BOOKSELLERS THREATENED BY FOREIGN INTELLIGENCE SURVEILLANCE ACT For Immediate Release: November 15, 2001 Rainbow Bookstore Cooperative recently received a letter from the American Booksellers Foundation for Free Expression (ABFFE) concerning the chilling effects on booksellers of the new antiterrorism bill that President Bush just signed into law. If the bookstore were served with a court order under the Foreign Intelligence Surveillance Act (FISA) to search our business records, including the titles of books purchased by our customers, we would have no right to object in court or the court of public opinion. The new law includes a gag order that prevents us from disclosing "to any other person" the fact that we received such an order. The ABFFE says that depending on the specifics of the subpoena, the gag order could extend to contact with an attorney! No right to legal counsel is outrageous but is suddenly a very real and terrifying possibility. This terrifying encroachment on the privacy rights of citizens is itself a form of terrorism. "Terrorism", according to the New Shorter Oxford English Dictionary, is defined as "…the systematic employment of violence and intimidation to coerce a government or community, especially, into acceding to specific political demands". President Bushs declaration of a war on terrorism and subsequent military actions, combined with the presumption that U.S. citizens should willingly surrender our civil liberties for the good of the country certainly constitutes such a political demand. The FBI shows up at your home or workplace, demands information and refuses to let you contact legal counsel would sound like coercion and intimidation to most people. With the passage of the new antiterrorism legislation, if you dont cooperate, if you resist, your freedom and livelihood will be in jeopardy. Ironically, the first definition of the word "terrorist" in my dictionary refers to the Jacobins, the radicals during the French Revolution who "advocated and practiced methods of partisan repression and bloodshed in the propagation of the principles of democracy and equality". The prospect of increasing "partisan repression" at home and "bloodshed" abroad, in the name of democracy, a founding principle of this country as well as in France, is our new terrifying reality. We must collectively take a stand to defend our democratic rights, which includes the right to protest our government, oppose the war, and the right to read whatever we want . The new reactionary political climate, highlighted by the passage of FISA, dangerously expands the decade long government assault on our civil liberties and democratic freedoms. The danger to booksellers is just one small part of this new landscape. What are the repercussions for anti-war groups, people of color, immigrants, WTO/World Bank/IMF protesters, anarchists and radical activists of all stripes, progressive media outlets-any person or group who challenges the status quo-under these new laws? Do we even know? The right to political dissent is at stake. Generations have struggled to expand our democratic rights at home and a new generation hopes to extend them globally. This new global justice movement is threatened by our governments "employment of violence and intimidation" at home and abroad. We are sending this urgent appeal to our friends and allies in the media. We urge you to contact X, President of ABFFE, at X, for more information. Research the implications of this law. Hi x, I'm responsible for conveying the Action Committee's suggestion to the Policy Committee for your assistance at MAPC's November 17 action. The idea we came up with was that it would be great if the Policy Committee could have letter-writing tables at the gathering. I've seen it done before and the results are both satisfying and potentially effective. The idea is, bring stamps, address stickers and envelopes, and have a suggested letter (or some important points to be made) and some paper, and encourage people to hand-write their own letters to Baldwin, Feingold, Kohl, Bush and Powell (or whoever you think is most appropriate). Hand-written letters apparently are the most effective. I know one of you expressed concern about the SOA message/connection of this action but I think we will really still be prioritizing the antiwar message so don't worry about that. The SOA link is just a new twist to keep the message fresh, I think. I wouldn't think the letters would even have to mention it. Unless you object, I'll be coming to your meeting on Tuesday (briefly) to convey this suggestion, hear/discuss your committee's response and answer any questions. X ps I think we could hit a higher energy level, save 95% of that money and diseminate more and better information by saving those trees and going straight to a blog format.      -----Original Message----- From: madpeace-cc-admin@lists.OpenSoftwareServices.com [mailto:madpeace-cc-admin@lists.OpenSoftwareServices.com]On Behalf Of X Sent: Friday, November 09, 2001 6:36 PM To: coordination@madpeace.org Subject: [MAPC-coord] PROPOSAL: MAPC/SWAIG Joint Newsletter Educating the public needs to be our number one priority right now, given just how small a minority the anti-war movement is.  MAPC should be disseminating information and analysis on the widest possible basis, and using that information to help bring people into the organization and establish our identify in the community.  As X said at the student teach-in, we need to be thinking in terms of 10,000 copies of our literature, not a few hundred.   Following discussions with the South West Asia Information Group, I am proposing that MAPC & SWAIG publish a joint monthly newsletter.   The newsletter would be published as an 8-page newsprint tabloid.  MAPC would be responsible for content of pages 7 and 8, plus about a quarter of page one.  SWAIG would be responsible for the remaining content.    SWAIG's content would be similar to what was contained in its initial tabloid -- anslysis of the region, the war, and U.S. foreign policy.  MAPC's content would be a calendar of events, information from the various Working Groups on their upcoming activities, reports on past activities, and other content designed to motivate readers to get involved.  Solicitation of donations would also be included.   Approximately 10,000 copies of each issue would be published, requiring a major effort at distribution through literature tables, bundles left at stores, co-ops, etc., passing out at events or to pedestrians, and perhaps even door-to-door distribution in selected neighborhoods.   The printing cost for 10,000 copies of a 8-page tabloid would be approximately $500.00, using the non-union printer that SWAIG used for its tabloid.  (I would prefer to transfer the project to a union shop, preferably Port Publications in Port Washington; this may require an adjustment in either the budget or number of copies.)  This cost would be covered by MAPC.   I would expect that the newsletter would generate $100 to $200 per month in new donations, based on people clipping a donation request coupon.  Another option would be to sell advertisements in the newsletter to supportive businesses, co-ops, and organizations.  (SWAIG opposed this option, based on possible conflicts with the Madison Insurgent.  I will be meeting with the Insurgent collective to discuss whether they would in fact have objections to this.)   If finances do not permit monthly publication, Plan B would be for alternating between the tabloid and a 2-page, 8.5 by 11, smaller circulation, newsletter containing only MAPC organizational info.   Because MAPC's contribution to the content would reflect the activities of all of the Working Groups, I believe that the newsletter should be coordinated at the CC level.  (I ran this past O&E, who agreed.)  Options for filling the newsletter editor position would include:   (a)  One of the existing CC members could take on this project.   (b)  A new at-large CC position could be created   (c)  A Newsletter Working Group could be created; or   (d)  A volunteer who is not officially on the CC. but is willing to attend CC meetings, could be located.   X September 11 Email: Date The local time and date when the message was written. I support adding another clause along these lines (although I'd vote for "considering" the government responsible instead of "holding" them responsible - holding them responsible infers we'd DO something, which we really can't, unless we can get the city to secede, which would be SO great... I'd also suggest "military policy" be changed to "military actions" and the last bit to "results of U.S. government indifference to the priority of humanitarian concerns in Afghanistan and the surrounding region."). I haven't read the bill.  Let's do that since it's  lead by Feinstein, who can be hawkish.      A truly excellent resolution S.172 has been introduced into the Senate by Sen. Wellstone.  This is a sense resolution relating to humanitarian aid to the Afghanis.  Let's ask Feingold to back it.  I couldn't tell if he has or not.  It's in the Committee on Foreign Relations now.  Wellstone submitted a speech about it in the Congressional Record of 10/18.      There's also a S.173 resolution condemning violence against Iranian-Americans.  Presumably this won't be controversial, since they've already done the same with Arab-Americans and Sikh-Americans.      This may be outside the realm of our group, but S.1473 federalizes airport security (if the House will pass something similar).  I'm not sure how Feingold voted on this.  Personally, I think it's unacceptable for a legislator NOT to vote for this.  Certainly is a more direct response to the problem than starting a war!      Hope this helps.  Looking forward to seeing you Tuesday.
