I couldn't read all the way through this message from Gillam without reacting...  here goes: My best advice to the kids and th egrown-ups who want to hassle this is "get a life."  The Peace Symbol is a wonderful thing... paint it green if you have to, use it as a global truss if that appeals to your graphic sensibilities, but don't drop it and here's why... The so called "Peace Symbol" pre-dates most of us (apologies to the septuagenarians and older folks in our membership).  By the mid-1950s, public protests of the nuclear arms race were building. In 1955, the year in which Albert Einstein died, he and Bertrand Russell issued a Manifesto warning of the dangers of continuing the nuclear arms race. Two years later in 1957 the great humanitarian Albert Schweitzer made a public "Declaration of Conscience" in which he stated that "the end of further experiments with atom bombs would be like early sun rays of hope which suffering humanity is longing for." The Committee for a Sane Nuclear Policy (SANE), an organization of private citizens seeking to alter official nuclear policies, was formed in 1957. One of the most widely known symbols in the world, in Britain it is recognised as standing for nuclear disarmament and in particular as the logo of the Campaign for Nuclear Disarmament (CND). In the United States and much of the rest of the world it is known more broadly as the peace symbol. It was designed in 1958 by Gerald Holtom, a professional designer and artist and a graduate of the Royal College of Arts. He showed his preliminary sketches to a small group of people in the Peace News office in North London and to the Direct Action Committee Against Nuclear War, one of several smaller organisations that came together to set up CND. The Direct Action Committee had already planned what was to be the first major anti-nuclear march, from London to Aldermaston, where British nuclear weapons were and still are manufactured. It was on that march, over the 1958 Easter weekend that the symbol first appeared in public. Five hundred cardboard lollipops on sticks were produced. Half were black on white and half white on green. Just as the churchs liturgical colours change over Easter, so the colours were to change, from Winter to Spring, from Death to Life. Black and white would be displayed on Good Friday and Saturday, green and white on Easter Sunday and Monday. The first badges were made by Eric Austin of Kensington CND using white clay with the symbol painted black. Again there was a conscious symbolism . They were distributed with a note explaining that in the event of a nuclear war, these fired pottery badges would be among the few human artifacts to survive the nuclear inferno. These early ceramic badges can still be found and one, lent by CND, was included in the Imperial War Museums 1999/2000 exhibition From the Bomb to the Beatles. What does it mean? Gerald Holtom, a conscientious objector who had worked on a farm in Norfolk during the Second World War, explained that the symbol incorporated the semaphore letters N(uclear) and D(isarmament). He later wrote to Hugh Brock, editor of Peace News, explaining the genesis of his idea in greater, more personal depth: I was in despair. Deep despair. I drew myself: the representative of an individual in despair, with hands palm outstretched outwards and downwards in the manner of Goyas peasant before the firing squad. I formalised the drawing into a line and put a circle round it. Eric Austin added his own interpretation of the design: "the gesture of despair had long been associated with the death of Man and the circle with the unborn child." Gerald Holtom had originally considered using the Christian cross symbol within a circle as the motif for the march but various priests he had approached with the suggestion were not happy at the idea of using the cross on a protest march. Later, ironically, Christian CND were to use the symbol with the central stroke extended upwards to form the upright of a cross. This adaptation of the design was only one of many subsequently invented by various groups within CND and for specific occasions with a cross below as a womens symbol, with a daffodil or a thistle incorporated by CND Cymru and Scottish CND, with little legs for a sponsored walk etc. Whether Gerald Holtom would have approved of some of the more light-hearted versions is open to doubt. The symbol almost at once crossed the Atlantic. Bayard Rustin, a close associate of Martin Luther King had come over from the US in order to take part in that first Aldermaston March. He took the symbol back to the United States where it was used on civil rights marches. Later it appeared on anti-Vietnam War demonstrations and was even seen daubed in protest on their helmets by American GIs. Simpler to draw than the Picasso peace dove, it became known, first in the US and then round the world as the peace symbol. It appeared on the walls of Prague when the Soviet tanks invaded in 1968, on the Berlin Wall, in Sarajevo and Belgrade, on the graves of the victims of military dictators from the Greek Colonels to the Argentinian junta, and most recently in East Timor. There have been claims that the symbol has older, occult or anti-Christian associations. In South Africa, under the apartheid regime, there was an official attempt to ban it. Various far-right and fundamentalist American groups have also spread the idea of Satanic associations or condemned it as a Communist sign. However the origins and the ideas behind the symbol have been clearly described, both in letters and in interviews, by Gerald Holtom and his original, first sketches are now on display as part of the Commonweal Collection in Bradford. Although specifically designed for the anti-nuclear movement it has quite deliberately never been copyrighted. No one has to pay or to seek permission before they use it. A symbol of freedom, it is free for all. This of course sometimes leads to its use, or misuse, in circumstances that CND and the peace movement find distasteful. It is also often exploited for commercial, advertising or generally fashion purposes. We cant stop this happening and have no intention of copyrighting it. All we can do is to ask commercial users if they would like to make a donation. Any money received is used for CNDs peace education and information work. Just a heads up that the MAPC logo will be on the agenda for Tuesday night's general membership meeting, and a few comments (okay, I lied - lots of comments) since I may not be able to attend the whole meeting. While (AFAIK) we've never voted on this, the peace sign wrapped around the globe has become the de facto MAPC logo.  (IIRC the general membership referred the logo question back to the Arts & Culture WG, and they couldn't come up with anything better.) The Student/Youth Caucus has objected to this logo, and designed a new one, which will be presented on Tuesday.  (As I understand it, the problem is that the peace sign is tied to a particular historic era, and carries baggage which is too hippie-ish -- as opposed to activist.  There is also concern that the grey-scale of the logo does not reduce or reproduce well.) Their proposed logo has a half-globe, without peace sign, with paler images of the globe radiating out from it.  (Lousy description, I know.) I sympathize with the S/YC's objections, but I like their proposed graphic even less than the one we've been using.  To me, it's not particularly distinctive, and a globe alone just doesn't say "peace" to me.  It could just as easily be the logo graphic for a global telecommunications corporation. Then again, I'm not sure that any graphic we pick to represent "peace/anti-war" will be acceptable to and truly representative of the whole Coalition.  The Vietnam-era peace sign is, well, Vietnam era, and doesn't represent the new generation of activists.  The dove has a longer history, but strikes me as a bit too "Pacifist" in image, as does the rifle with a flower in its barrel, broken rifle, broken bomb, and a few others.  The other predominant image from the Vietnam era, the clenched fist, of course, has the opposite connotation.  We've already been through the discussion of incorporating the symbolism of the American flag; some of us think "peace is patriotic" and others of us think U.S. nationalism is part of the problem. And while the globe could well be something that none of us object to, it really doesn't symbolize anything that distinguishes us from the other side. "Madison area" is tough to symbolize graphically.  The most identifiable symbols are architectural (the State Capitol), and we have nothing to do with state government.  Doing something with the outline of the state and highlighting the Madison area really doesn't work graphically.  And I doubt that anyone would recognize that a satellite view of the Four Lakes was anything other than a Rorschach inkblot test. We could try to have a symbol for everyone, incorporating lots of different images in the logo, but the result would likely be an unwieldy mess. My personal opinion at this point is that we should either (1)come up with a graphic that is brand new -- no baggage from past movements or ideologies -- (and I have no earthly idea what this would be); or (2) just go with a "words-only" logo, using a very distinctive typestyle and arrangement of the words in our organization name.  If the typestyle and arrangement are distinctive enough, IMO the logo will be recognizeable and identifiable, and would avoid the symbolism & baggage problems inherent in selecting any graphic image for a diverse coalition. The next Coordinating Committee meeting will be Sunday, November 18, at 4:00 p.m., at Memorial Union (Check TITU for room location).  I have NOT submitted the room reservation request.  I understand from the minutes that Derek has this covered. IMPORTANT:  If you're an Outie, and you cannot attend, please ensure that someone else from your Working Group/Caucus is at this meeting. As you know, we continually postpone agenda items at our meetings.  As facilitator for the upcoming meeting, I would like to help us move through the agenda more quickly. But today, U.S. officials say they only know the whereabouts of 1,000 of them. An Indonesian government official wouldn't confirm or deny that any of its citizens sought training in Afghanistan. Instead, he said Thursday that "intelligence cooperation between Indonesia and the U.S. has taken place to address" concerns about any such trainees. But American officials are far less circumspect. "There's a time bomb of 500 young people in Indonesia," says one U.S. official, "and that really concerns the American government." As U.S. jets bomb Taliban targets in Afghanistan, senior Bush administration officials are turning their attention to other fronts in America's war on terrorism. Increasingly, Southeast Asia, home to some of the world's largest Muslim populations, is climbing up the priority list of potential trouble spots. For the Bush administration, this presents a two-fold problem in Malaysia and Indonesia, whose populations are majority Muslim, and the Philippines, which is predominantly Catholic but has a small Muslim population fueling a separatist movement on its southern islands. All three countries are led by secular governments that the U.S. doesn't want to undermine. All three also are under pressure from Islamic groups and can't be seen as too malleable to American demands. But in the past, Southeast Asia has been fertile ground -- and at times a launch pad -- for terrorist operations. In 1995, police in the Philippines uncovered a plot to crash an airplane into the Central Intelligence Agency's Langley, Va., headquarters. During the Persian Gulf War, Iraqi agents allegedly tried to blow up the U.S. ambassador's residence in Indonesia, which has the world's largest Muslim population. And an Islamic separatist group based in the southern Philippines this year expanded its profitable kidnapping operations to Malaysia, the U.S. Department of State reported in its most recent terrorism report. That leaves White House officials walking a tightrope. The administration wants to pressure Indonesia, Malaysia and the Philippines to crack down on terrorist cells operating inside their borders. But U.S. officials also are wary of stirring up anti-American sentiment in countries whose Muslim populations have long existed peaceably alongside other religious groups. The dilemma for President Bush was highlighted at last week's summit among Asian-Pacific nations in Shanghai, China. Mr. Bush was mostly successful in his efforts to get a strong statement from the Pacific Rim leaders: The communique issued at the end of the weekend meeting "unequivocally" condemned the Sept. 11 attacks as "murderous deeds," and denounced terrorism "in all forms and manifestations." But largely because of pressure from Malaysia and Indonesia, the statement was noticeably silent on two major points. It made no mention of Osama bin Laden. And it didn't endorse the U.S.-led military strikes in Afghanistan. Both Indonesian President Megawati Sukarnoputri and Malaysian Prime Minister Mahathir Mohamad are struggling with the dilemma of how to crack down on the rise of militant Islamists without alienating the rest of their mostly-Muslim populations. U.S. officials acknowledge they have to tiptoe around those concerns when seeking help in their campaign against terrorism. Asian Anxiety Some of the militant Islamic groups based in East Asia The Philippines Abu Sayyaf Group (ASG), operating in the southern Philippines, is a radical Islamic separatist group with as many as 2,000 members. It has engaged in bombings, kidnapping and extortion. Alex Bonyacayo Brigade (ABB) is an offshoot of the Communist Party of the Philippines National PeopleÕs Army. It has about 500 members, and has been involved in more than 100 murders and various attacks on foreign businesses. Moro Islamic Liberation Front (MILF) is the largest Islamist separatist group remaining in the Philippines. Philippine officials have accused it of several bombings, including two at shopping malls and five in Manila on Dec. 30. Indonesia Laskar Jihad -- This organization, with membership in the thousands, fights in a sectarian conflict that has left thousands of people dead in eastern Indonesia. Malaysia Al-Ma'unah -- This Malaysian Islamic sect last year raided two military armories and took four hostages, killing two. Sources: U.S. Department of State Patterns of Global Terrorism 2000; WSJ research "We respect that a country like Malaysia has internal challenges and tensions it must deal with," U.S. Trade Rep. Robert Zoellick said after meeting Mr. Mahathir in China last week. Administration officials believe they may have more maneuvering room with Indonesia. President Megawati, who recently took over leadership of a country devastated by internal conflict, needs U.S. aid. During a visit to Washington last month she requested American economic assistance in the form of loans and other aid, while condemning the terrorist attacks and expressing cautious support for measures against terrorism. U.S. officials are considering offering her more military, economic and political support as a carrot to crack down on Islamic militants. But there again, it is a tough call, Bush officials say. Many Congressional leaders don't like the idea of bolstering the Indonesian military, which has been criticized by human-rights groups. About 85% of Indonesia's 210 million people follow Islam. Two-thirds of Malaysia's 23 million people are Muslim. Just 3% of the Philippines' 83 million people are Muslim, but they have fought a separatist insurrection for years. Thailand also has a restive Muslim minority. Even before Sept. 11, U.S. officials were fretting about the rise of Muslim militancy in Southeast Asia, and in particular, about links there to Osama bin Laden's al Qaeda network. In the Philippines, Mr. bin Laden's brother-in-law, Saudi businessman Mohamed Jamal Khalifa, helped found Abu Sayyaf, an al Qaeda offshoot believed to be responsible for a rash of kidnappings and murders, investigators say. Abu Sayyaf claims it is seeking an independent Muslim state in the Philippines, but the Filipino government characterizes the group as a gang of bandits that specializes in kidnappings and piracy. Among other crimes, the group claimed to have beheaded an American hostage whose remains were found on Basilan Island this month. Earlier this week, five U.S. military advisers arrived in Zamboanga, in the southern Philippines, joining about 25 U.S. troops who arrived last week to train Philippine forces fighting Abu Sayyaf. U.S. officials believe Abu Sayyaf is the key to al Qaeda links in Southeast Asia. Indeed, in Malaysia, Abu Sayyaf last year kidnapped 21 people, including 10 foreign tourists, from a diving resort, State Department officials say. Most worrisome to the U.S. is Indonesia. Bush administration officials say they believe Indonesia's most militant fundamentalist Islamic group, Laskar Jihad, has ties to Taliban fighters. Investigators are studying reports that some of the missing Indonesian fighters who trained in Afghanistan may have ended up with the group. Laskar Jihad officials deny they have any links to Osama bin Laden, but confirm that the group's founder, Ja'far Umar Thalib, fought in Afghanistan and met Mr. bin Laden. In addition, Laskar Jihad leaders say they have "trainers" with Afghan fighting experience. Not everyone in the administration views Indonesia as a threat. Indeed, one U.S. official played down the worries about the unaccounted-for fighters. Likewise, W. Scott Thompson, director of the Southeast Asia studies program at Tufts University in Boston, says it shouldn't be assumed that U.S. officials' inability to locate 500 men means they all joined terrorist groups. "It's not as if 500 missing men have gone and hidden on a mountain. [It's] probably more like 50 that we need to worry about, while the rest went and got jobs with the Ford Foundation," he said. Chris Dagg, a Southeast Asia specialist at Simon Fraser University in Burnaby, Canada, also plays down terrorism fears in Indonesia. "The groups in Indonesia are pretty homegrown, and fairly internal-looking," he said. "I'd be surprised if they were [recipients of] international terrorist support." Even so, Mr. Thompson says the U.S. rates Indonesia at "a level 6" out of 10 as a source of anxiety. "This is a big country," he explains, "and it's falling apart." -- Jay Solomon contributed to this article. Far Eastern Economic Review Issue cover-dated November 1, 2001 Intelligence Aceh Marijuana Funds Bin Laden The United States believes associates of Osama bin Laden have been raising money for the wanted Saudi millionaire from the thriving marijuana trade in Indonesia's troubled Aceh province. But when the then U.S. ambassador, Robert Gelbard, approached Indonesian intelligence agencies and former President Abdurrahman Wahid a year ago with evidence, he was largely ignored. Former Attorney General Marzuki Darusman says Gelbard told him that the military intelligence agency had accepted his offer of a briefing, but that the civilian State Intelligence Agency turned down his offer without explanation. The ambassador also raised the issue with Wahid, but Darusman says the president was distracted by efforts to find a solution to Aceh's worsening separatist rebellion. Bin Laden's alleged involvement in the marijuana trade was never made public, but Gelbard did insist on several occasions, long before the September 11 attacks in New York and Washington, that bin Laden's network maintained a small, apparently dormant cell in Indonesia. X =================================================================== A RESOLUTION regarding the urgent need to provide emergency humanitarian assistance and development assistance to civilians in Afghanistan, including Afghan refugees in surrounding countries. SPONSORS: [Alders names here.] WHEREAS, a disastrous humanitarian crisis is underway, with an estimated 7.5 million people in Afghanistan facing critical food shortage or outright starvation this winter; and WHEREAS, 70 percent of these people are women and children, and the UN estimates 400,000 children under five will likely die this year, an increase of over 30 percent from last year; and WHEREAS, food aid shipments have been disrupted because of U.S bombing in Afghanistan; and WHEREAS, the aid agencies active in the region, including the Nobel laureate Doctors Without Borders (MSF), Oxfam International and the World Food Program have stated that the U.S. food drops can not meet the increasing and urgent need for assistance; and WHEREAS, Madison now participates directly and indirectly in U.S. military efforts through many channels, including the federal taxes its citizens pay, and through its citizens' participation in the armed forces; and WHEREAS, the Mayor and Common Council are appalled at the mass starvation that will result from these actions to which they are a party if the situation is not speedily addressed; and WHEREAS, The Mayor and Common Council deplore the dishonor such an outcome would be for the victims of the terrorist attacks of September 11th; NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council urge a resolution to the situation that minimizes loss of life; and BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top priority for U.S. policy toward Afghanistan, especially as there exists a narrow window of opportunity for supplying food to the region's population before winter makes this difficult or impossible; and BE IT FURTHER RESOLVED THAT Afghanistan's neighbors should immediately reopen their borders to allow for the safe passage of refugees, and the U.S. and other members of the international community must be prepared to contribute to the economic costs incurred by the flight of desperate Afghan civilians; and BE IT FURTHER RESOLVED THAT the United States must actively support the work of various agencies to deliver assistance in Afghanistan, particularly through overland truck convoys, and support safe humanitarian access to affected populations, in partnership with humanitarian agencies in quantities sufficient to alleviate a large scale humanitarian catastrophe; and BE IT FURTHER RESOLVED THAT the United States should contribute to efforts by the international community to provide long-term, sustainable reconstruction and development assistance for the people of Afghanistan, including efforts to protect the basic human rights of women and children; and BE IT FURTHER RESOLVED THAT the United States should support democratic processes in Afghanistan leading to a government which represents all its people, including women; and BE IT FURTHER RESOLVED THAT the people of Madison, in solidarity with the international community and in their capacity as citizens of the United States, will consider the Government of the United States responsible for both the direct consequences of its military actions in Afghanistan and for the results of its indifference to the priority of humanitarian concerns in Afghanistan and the surrounding region. When I made the motion for the "two pronged" strategy, I phrased it as a "recommendation" from the membership to the Policy Working Group, in anticipation of this possibility.  Ultimately, the alders, not MAPC or the Policy Committee, are in control of this process. If your group feels that it has made its best effort to get a stronger version introduced, and the alders won't go for it, then I have no problem with proceeding with whatever the alders are willing to support. The unfortunate consequence is that we will lose out on the opportunity to hold a very public debate over the war itself -- something that, as Allen suggested at the meeting based on Gulf War precedent, would be a great organizing opportunity.  But, as I say, we're not in control of this process, so we take what we can get. One suggestion:  Perhaps when hearings are held on the "weaker" version, we can encourage speakers to support that resolution, but urge the Council to take a stronger position in the future.
