tried
before the military commission.

``These are extraordinary times and the president wants to have as many
options as possible,'' said Justice Department spokeswoman Mindy Tucker.
``This option does not preclude any Department of Justice options that might
also be available.''

In either a military or a civilian court, any suspect would retain rights to
a lawyer and to a trial by jury, the administration said.

Anyone ever held for trial under the order would certainly challenge its
legitimacy, said Eugene Fidell, president of the National Institute of
Military Justice in Washington, and a lawyer who regularly practices before
military courts.

``There's no recent history in this country of this. It's an extraordinary
step for the president to have taken,'' Fidell said, adding that it moves
the
country closer to a genuine war footing.

There is precedent for such panels.

President Franklin Roosevelt had suspected World War II saboteurs secretly
tried by military commission, and six were executed. The Supreme Court
upheld
the proceeding. An enemy who sneaked onto U.S. soil ``for the purposes of
waging war by destruction of life or property'' was a combatant who could be
tried in a military court, the Supreme Court ruled.

Military tribunals were also used during and after the Civil War.

Gonzales, the president's top lawyer, said a military commission could have
several advantages over a civilian court, including secrecy.

``This is a global war. To have successful prosecutions, we might have to
give up sources and methods,'' about the way the investigation was conducted
if the trial was held in a civilian court, Gonzales said. ``We don't want to
have to do that.''

A military trial could also be held overseas, and Gonzales said there may be
times when prosecutors feel a trial in the United States would be unsafe.

Recent terrorism trials have taken place in U.S. criminal courts, where the
rules require the government to reveal its evidence either in open court or
in filings it must fight to keep secret.

Michael Scardaville, policy analyst for homeland defense at the conservative
Heritage Foundation, said there are legitimate reasons for holding the
trials
in private.

``This isn't Judge Judy, two people fighting over who gets the car after a
divorce. It's about very classified elements of America's national security.

``They can say, `Not only are we not going to let the press in, it's going
to
be in the middle of a military base.''

Michael Ratner, an international law and war crimes expert at Columbia
University, said the government would lose all credibility with the Muslim
world if it tries terrorists by a military commission.

``I am flabbergasted,'' Ratner said. ``Military courts don't have the same
kind of protections, you don't get the same rights as you do in a federal
court. The judges aren't appointed for life, there is no civilian jury.''

The order is the latest effort by the administration to toughen the nation's
laws against terrorists.

After the Sept. 11 attacks, the administration pushed through Congress an
anti-terrorism bill that Bush said was vital but civil liberties groups said
went too far, violating Americans' constitutional rights.

It expands the FBI's wiretapping and electronic surveillance authority and
imposes stronger penalties for harboring or financing terrorists. The
measure
also increases the number of crimes considered terrorist acts and toughens
the punishments for committing them.

Under the new order, Bush could establish a military commission in the
future
by asking the secretary of defense to establish the rules for one.

``This does not identify by name who should be exposed to military
justice,''
Gonzales said. ``It just provides the framework that, should the president
have findings in the future, he could'' order Secretary of Defense Donald H.
Rumsfeld to establish such a commission.

Fellow outies,

Here is what I have so far for agenda. These are mostly left from the last
meeting. If you have additional items, please send to me by Sunday noon or
bring with you to the meeting. These are not in any particular order at
this point.

- Purpose/mission for cc (bring your proposals)
- Approval of previous meeting minutes (may be moot point as they are posted
already)
- Additional at large members selection (bring your proposals)
- GM meeting - select facilitators
- GM meeting - prepare agenda
- GM meeting - seems like location will be back up for discussion
- GM meeting - how much should we pay for meeting space
- Being proactive for emergency actions
- Funding (not sure of the exact issue, left from last meeting)
- International Solidarity

I had an action item to compose a Welcome document to distribute at the
meeting, I will bring this for commentary.

We will need someone to take notes. I can bring my laptop, but won't be
able to both take notes and facilitate at the same time.

X, do you have another outie from Arts that needs to get added to this
mail list? Otherwise, please pass on to whomever will be representing Arts
at the meeting.

peace,
X

From G. Orwell's 1984

"On the sixth day of Hate Week, after the processions, the speeches, the
shouting, the singing, the banners, the posters, the films, the waxworks,
the rolling of drums and squealing of trumpets, the tramp of marching feet,
the grinding of the caterpillars of tanks, the roar of massed planes, the
booming of guns - after six days of this, when the great orgasm was
quivering to its climax and the negeral hatered of Eurasia had boiled up
into such delirium that if the crowd could have got their hands on the two
thousand Eurasion war crimilas who were to be publicly hanged on the last
day of the proceedings, they would unquestionably have torn them to pieces -
at just this moment it had been announced that Oceana was not after all at
war with Eurasis. Oceana was at war with Eastasia. Eurasia was an ally.

There was of course no admission that any change had taken place. Merely it
became known, with extreme suddenness and everywhere at once, that Eastasia
and not Eurasia was the enemy. Winston was taking part in a demonstration at
one of the central London squares at the moment when it happened. It was
night, and the white square was packed with several thousand people....

....A little Rumpelstiltskin figure, contorted with hatred, he gripped the
neck of the microphone with one hand while the other, enormous at the end of
a bony arm, clawed the air menacingly above his head. His voice, made
metallic by the amplifiers, boomed forth an endless catalogue of atrocities,
masscres, deportations, lootings, rapings, torture of prisoners, bombing of
civilians, lying propoganda, unjust aggressions, broken treaties. It was
almost impossible to listen to him without being first convinced and then
maddened. At every few moments, the fury of the crowd boiled over and the
voice of the speaker was drowned by a wild beastlike roaring that rose
uncontrollably from thousands of throats. The most savage yells of all came
from the schoolchildren. The speech had been proceeding for perhaps twenty
messages when a messenger hurried onto the platform and a scrap of paper ws
slipped into the speaker's hand. He unrolled it and read it without pausing
in his speech. Nothing altered in his voice or manner, or in the content of
what he was saying, but suddenly the names were different. Without words
said, a wave of understanding rippled through the crowd. Oceana was at war
with Eastasia! The next moment there was a tremendous commotion. The banners
and posters with which the square was decorated were all wrong! Quite half
of them had the wrong faces on them. It was sabotage! The agents of
Goldstein had been at work! There was a riotous interlude while posters were
ripped from the walls, banners torn to shreds and trampled underfoot. The
Spies performed prodigies of activity in clambering over the rooftops and
cutting the streamers that fluttered from the chimneys. But within two or
three minutes it was all over. The orator, still gripping the neck of the
microphone, his shoulders hunched forward, his free hand clawing at the air,
had gone straight on with his speech. One minut more and the feral roars of
rage were again bursting from the crowd. The Hate continued exactly as
before, except that the target had been changed."

....
