The story about Al-Jazeera offices being bombed in Kabul in today's WSJ reminds one of the "accidental" bombing of the Chinese embassy in Belgrade in 1999.  That "accident" just so happened to hit exactly where the embassy newspeople were located. This reminds one of the lie told Saudi Arabia that Iraqi troops were massing on the border of Saudi the day after the invasion of renegade Iraqi province Kuwait.  This lie enabled the US to send in troops. A woman journalist was going to print with a story about that big lie and went to the pentagon seeking photos to disprove her story.  Naturally, she was refused.  Years later commercial satellites confirmed that indeed there were no troop formations on the Iraqi border on that date, the day after the invasion of Kuwait. An article last month in WSJ said the US has bought all rights to commercial satellite photos of Afghanistan. ACTIVISM Never, Never, Never Give Up From war hero to pacifist Stephanie Salter, Chronicle Columnist    Sunday, November 4, 2001 ---------------------------------------------------------------------------- ---- During the year Charlie Liteky spent in Lompoc federal prison, he lost 26 pounds, marked his 70th birthday, listened to the life stories of inmates one- third his age and worshipped weekly in a Lakota Sioux sweatlodge. A former Catholic priest and Vietnam War hero, Liteky also did a great deal of reading about Dorothy Day, the founder of the Catholic Worker Movement and an outspoken pacifist until her death in 1980 at the age of 83. "I knew about her, of course, but I never realized the extent of her pacifism or how controversial it made her," said Liteky. "She remained a pacifist throughout World War II. It cost her a lot of friends and supporters even in her own movement. That's a kind of courage that's rare." Liteky knows more than the average person about courage -- and controversy. As an Army chaplain in Vietnam, he dragged 23 wounded soldiers to safety during a firefight in Ben Hoa province in 1967. For that he received the Medal of Honor, our nation's highest award for combat heroism. Twenty years later, married and no longer a priest, Liteky left his medal at the base of the Vietnam Memorial in Washington to protest U.S. aid to the Contras in Nicaragua. He'd already tried a 47-day, water-only fast on the steps of the Capitol with another vet. It left both of them near death. In 1990, Liteky and his wife, Judy, a former Catholic nun who had introduced Charlie to the world of peace activism, were drawn to small protests at the School of the Americas in Fort Benning, Ga. A training ground for U.S.-backed Latin American warriors (and the occasional assassin and dictator), the school now attracts tens of thousands of protesters each November. Those who "cross the line" and trespass on the base are often arrested. The last time Charlie crossed, he was rewarded with a maximum sentence: two consecutive six-month terms in the Federal Correctional Institute at Lompoc. Fellow parishioners at the Litekys' San Francisco church, St. John of God, helped Judy finance monthly visits to the prison 30 miles north of Santa Barbara. A college math teacher, she became Charlie's eyes, ears and voice at School of the Americas protest rallies and fundraisers. Charlie spent his last 70 days in Lompoc in solitary because he refused to work for what he considers an immoral prison industry. Visits with Judy were brief and very public. She watched the relatives of other prisoners -- almost all of them young, in prison for drug-related crimes -- try to maintain some shred of family structure. "It's a shock," said Judy. "The parents, grandparents -- to see little kids waiting -- just the intensity of their bodies -- waiting for Dad to come out of this hallway from behind steel doors. I kept thinking: We can do better than this." Charlie was released in July. His plan, after a spate of speaking engagements, was to write a book about his year in prison in the context of all he has learned about U.S. foreign policy since Vietnam. Since Sept. 11, though, he has found it hard to make time for the book; his message of peaceful conflict resolution has taken on a whole new dimension. Questions from audiences are more confrontational and demanding. After a speech in Sacramento, where he spoke about struggling to respond to violence without violence, he wrote to President Bush. "I'd talked that night about my own arduous journey toward non-violence -- emotionally, spiritually, every way," he said. "I told the president that I hoped before he proceeded, he'd recall what we did in Vietnam, in Panama, all the innocent lives we've taken while seeking what we thought to be legitimate ends." Liteky asked Bush to ask himself if the United States was "in any way responsible" for the terrorist attacks in New York and Washington, to remember that our economic sanctions alone "are starving 5,000 Iraqi kids to death each month." He also shared a major theme of his post-Sept. 11 message: "If there is any enemy here, it's violence. We need to protest and boycott violence because we eat, drink and sleep it in our country; we are entertained by it. If we don't stop, we're just going to join in an unending cycle of violence, like an escalator that keeps going up and up and up." On Nov. 16, the Litekys plan to travel to Fort Benning once again to protest the School of the Americas (now called the Western Hemisphere Institute for Security Cooperation). Neither intends to cross the line this year, but future arrests, especially for Charlie, are likely. "When I was in Lompoc, I was thinking maybe I could retire after my 70th birthday," Liteky said with a wry smile. "But then I look at Dorothy Day -- my God, I've got at least 10 more years to go." Hi Everyone,     I just read in the New York Times an article with the headline "Senators Urge Bush Not to Hamper Israel."     "In a letter to President Bush today, 89 senators urged him not to restrain Israel from retaliating fully against Palestinian violence and to express his solidarity publicly with Israel soon."     The letter goes on to say that the State Department has been too critical of Israel of late, and that Colin Powell had better not continue in that pattern in an upcoming speech. He arrived from Quetta, Pakistan, accompanied by his personal doctor and a close aide -- possibly Ayman el Zawahiri, a leader of Egypt's Islamic Jihad, now bin Laden's right hand man, the newspaper said      . Le Figaro cited a "professional partner" linked to the hospital's management as its source.       Besides a stream of local dignitaries and family members, bin Laden's visitors included a local CIA agent, the newspaper reported. The agent was widely recognized locally, Le Figaro said, and later told several friends of the meeting.       The alleged American spy was called back to the CIA's McLean, Va., headquarters July 15 -- a day after bin Laden checked out, Le Figaro reported, citing "authorized sources."       Why bin Laden would have met with a CIA officer -- or vice versa -- is unclear. Even before the Sept. 11 attacks on the United States, the Saudi millionaire figured among America's top terrorist suspects, blamed for several earlier plots against U.S. targets, including the 1993 World Trade Center bombing.       But the French newspaper asserted CIA-bin Laden links stretched back years, and appeared to suggest bin Laden gave the agency information regarding future terrorist strikes.       "The Dubai meeting is therefore a logical follow to a "certain American policy," the newspaper said.       In particular, the newspaper noted that just two weeks after bin Laden checked out of the Dubai hospital, United Arab Emirates security agents arrested the alleged mastermind of a plot to blow up the American Embassy in Paris. The suspect, a French-Algerian named Djamel Beghal, earlier confessed to receiving his orders from bin Laden, according to French news media citing his written confession.       An American diplomat in Paris refused to comment on the Figaro article, or on reported allegations of an emergency meeting in Paris in August, between high level French and American intelligence officials.       "We're just not comment any of that stuff," he said. "We can't talk about meetings like that may or may not have happen."       Le Figaro said bin Laden had serious kidney problems, and reportedly had a dialysis machine imported to Afghanistan last year. Citing a March 2000 report by Asia Week, the newspaper said bin Laden's illness stemmed from "a renal infection that has spread to the liver, and needs specialized treatment."       The head of the Dubai hospital's urology department, Terry Callaway, reportedly refused to answer questions about bin Laden's alleged stay. Radio reports new CIA-Bin Laden detailsThe Washington Times www.washtimes.com Radio reports new CIA-Bin Laden details Elizabeth Bryant UNITED PRESS INTERNATIONAL Published 11/1/2001      PARIS, Nov. 1 (UPI) -- Radio France International offered additional details Thursday of allegations that terrorist suspect Osama bin Laden met with a CIA officer in the United Arab Emirates in July.       The CIA has dismissed as "total absurdity" a report carried Wednesday by Radio France and by France's Le Figaro newspaper, alleging that a CIA agent met with bin Laden at a Dubai clinic, where the suspected terrorist was reportedly treated for kidney problems.       The clinic, said to be the American Hospital in Dubai, also denied bin Laden had been a patient. The American Embassy in Paris has not commented on the report.       The Paris-based International Herald Tribune suggested the erroneous information may have been leaked by opponents in France to the U.S. military campaign in Afghanistan.       "Disinformation may have been planted ... to suggest a continuing covert linkage between the CIA and bin Laden," a French intelligence source told the Herald Tribune.       Nonetheless, Radio France International, for one, said it stood by its report. In a follow-up Thursday, the French radio station identified the alleged CIA agent as Larry Mitchell, "a connoisseur of the Arab world and specialist of the (Arab) peninsula."       Mitchell's business card identified him as a "consular agent," the radio said. In fact, RFI alleged, he was a CIA agent and a prominent fixture in Dubai's expatriate community. According to both the radio and Le Figaro, Mitchell was recalled to the CIA's headquarters in McLean, Va., on July 15.       The radio also gave the precise date of Mitchell's supposed encounter with bin Laden -- July 12, two days before the Saudi dissident reportedly checked out of the hospital.       Neither the Figaro, nor Radio France offered independent confirmation of the report. The radio station also cited no source for its latest allegations. Earlier, the Figaro said its story was leaked by a partner of the hospital's management.       In an interview published Thursday in Le Figaro, Arab specialist Antoine Sfeir said he was not surprised on the alleged CIA-bin Laden ties.       "Bin Laden maintained contacts with bin Laden until 1998," Sfeir said. "Those contacts didn't end after bin Laden moved to Afghanistan. Until the last minute, CIA agents hoped bin Laden would return to U.S. command, as was the case before 1998."       Sfeir also maintained the information about the CIA-bin Laden connection had been in circulation for the past 15 days. Bush & Bin Laden: BBC spill the beans London | Thursday SPECIAL agents in the United States probing relatives of Saudi-born terror suspect Osama bin Laden before September 11 were told to back off soon after George W. Bush became president, the BBC reported on Tuesday. The BBC's Newsnight current affairs programme said that Bush at one point had a number of connections with Saudi Arabia's prominent bin Laden family. It added there was a suspicion that the US strategic interest in Saudi Arabia, which has the world's biggest oil reserve, blunted its inquiries into individuals with suspected terrorist connections -- so long as America was safe. Newsnight reported it had seen secret documents from a FBI probe into the September 11 terror attacks on New York and Washington which showed that despite the reputation of Osama bin Laden as the black sheep of the family, at least two other US-based relatives are suspected of links with a possible terrorist organization. The programme said it had obtained evidence that the FBI was on the trail of bin Laden family members living in the United States before, as well as after, the September 11 terrorist attacks. Newsnight said Bush made his first million 20 years ago with an oil company partly funded by the chief US representative of Salem bin Laden, Osama's brother. Bush also received fees as director of a subsidiary of Carlyle Corporation, a little-known private company which in just a few years since its founding has become one of America's biggest defense contractors, and his father, George Bush senior, is also a paid advisor, the programme said. The connection became embarrassing when it was revealed that the bin Ladens held a stake in Carlyle, sold just after September 11, it added. Newsnight said it had been told by a highly-placed source in a US intelligence agency that there had always been "constraints" on investigating Saudis, but under President George W. Bush it had become much worse. After the elections, the intelligence agencies were told to "back off" from investigating the bin Laden family, and that angered field agents, the programme added. The policy was reversed after September 11, it reported. The former head of the American visa bureau in Jeddah from 1987 to 1989, Michael Springman, told Newsnight: "In Saudi Arabia I was repeatedly ordered by high-level State Department officials to issue visas to unqualified applicants. "People who had no ties either to Saudi Arabia or to their own country. I complained there. I complained here in Washington... to the Inspector General and to Diplomatic Security and I was ignored." He added: "What I was doing was giving visas to terrorists -- recruited by the CIA and Osama bin Laden to come back to the United States for training to be used in the war in Afghanistan against the then-Soviets." Newsnight also said it had seen a document that showed US special agents were investigating a close relative of Osama bin Laden, identified only as Abdullah, because of his relationship with the World Assembly of Muslim Youth (WAMY), which the programme said was a suspected terrorist organization. The programme reported it had found where he used to live with another close relative, Omar, also an FBI suspect, in Falls Church, Virginia, a suburb of Washington. The house was conveniently close to WAMY, it said, and just a couple of blocks down the road was a place listed by four of the alleged September 11 hijackers as their address. The US Treasury has not frozen WAMY's assets, and insists it is a charity, the programme said, yet Pakistan had expelled WAMY "operatives" and India claimed WAMY was funding an organization linked to bombings in Kashmir. Frustrated at anti-American feeling, the daughter of the former President arrived at the 500-strong meeting in Oxford Town Hall with a dozen friends who heckled speakers. Miss Clinton, a postgraduate student in international relations at University College, Oxford, her father's alma mater, has confessed that she is feeling isolated and threatened by the mood she has detected at the university. She found it difficult encountering "anti-American feeling" from peace demonstrators. As soon as last Thursday's meeting, organized by the Oxford Stop the War Coalition, began, members of her mostly American group shouted patriotic slogans from the back. Speakers were prevented from continuing after other young Americans approached them and unfurled a Stars and Stripes flag. Chris Harman, editor of Socialist Worker, said: "When the group turned up I thought, oh no, we're going to have some rugby-type fracas, but luckily it was nothing like that." The flag-bearers were eventually sent back to their seats by a 76-year-old American woman called Barbara, an Oxford resident. Katy Beinart, a student CND member who spoke at the meeting, said that Miss Clinton had arrived "making a lot of noise". When John Haylett, editor of the Morning Star, began to argue that the media had failed to consider the effects of the bombing on Afghan civilians, Miss Clinton and her friends called out that he should remember the victims of the terrorist attacks on New York. Mr Haylett responded that such meetings were the only way to put an alternative viewpoint to that portrayed in the media. Miss Clinton left with her Secret Service bodyguards shortly afterwards, stopping to buy a copy of the Morning Star from a vendor, and making "yet more noise", according to Ms Beinart. "It was a shame that Chelsea Clinton felt the need to interrupt a peaceful discussion with what I felt were inappropriate comments," she said. Hi Everyone,    The Policy Committee continues to push to get a peace resolution debated in the Common Council, but will not have concrete progress to report tomorrow night.    We have been very actively contacting the progressive alders, but now we need to step back for a day or two (again) to give them a chance to respond.    A common reaction from the alders is that it is problematic to introduce a resolution that gets only a few votes.  This could send the message that the city isn't for peace, or jepardize future resolutions on the same issue.   So our proposed resolution may end up being debated after Thanksgiving if at all--we'll know soon.    It's interesting.  One school of thought seems to be that even introduction of a resolution is positive since it generates debate.  Another school is that some collegiality among progressive alders must be preserved, divisiveness must be avoided, and you don't want to waste political capital on something that has no chance of passing.    What do you think?    Should we do a County resolution, too? Folks,    Initial indications are that the progressive caucus thought the milder form of our resolution was still too controversial for them to support.    I'm going to buttonhole some alders before the Common Council meeting tonight, find out more, and work with X on this.    We may need to submit the text as-is by this Thursday, and hope for at least a debate on 11/20, even if we can't get anyone else to support it. MEDICAL GROUP CALLS FOR LANDMINE AND CLUSTER BOMB MORATORIUM News Release from Physicians for Human Rights November 2, 2001   MEDICAL GROUP CALLS FOR MORATORIUM ON USE OF CLUSTER BOMBS AND ANTIPERSONNEL LANDMINES IN AFGHANISTAN; US MUST DISCLOSE MUNITIONS INFORMATION TO UN   Islamabad, Pakistan-- Physicians for Human Rights (PHR) today called on the United States to impose an immediate moratorium on the deployment of cluster bombs and antipersonnel landmines in Afghanistan. The group also called on the U.S. to comply with the request by the UN Mine Action Program for Afghanistan (UNMAPA) to be informed of the targets, types, and quantities of munitions used so far during coalition air strikes. Lastly, PHR called on the US to commit to and implement full clearance of all unexploded munitions deployed during the military campaign in Afghanistan.   US military have confirmed the use of cluster bombs in Afghanistan. PHR has not been able to resolve conflicting reports about US landmine deployment in Afghanistan, but US military leaders recently indicated that they have not ruled out using antipersonnel landmines in the military campaign.   As a co-recipient of the 1997 Nobel Peace Prize for its founding role in the International Campaign to Ban Landmines, PHR has documented the indiscriminate nature of this weapon that leads to thousands of civilian deaths each year. With the current high dud rate of cluster bombs estimated to be between 5 and 30%, the group believes that cluster submunitions, like antipersonnel landmines, could result in loss of human life, threaten refugee movement, obstruct farming, and hinder aid delivery. Cluster bombs have reportedly killed 9 Afghan civilians in recent weeks near Herat. Landmines and NATO-dropped cluster bombs also caused high rates of civilian casualties in Kosovo in 1999.   "The world has condemned the use of antipersonnel landmines. It is now time for all nations, including the United States, to recognize that both antipersonnel mines and cluster bombs are indiscriminate and cause a devastating civilian toll," said Leonard S. Rubenstein, executive director of PHR.   Even before the current conflict, landmines led to tremendous civilian casualties in 27 out of 29 Afghan provinces. Eight to ten million landmines remain in the ground after two decades of war in the country. The International Campaign to Ban Landmines reports that in Afghanistan in the year 2000, there were 88 casualties each month. Reports from UNMAPA indicate that this number has increased dramatically since the US aerial bombing commenced.   The US government reports that one third of US military casualties in the Vietnam Conflict and the Persian Gulf War were due to antipersonnel landmines. Additionally, at least 25 U.S. military personnel were killed and others injured by submunitions fired by their own forces in Operation Desert Storm. Similarly, the hidden weapons could pose a serious threat to US soldiers on the ground in Afghanistan.   Since September 11, UNMAPA's regular mine clearance operations have ground to a halt. Emergency teams are in desperate need of information to identify and defuse new weapons on the ground.   According to PHR interviews, UNMAPA's 4,800 mine clearance specialists are unable to prevent civilian casualties by safely disposing of new unexploded ordnance (UXO), especially cluster sub-munitions, because they lack detailed information about the weapons on the ground. Without full knowledge of the types of weapons that planes are dropping, how these weapons are defused, and where and in what quantities they are being deployed, clearance specialists are unable to proceed with their life-saving work. This information can also be used by the seven non-governmental groups that conduct mine awareness classes for Afghans, teaching them how to identify and avoid UXO that they may be encountering for the first time.   UNMAPA's mine detection dogs are unable to effectively discriminate between mined and non-mined areas due to the explosive residue and multiple munitions spread by cluster bombs. Thus, human mine removal teams must find each landmine or bomb, putting them at an increased risk of detonating the devices.   "The United States must demonstrate true concern for the impact that the air campaign is having on the Afghan people by giving UN demining teams the information they need to save civilian lives," stated Dr. Lynn Amowitz of PHR, currently on the Afghan border. "Coalition stalling only prolongs the inability of Afghan deminers to remove the weapons that Afghan men, women and children fear everyday they step outside their homes, never knowing if their next step is their last," she said.   The CBU-87 cluster bomb is reportedly being deployed in Afghanistan. Each canister can hold up to 250 "bomblets." Cluster submunitions are distinct from other ordnance because of their unusual shape and bright colors, making children particularly susceptible. Clusters are also the same bright yellow color as the humanitarian daily rations being airdropped by the US, though military officials have indicated that they will change the color of future food packets.   Physicians for Human Rights (PHR) promotes health by protecting human rights. The organization has documented health and human rights in Afghanistan since 1998. Surprised?  By Bob Reuschlein,  realeconomy.com,  madpeace.org President's Home State Gets Next Fighter Plane Contract      October 26, 2001.  The pentagon announced today that the F-35 Joint Strike Fighter, a $200 Billion project was awarded to Lockheed's Fort Worth (Dallas) Texas factory, rather than Boeing's St. Louis, Missouri factory.  This continues a long proud tradition of awarding major defense contracts based always on politics and sometimes on merit.  Many presidents and top congressional leaders have built their careers around these two facilities.     St. Louis is the leading military spending city with $7 Billion and has long been at the top of the list, thanks to being in the home state of the first Cold War president, Harry Truman, and the home city of current Democratic congressional leader, Dick Gephardt. Fort Worth has the distinction of being in the home state  of three presidents, Lyndon Johnson and two named George Bush, and one Speaker of the Houses home district, Jim Wright, and in the home state of another Speaker of the House, Sam Rayburn.  In the sixties the F-111 contract had to be bid out three times before President Johnson could award the contract to his home state over what many considered a superior Boeing bid.     Today the Lockheed bid is considered better so Bush can accept the first bid.  Another nominal factor is that a pure military contractor like Lockheed will be more desperate to get the job than a commercial aircraft provider like Boeing that has long had only 20% or 30% of its business in military sales.     Notably, Republican Senator Kit Bond of Missouri is asking the Pentagon to share the production of the F-35 in the future to prevent a monopoly of fighter production by one company.  His odds will be greatly improved, probably guaranteed, if the Democrats retake the House next year and Dick Gephardt becomes the new Speaker.     Other prominent past examples of military pork barreling include the famous Reagan unprecedented peacetime military buildup.  The loot was divvied up three ways, House, Senate, and President, so 30% of the buildup went to Reagans California, and the Speaker's New England did very well as did Senator Sam Nunn's Georgia and Bob Dole's Kansas.     The best fighter craft in the world today are the F-15 produced in St. Louis and the F-16 produced in Fort Worth.  The new contract will add 9000 jobs to Texas. Another important story of the military industrial complex is the Atlanta suburb of Marrietta, Georgia.     All the nation's military airlift capacity produced during the Cold War came from Marietta until Reagan gave some of the business to California.  Former John Birch Society President Norm MacDonald represented that congressional district until he died in the Korean airliner shot down by the Soviets in 1983;  Newt Gingrich was his successor.     When Jimmy Carter was elected President the former Georgia Governor was used to working closely with Georgia's Senator Sam Nunn.  So it was very natural for both of them to be big believers in military airlift capacity.  Naturally, their answer to the oil embargo of the seventies was to build a military Rapid Deployment Force which would be very dependent on airlift capacity.  Later Nunn suggested reducing our 300,000 troops in Germany to 100,000.  George Will speculated that Nunn was moving to the political center to be more acceptable to mainstream democrats put off by this hawk.  But this policy would lead to thousands of more Georgia jobs building the increased airlift capacity necessary to quickly return troops to Germany in a crisis.     These examples and countless more illustrate the phenomena that some states own the military industrial complex while others merely rent it. Owner states like California, Texas, Georgia, Mississippi, Missouri, and Massachusetts gain more than they lose in taxes when there is a military buildup.  Renter states like Illinois, Michigan, Ohio, Pennsylvania and New York pay more in taxes for their average share of the military money than they receive back.  Hence state and regional economies profit or lose dramatically when there's a military buildup or builddown.     This is well known in the high military states but it affects the low military states just as much or more.  The owners profit mightily in a military buildup at the expense of the renters.  As the rent goes up the landlord wins and the tenant loses.  The opposite happens in a military builddown like after the Cold War.  As the rent goes down, the owners suffer and the renters become more prosperous.     No region is affected more than the Industrial Midwest area of the Great Lakes region of the country, the one region farthest from the national average of any:  the West and South are slightly above average and the Northeast is slightly below average, but the Midwest is way below average.  For example, the Midwest prospered after the Cold War ended, with 74% of the national housing boom of  1994.  And they suffer under a military buildup, with 65% of the lost jobs in the last year as the military budget increased $25 billion in fiscal year 2001. The budget was formed in October of the presidential election year, with the huge temptation to trade jobs for votes.  Add another $38 billion increase in the new military budget thanks to the current crisis and the Midwest recession will become a depression.     Every elected president during the Cold War came from an above average military spending state.  Hence the military owner states own the presidency.  And the presidential election resembles more of a military auction as no one dares offend workers in military contractor plants and military aircraft plants seek to have their home state candidate elected president with the resulting lockhold on the military budget.     Oh, the only post WWII elected president to come from a low military state?  Clinton, who came from a high military region, embraced every weapons system on the campaign trail in 1992, and still was violently hated by the right wing as Bush won 90% of the military vote in 2000.
