You should contact XX and XX as well on this.  Tom is
on the
CC because of an elections screw-up and was nominated because he also
represents the same district already on the Dane Co. Board of
Supervisors.  He
might be more open since he probably won't try to run for CC for the
next
election.

Also, you don't have to have the text ready by Thursday because it can
be
introduced "By Title Only," which means only the title of the resolution
is
given at that time and you'll have until the Thursday of tthe week
before the
Nov. 20 CC meeting to work out the wording.  That's my strong
recommendation!

Thanks for this history of the peace symbol, X.

We need to know our history.  As X said this weekend, the most
radical idea in the world is a long memory.

&gt; Gerald Holtom, a conscientious objector who had worked on a farm in
Norfolk
&gt; during the Second World War, explained that the symbol incorporated the
&gt; semaphore letters N(uclear) and D(isarmament).

Thanks for keeping us in the loop.  I will work on the sample letter for
announce, and someone will do a press release regarding the resolutions.  We
could have these things done by tomorrow night (11/15).  We can also work on
notifying the other national Independent news sources that you mentioned.
There are other activists in the committee who are more experienced with
media, so we will get back to you if there is more we can do.

BRAVO!! on your hard work, policy committee.  MAPC is fortunate to have such
committed persons alerting the community about these issues.

&gt;WHEREAS, a disastrous humanitarian crisis is underway, with an estimated

&gt;million people in Afghanistan facing critical food shortage or outright
&gt;starvation this winter; and

&gt;WHEREAS, 70 percent of these people are women and children, and the UN
&gt;estimates 400,000 children under five will likely die this year, an
&gt;increase
&gt;of 100,000 over last year; and

&gt;WHEREAS, food aid shipments have been disrupted because of U.S. bombing in
&gt;Afghanistan; and
&gt;
&gt;WHEREAS, the aid agencies active in the region, including the Nobel

&gt;Doctors Without Borders (MSF), Oxfam International and the World Food
&gt;Program have stated that the U.S. food drops can not meet the increasing

&gt;urgent need for assistance; and

&gt;WHEREAS, Madison now participates directly and indirectly in U.S. military
&gt;efforts through many channels, including the federal taxes its citizens
&gt;pay,
&gt;and through its citizens' participation in the armed forces; and

&gt;WHEREAS, the Mayor and Madison Common Council are appalled at the mass
&gt;starvation that will result from these actions to which they are a party if
&gt;the situation is not speedily addressed; and
&gt;
&gt;WHEREAS, the Mayor and Madison Common Council deplore the dishonor such an
&gt;outcome would be for the victims of the terrorist attacks of September
&gt;11th;
&gt;
&gt;NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Madison Common Council

It is the Thanksgiving when women marched in Kabul, their faces
at last revealed, their voices heard after years of silence. On

In the past few weeks, V-Day has received many messages from
people looking to help our sisters in Afghanistan. The first
steps to freedom have been taken, but there is so much more to
do.  We must ensure that the future government of Afghanistan
includes women and respects the rights of all women.

Two years ago, Eve Ensler and V-Day's Executive Director Willa
Shalit traveled inside Afghanistan to meet Afghan women working
for change inside the country.  Since that time V-Day has
partnered with RAWA - the Revolutionary Association for the
Women of Afghanistan.  RAWA is still hard at work both inside
and outside Afghanistan, fighting for the rights and freedoms

4. Necessary Targets, a New Play by Eve, Premieres in Hartford

Good news!  A new play by Eve Ensler - "Necessary Targets" - is
premiering at The Hartford Stage in Hartford, CT on November 28.

Better news: Mention "V-Day" when you call for tickets between
now and December 7th, and you'll receive the special V-Day price
of $20.  (Opening night and Saturday nights are excluded.)  You
can reach the box office at (860) 527-5151.

Even better news: Eve will be attending each performance between
November 23rd and November 29th.  Most nights she will stay after
the show to speak with the audience.

Best news: "Necessary Targets" is the extraordinary story of
American and Bosnian women struggling together to understand
themselves and understand the impact of war on their lives.  It's
based on interviews conducted by Eve with women who survived the
civil war in the former Yugoslavia.  It is heartbreaking, funny,
and deeply moving.  It is extraordinary and life changing.

(Editor's note: if it seems like I'm waxing on, it's because I've
seen readings of "Necessary Targets," so I know how good it is.
It's hard for me to believe that most of my friends who have seen
and loved "The Vagina Monologues" have not seen this play.  And I'm
very happy that I'm now going to be able to drag them all to see
it!)

In 2002, V-Day is going grassroots and global.  To date almost
600 V-Day performances of "The Vagina Monologues" are planned
at colleges and cities around the world.  We'll be "reclaiming
cunt" in church basements and grand ballrooms, from Argentina
to Zaire.

V-Day is also engaging in several other campaigns, including
the International Stop Rape Contest, the Speak Up with V-Day
campaign to educate the US Congress, and the Rape Free Zone
Campaign.

I think we're all on the same page here.

The CC was well aware of the AC's emergency response plan.  The problem was
that the triggering event -- as you point out -- was not dramatic enough to
trigger the AC's "emergency action" plan.  However, it was a significant
development -- the first U.S. involvement in ground combat and the first
U.S. fatalities -- and we felt a need to acknowledge it in some way.  So we
cast about for other ways to respond, but, largely due to lack of an advance
plan for immediate response to less dramatic developments, ultimately did
nothing.

We discussed this further at the CC meeting today, and agreed that future
developments in the war not constituting "emergencies" should trigger
non-Action responses -- press releases, press conferences, tabling &amp;
leafletting, etc.  I think that will make things go a lot more smoothly the
next time something like this happens.

Hello all,

I am assuming that the meeting place has not been determined since I did
not get the poster from X.  I am for having it at Wilmar.  Getting there
through bus and biking is not that difficult.  Many students of the campus
already live in that neighborhood.  But perhaps not the students who have
already attended meetings.  And the number three bus goes right down
Jenifer St.

It won't be easy for me to distribute the poster on Sunday or the rest of
today.  I can get posters to the CC meeting if others wish to help
distribute.  I won't be able to check my e-mail until later today, but if a
poster is sent to me, since X said she already had it on her computer, I
can copy it at MCC tomorrow and bring it to the CC meeting.

I won't be able to stay long at the CC meeting.  I cook dinner for my house
every other Sunday.

Another friend (X) I flew this amendment past said similar things,
so
I must be a little bit off base.  I agree that "considering" is a better
phrasing--
it's closer to what I intended, which was a reference to the mechanism of
elections.
And you're other adjustments seem on target as well.

who might
actually pause at the formula of a zero-sum game between vengeance and

That would be *effective*.  To the extent that my phrasings or choice of

"condemn the bombing" and be dismissed in the same breath as "They banned

Who did it? Foreign Report presents an alternative
view

Israels military intelligence service, Aman, suspects
that Iraq is the state that sponsored the suicide
attacks on the New York Trade Center and the Pentagon
in Washington. Directing the mission, Aman officers
believe, were two of the worlds foremost terrorist
masterminds: the Lebanese Imad Mughniyeh, head of the
special overseas operations for Hizbullah, and the
Egyptian Dr Ayman Al Zawahiri, senior member of
Al-Qaeda and possible successor of the ailing Osama
Bin Laden. 

The two men have not been seen for some time.
Mughniyeh is probably the worlds most wanted outlaw.
Unconfirmed reports in Beirut say he has undergone
plastic surgery and is unrecognisable. Zawahiri is
thought to be based in Egypt. He could be Bin Ladens
chief representative outside Afghanistan. 

The Iraqis, who for several years paid smaller groups
to do their dirty work, were quick to discover the
advantages of Al-Qaeda. The Israeli sources claim that
for the past two years Iraqi intelligence officers
were shuttling between Baghdad and Afghanistan,
meeting with Ayman Al Zawahiri. According to the
sources, one of the Iraqi intelligence officers, Salah
Suleiman, was captured last October by the Pakistanis
near the border with Afghanistan. The Iraqis are also
reported to have established strong ties with Imad
Mughniyeh. 

"Weve only got scraps of information, not the full
picture," admits one intelligence source, "but it was
good enough for us to send a warning six weeks ago to
our allies that an unprecedented massive terror attack
was expected. One of our indications suggested that
Imad Mughniyeh met with some of his dormant agents on
secret trips to Germany. We believe that the
operational brains behind the New-York attack were
Mughniyeh and Zawahiri, who were probably financed and
got some logistical support from the Iraqi
Intelligence Service (SSO)." 

Mughniyeh was the only one believed to have tried it
before. On April 12th 1997, he was reported to be only
two hours away from achieving the highest goal of any
terrorist organisation (until last week): blowing up
an Israeli El-Al airliner above Tel Aviv. A man
carrying a forged British passport with the name
Andrew Jonathan Neumann was in a Jerusalem hotel
preparing a bomb he was supposed to take on board an
El-Al flight leaving Israel, when it accidentally went
off. Andrew Jonathan Neumann was very badly injured
but strong enough to reveal later to the Israelis that
he was not British but Lebanese, and that his
operation was supposed to be a special "gift" to
Israel from Imad Mughniyeh. 

A psychopath 

"Bin Laden is a schoolboy in comparison with
Mughniyeh," says an Israeli who knows Mughniyeh . "The
guy is a genius, someone who refined the art of
terrorism to its utmost level. We studied him and
reached the conclusion that he is a clinical
psychopath motivated by uncontrollable psychological
reasons, which we have given up trying to understand.
The killing of his two brothers by the Americans only
inflamed his strong motivation." 

Experts on Iraq and Saddam Hussein also believe that
Iraq was the state behind the two terror masterminds.
"In recent months, there was a change, and Iraq
decided to get into the terror business. On July 7th,
they tried for the first time to send a suicide
bomber, trained in Baghdad, to blow up Tel Aviv
airport (Foreign Report No. 2651)." 

Our sources believe that it will be very difficult to
get to the bottom of this unprecedented terror
operation. However, they believe the chief of the
Iraqi SSO is Qusai Hussein, the dictators son, and
his organisation is the most likely to have been
involved. 

Mughniyeh, 48, is a "sick man", says an intelligence
officer who was in charge of his file. He is
considered by Western intelligence agencies as the
most dangerous active terrorist today. He is wanted by
several governments and the Americans have put a $2m
reward on his head.

It was the assassination of one man in March 1984 that
is said to have made Mughniyeh the CIAs most wanted
terrorist. Mughniyeh allegedly kidnapped the head of
the CIA station in Beirut, William Buckley. The
kidnapping triggered what later became known as
Irangate, when the Americans tried to exchange
Buckley (and others) with arms for Iran. However, the
attempt ended in a fiasco. By one unconfirmed account,
Mughniyeh tortured and killed Buckley with his own
hands. 

A year later, in a combined CIA/Mossad operation, a
powerful car bomb went off at the entrance to the
house of Hizbullahs spiritual leader, Sheikh Muhammad
Hussein Fadlallah. Seventy-five people were killed.
One of them was his brother. Hunted by the CIA and the
Mossad, Mughniyeh hid in Iran. 

In February 1992, Israeli helicopter gunships attacked
the convoy of the then head of Hizbullah, Sheikh Abas
Musawi, in South Lebanon. Musawi, his wife and
children were killed and the revenge attack followed a
month later. According to press reports, Mughniyeh was
called back into action and, in a well-planned and
devastating attack, his people blew up the Israeli
embassy in Argentina. The building was demolished and
92 were killed. Only last year, after a long
investigation, did Argentina issue a warrant for
Mughniyehs arrest. 

The reprisal for the attack in Argentina came in
December 1994, when a car bomb went off in a southern
Shiite suburb of Beirut. Four people were killed. One
of them was called Mughniyeh, but to the deep
disappointment of those Israelis who planted the bomb
it was the wrong one. Mughniyehs life was saved, but
his other brother Fuad was killed. Mughniyeh waited
for his opportunity for revenge. 

Our Israeli sources claim to see Mughniyehs signature
on the wreckage in New York and Washington. How to
counter this kind of terrorism? "To fight these
bastards you dont need a military attack," said an
experienced Israeli commando officer. "You only need
to adopt Israels assassination policy."

Report: bin Laden treated at US hospital

     PARIS, Oct. 31 (UPI) -- A CIA agent allegedly met with suspected
terrorist
mastermind Osama bin Laden in July, while the Saudi underwent treatment for
kidney problems at an American hospital in Dubai, France's Le Figaro
newspaper
reported Wednesday.
      Bin Laden reportedly checked into the American Hospital Dubai, a
100-bed,
acute-care general hospital, July 4 and stayed until July 14. He arrived
from
Quetta, Pakistan, accompanied by his personal doctor and a close aide --
possibly Ayman el Zawahiri, a leader of Egypt's Islamic Jihad, now bin
Laden's
right hand man, the newspaper said
     . Le Figaro cited a "professional partner" linked to the hospital's
management as its source.
      Besides a stream of local dignitaries and family members, bin Laden's
visitors included a local CIA agent, the newspaper reported. The agent was
widely recognized locally, Le Figaro said, and later told several friends of
the meeting.
      The alleged American spy was called back to the CIA's McLean, Va.,
headquarters July 15 -- a day after bin Laden checked out, Le Figaro
reported,
citing "authorized sources."
      Why bin Laden would have met with a CIA officer -- or vice versa -- is
unclear. Even before the Sept. 11 attacks on the United States, the Saudi
millionaire figured among America's top terrorist suspects, blamed for
several
earlier plots against U.S. targets, including the 1993 World Trade Center
bombing.
      But the French newspaper asserted CIA-bin Laden links stretched back
years, and appeared to suggest bin Laden gave the agency information
regarding
future terrorist strikes.
      "The Dubai meeting is therefore a logical follow to a "certain
American
policy," the newspaper said.
      In particular, the newspaper noted that just two weeks after bin Laden
checked out of the Dubai hospital, United Arab Emirates security agents
arrested the alleged mastermind of a plot to blow up the American Embassy in
Paris. The suspect, a French-Algerian named Djamel Beghal, earlier confessed
to receiving his orders from bin Laden, according to French news media
citing his written confession.
      An American diplomat in Paris refused to comment on the Figaro
article, or on reported allegations of an emergency meeting in Paris in
August, between high level French and American intelligence officials.
      "We're just not comment any of that stuff," he said. "We can't talk
about
meetings like that may or may not have happen."
      Le Figaro said bin Laden had serious kidney problems, and reportedly
had a dialysis machine imported to Afghanistan last year. Citing a March
2000 report by Asia Week, the newspaper said bin Laden's illness stemmed
from "a renal infection that has spread to the liver, and needs specialized
treatment."
      The head of the Dubai hospital's urology department, Terry Callaway,
reportedly refused to answer questions about bin Laden's alleged stay. Radio
France reported Wednesday the American hospital has denied bin Laden was
treated there.

     PARIS, Nov. 1 (UPI) -- Radio France International offered additional
details Thursday of allegations that terrorist suspect Osama bin Laden met
with
a CIA officer in the United Arab Emirates in July.
      The CIA has dismissed as "total absurdity" a report carried Wednesday
by
Radio France and by France's Le Figaro newspaper, alleging that a CIA agent
met
with bin Laden at a Dubai clinic, where the suspected terrorist was
reportedly
treated for kidney problems.
      The clinic, said to be the American Hospital in Dubai, also denied bin
Laden had been a patient. The American Embassy in Paris has not commented on
the report.
      The Paris-based International Herald Tribune suggested the erroneous
information may have been leaked by opponents in France to the U.S. military
campaign in Afghanistan.
      "Disinformation may have been planted ... to suggest a continuing
covert
linkage between the CIA and bin Laden," a French intelligence source told
the
Herald Tribune.
      Nonetheless, Radio France International, for one, said it stood by its
report. In a follow-up Thursday, the French radio station identified the
alleged CIA agent as Larry Mitchell, "a connoisseur of the Arab world and
specialist of the (Arab) peninsula."
      Mitchell's business card identified him as a "consular agent," the
radio
said. In fact, RFI alleged, he was a CIA agent and a prominent fixture in
Dubai's expatriate community. According to both the radio and Le Figaro,
Mitchell was recalled to the CIA's headquarters in McLean, Va., on July 15.
      The radio also gave the precise date of Mitchell's supposed encounter
with bin Laden -- July 12, two days before the Saudi dissident reportedly
checked out of the hospital.
      Neither the Figaro, nor Radio France offered independent confirmation
of
the report. The radio station also cited no source for its latest
allegations.
Earlier, the Figaro said its story was leaked by a partner of the hospital's
management.
      In an interview published Thursday in Le Figaro, Arab specialist
Antoine
Sfeir said he was not surprised on the alleged CIA-bin Laden ties.
      "Bin Laden maintained contacts with bin Laden until 1998," Sfeir said.
"Those contacts didn't end after bin Laden moved to Afghanistan. Until the
last
minute, CIA agents hoped bin Laden would return to U.S. command, as was the
case before 1998."
      Sfeir also maintained the information about the CIA-bin Laden
connection
had been in circulation for the past 15 days.

    This week is an important time to recruit more participants for the
Friendship Fast.  To that end, posters have been printed up and will be
available at the UW Greens Infoshop in University Square.  Please stop by
there and pick up a few to put up in your classrooms, on campus, downtown,

    If you are willing and able to help out for a couple of hours, we will
be
meeting this Thursday and Friday at 5 PM at the Union to go out postering

Hello all,

Look on the bright side - now we know where Kohl stands on the bill
(bastard)...

Seriously, I think it's important to give our Congressional delegation
feedback on how they DID vote, as well as how we'd LIKE them to vote on
future bills. So, I think calls to Kohl's office expressing our
disappointment are totally in order, especially given all the info against
S.1510 we presented to his office Tues morning. And we should thank Feingold
for his lonely dissent (apparently they've been getting lots of negative
calls).

Speaking of Feingold, I finally (FINALLY!) just heard back from his office
regarding setting up a meeting. It's set for Mon, Oct 22 at 10 am in his
Middleton office. They took a while in getting back to me b/c they were
trying to coordinate schedules with the relevant DC aides - so, we'll be
meeting in person with local staff, and simultaneously with DC staff by
phone.

I'd like to suggest we meet before the next general MAPC meeting - say 5:45
Tues 10/16 in the Memorial Union, in the same room where the 6:30 general
MAPC meeting will be. If that room is occupied, let's meet in the good old
Paul Bunyan room. How does that sound?

A few suggestions:
    We should draft a Congressional action alert for the larger group, with
talking points (including info on past votes of our reps and pending
legislation) and set a day for people to call (it makes a bigger impact on
offices that way). We can discuss what to include Tues night.
    Although there's a lot we should continue to do on the Congressional
level, I think it'd be good to come up with a plan for getting our city
council to pass a sense resolution for peace, in protection of civil
liberties, etc. We'd need to check to see if anything's been passed since
Sept 11, figure out who on the Council to approach, talk with them about
what's the best angle to take. Once we decide how to proceed, we can draw up
a petition in support of the resolution.

Dear Congresswoman Pelosi,

As a San Francisco resident who is committed to working for peace, I am
writing to express my grave concern over the Bush Administration1s ongoing
war in Afghanistan.

I appreciate your long record of advocacy on behalf of populations suffering
under military repression world-wide, and with that history in  mind I call
on you to oppose the Bush Administration s disastrous air war.  I regret
that you did not choose to vote with Barbara Lee in opposition to the
resolution granting President Bush unilateral power to wage war on those he
suspected of complicity in the horrific September 11 attacks.  As do many
friends and colleagues I have talked with this week, I support a longer
term, less homicidal  effort to apprehend those accused of helping support
the attacks on New York and Washington (who should be tried in a tribunal in
the Hague or elsewhere) .

It is clear to me, and to a growing number of people in San Francisco, that
bombing is not the answer.

Jean Ziegler, the United Nations special rapporteur on the right to food,
sees the U.S. food drop as "totally catastrophic for humanitarian aid"
because it links such aid with military operations, and warns that the
indiscriminate "snowdropping" of food could lead hungry children into mine
fields. This week Ziegler argued on KPFA radio that "only stopping the
bombing will allow aid to reach the starving," and cited UN figures showing
that more than seven million Afghans rely on international humanitarian aid,
and are therefore at grave risk if bombing continues.  With Afghanistan1s
famously severe winter approaching in November, the future of these
civilians deserves to be given much greater priority.

This week retired Army Col. Bob Rheault, a former Green Beret, told the San
Francisco Chronicle that "you don't solve the problem by going out and
killing their innocent civilians... the one thing we must not do is to
further inflame the Muslim world."

It seems clear that bombing civilians will only provide further fuel for the
kinds of homicidal rage that killed more than 5,000 innocents in New York on
September 11. Such slaughter of civilians is also morally wrong, no matter
how many times President Bush assures us that they were killed by a "fight
against evil."

Thank you for your attention on this crucial matter.  Please resist the
fear-mongering that the Bush White House is using to advance an agenda
antithetical to global peace; instead, stand up for a sane alternatives to
widening this war.

The media is saying that the US has sent ground troops into Afghanistan. We
had planned on a 5pm action on the capitol in response to this. I think we
should go ahead, but given all the other things we are doing, we should keep
it simple.

I propose we just have a picket line. The following things need to be done:

Get an announcement out to WORT to build the action.
Get a bullhorn.
Put together a sheet of chants.

What do you think?

Unfortunately, I am walking out the door to go to work, so I can't help on
this. Given the fact its a work day, I suspect alot of other people are in
the same boat. Can someone step up and run with this?

sorry for the 'inkling of love and respect' trumpeting.  it was self righteous and written in a moment of nervousness.  i do not put myself in the same bracket as you, because i wasn't in n.y.u and haven't had to personally pick up the pieces and give endless support in any which way i can.  again, i apologise.  the mail i sent you was never directed to the people of america but to the political magnate that began in the nixon era and has somehow found it's way back.   i wonder who in the world really remembers the 6+ thousand lives lost on sept 11 other than the new yorkers who lived it and are still living it?  our attention has been turned to 'the war against terrorism' and people (myself included) forget because nobody understands why we are really there in afganistan?  the question still remains who and why did sept 11?  it's probably a question you've asked yourself hundreds of times, but will there ever be justice for the people of n.y.u and and the lives lost in iraq for the past 10 years and the lives that are going now in afganistan?   what is really going on?  that's all.  i will no longer disturb you, i hope all is well and goes well with you.

"Of course all of us hoped that these sorts of challenges, these attacks on our very own soil, were a part of our nation's history, not our nation's present or future. 

"Most Americans, yesterday and today, saw television images that will be indelibly inscribed in their minds and consciences.  In New York, Pennsylvania and our nation's capital, other Americans witnessed these tragedies first hand.  Our nation and our nation's families have suffered unimaginably from the unspeakable evil acts of yesterday.  And we will not shrink from this challenge, either.

Hi everybody,

I just heard on the evening news that about 100 special forces have started
engaging in combat in the south of Afghanistan.  Pentagon is refusing to
confirm but the information comes from a high-ranking US official.
Since this just came in (5:30 p.m.) I propose we start organizing an
emergency action for tomorrow. I support the suggestion of having a picket
line, but an old-fashioned rally is also good. (What would be better for a
Saturday afternoon?)
I feel bad for discouraging everybody from having the action today, but I
was operating on information I had at that time, though I don't doubt they
started the action in the south earlier than 5:30 this evening.

Action Committee: I propose we stay with the same division of duties as we
arranged at our planning meeting, except that if we are going to have a
rally with speakers that we get some suggestions. I have a feeling x
is not interested in speaking at these rallies - she told me
recently that she just "didn't feel like it" for the first emergency rally
we had. I will still contact her.

I'm going to agree with much of what x says (and ignore for the moment
the parts I disagree with, since they aren't really relevant to the question
of holding an emergency action today).

It appears that we are entering a period of small hit-and-run special forces
attacks on the ground.  While this is a "new phase" of the war, I'm not sure
it's a significant escalation over the air war. When I contemplated an
emergency action in response to a special forces deployment, I was thinking
of something like a simultaneous deployment of 5000 troops for combat
throughout Afghanistan.

And, given the low traffic level on these lists, it seems pretty clear that
the membership base of this organization is not interpreting this as a
significant escalation demanding an emergency response.

I think x was right on target when he said that emergency rallies should
be designed  "to channel a spontaneous response from the people" rather than
to "attempt to drum up a response."

Pulling together an emergency rally requires a lot of effort and disruption
of our lives, and puts a lot of stress and strain on the organization.  A
failed "attempt to drum up a response" runs the risk not only of burn-out
but also of a lackluster turnout (in comparison to the last emergency rally,
where there was a "spontaneous response from the people") giving the
impression that opposition to the war is fading away.

I would like to see us develop a range of less demanding ways to respond
quickly to developments which don't rise to the level of an "emergency", but
I fear it's too late to do that in response to yesterday's events.

Setting up a picket line is a good suggestion, but the symbolism of a picket
(in my mind at least) is that it targets the location where it is held.
That would mean moving it to a federal location rather than the State
Capitol.

Another immediate response -- Education rather than Action -- would be
mobilizing a couple dozen leafletters &amp; table-sitters to State Street and
oither locations to distribute literature specifically writen in response to
the most recent developments.  (This would of course require that we have a
process for producing such literature, but that is another story.)

I think if we were doing the sort of 24/7 work that x suggests, we could
work out the specifics of that work on a daily basis to respond to new
developments as needed.
