I believe

I believe that Congress wanted to help the families when they signed this 
Bill. 

I believe that in signing this Bill they want to protect the Airlines AND 
take care of the families.

I believe that Me. Feinberg is trying to save the government money and that 
perhaps he thinks he is being fair. 

I believe that the current system penalizes those families that did the right 
thing and put money aside for insurance, retirement and other savings. 

I believe that the People of the United States want the families of the 
September 11th Tragedy to be supported financially. 

The way the system is currently set up the current salary of the family 
member who perished would not be factored into the calculation rather an 
average of the last 3 years. What about those who just received a huge 
promotion?  

I believe information to the public is inaccurate and therefore the public 
believes our government is financially supporting the families. THIS IS WHAT 
WE WANT!!!! Please do not penalize families that did the right thing. Please 
make sure every family is taken care of by this fund. 

Don't subtract non-economic loss. The pain and suffering these families have 
endured is real. They will live with this loss for the rest of their lives. 
Since it has been determined that families should be compensated for their 
loss then why turn around and DEDUCT it from their economic loss? Preserve 
this compensation and protect it.  

The amount of $50,000 per child for pain and suffering is way too low. These 
children have to live with the tragic loss of their parent for the rest of 
their lives. Increase this amount. 

Please recalculate your formula. Give to each family; don't subtract 
anything! Make sure each family will be taken care of financially. This is 
what we want, this is what we believe you are doing and this is what you 
SHOULD do. 

Please take care of the families!

As a member of the Gay community, I strongly urge you
NOT to forget the families and loved ones of the
September 11 victims.

Members of the Gay, Lesbian, Bisexual and
Transgendered community have suffered as great a loss
as the general population.  A Gay hero in the plane
that crashed in &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , a Gay &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp who died at Ground
Zero &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp . Real people, real
situtations, real pain, real loss-needs real
compensation.

Please follow the lead of NY Governor Pataki who
granted compensation benefit "on a showing of mutual
interdependence with the victim, in recognition that
anyone who shared with the living expenses ,
day-to-day activities and the emotion bonds of family
deserves help in this time of need."

Include any relatives eligible for compensation: those
who lost their life partners as well as de facto
parents of children, without regard to sexual
orientation or marital status.

DO NOT FORGET THE GAY, LESBIAN, BISEXUAL AND
TRANSGENDERED COMMUNITY.

To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September
11th, including the children and families of low-wage workers and gay and lesbian families.  Under
traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of
all those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double blow to the survivors to first lose their loved one and then watch as most of the taxpayer money
went to those who were already well off in the first place.

The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and 
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of marriage is unavailable, these families may find themselves in the traumatic predicament of
having to prove that their union is legitimate. Fortunately, both the Red Cross and the State of New
York have already announced that they will not discriminate against gay and lesbian families. The
Department of Justice should do the same.

Thank you for considering my comments. I look forward to hearing how you will act on these very
important issues.

Gay and Lesbians deserve equal treatment


To whom it may concern,

I understand that the partners of gay and lesbian victims of the September
11th terrorist attacks may not be eligible for the same benefits as
heterosexual partners.  I find this to be a grave injustice!!!! Particularly
when benefits will be awarded to illegal aliens and fetuses! If exceptions
can be made under the law in those cases, certainly monetary benefits of
equal stature can be awarded to gay and lesbian persons who lost a love one
in this horrible crime against humanity. Don't make it worst by
discriminating like the terrorist did!

Dear President Bush,

Recently I sent you an emailed message which went unanswered, so I thought to 
fax this letter. In the September 11 attack on the WTC my fiancee,  ,
perished on the   floor of tower 1, where she worked as a registered nurse for
 . We had a long loving relationship of 11 years and we had
planned to be married very shortly after the incident. There are many domestic 
partners and/or fiancees who suffered the loss of their loved ones in this attack.
Our suffering is as great as that of a spouse and our suffering is compounded for
lack of official recognition.

The Victims Compensation Fund was legislated by Congress with Federal funding
to compensate those who lost their loved ones in the attacks on the Pentagon and
the World Trade Center. Mr ken Feinberg, the Special Master, was sympathetic,
but indicated that he will not recognize domestic partners or fiancees when
distributing the funds. He said in our recent meeting in New Jersey that he was
going to follow the laws of the domicile when it comes to who will get compensated.
Mr. Feinberg bases some decisions on the law of the state (domicile) and federal
guidelines for other decisions. We feel that he should recognize domestic partners
since they make up a family unit. We understand that he can use his discretion for
this decision and include us in the compensation. Most public officials are in
agreement on this point. We urge you to support us in giving the fiancees, 
domestic partners and/or same sex partners the same right to collect from the
Victims Compensation Fund as the spouses.

forward to hearing from you very soon.

 To Mr. Feinberg:

 I am writing to urge you to ensure fair treatment for all surviving
families of the tragedy on September 11th, including the children and
families of low-wage workers and gay and lesbian families.

Under traditional rules based on lost wages, the survivors of a bond trader
earning millions of dollars per year might receive thousands of times as
much compensation as the survivors of a dishwasher in one of the restaurants
destroyed.  Justice requires looking far beyond the last paycheck to the
inherent worth of all those killed, so that a high minimum compensation
level is set to lessen the disparities. It would be a double blow to the
survivors to first lose their loved one and then watch as most of the
taxpayer money went to those who were already well off in the first place.

The second major issue has to do with recognizing the legitimacy of gay and
lesbian relationships and families. Gay and lesbian families are especially
vulnerable when one partner is killed. Because the option of marriage is
unavailable, these families may find themselves in the traumatic predicament
of having to prove that their union is legitimate. Fortunately, both the Red
Cross and the State of New York have already announced that they will not
discriminate against gay and lesbian families. The Department of Justice
should do the same.

will act on these very important issues.

September 11 Victims Relief Fund

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Rescue Workers and the Compensation Fund

Dear Mr Feinberg

As the administrator of my brother's estate I would like to register my
extreme dissatisfaction with the regulations as they pertain to rescue
workers and ask that you somehow find a way to make this a viable option for
us.

1. Our ability to recover from such entities as the City of New York
and the PANYNJ (where our ability to claim eventual court awards was not in
jeopardy - as it may or may not have been in the case of airline
bankruptcies) was limited by congress in exchange for access to this fund.
Because of the subtraction of insurance and other benefits, especially as my
brother was also a reservist, we have no reasonable recourse to the fund.
This is just basically unfair.
2. Police salaries are low in part because of the burden of the
extensive benefits packages offered. These are really negotiated as part of
compensation in a way fundamentally different from other professions. My
brother could not reasonably carry out his duties without them, so he could
not negotiate them away. IN the case of Policemen and similar professions at
least some of the benefits received should be considered part of their
salary and not collateral sources.
3. The scales for compensation are inherently unfair in my brother's
case. He was a member of one of the more skilled and elite law enforcement
units in the world, the NYPD's                   teams. After completing twenty years in
the NYPD he had a whole range of options for a second career.                   members
have gone on to consult for major international security and consulting
firms working for corporations, cities, states and foreign countries or
acted as consultants to television and movie productions involving special
police units. 

  Even for the least ambitious                   member there are
opportunities to work in Federal Agencies which specifically recruit retired
                  cops, such as the Federal Marshals or Secret Service. Both these
services have a precedent of waving age entrance limits and specifically
recruiting                   cops finishing their 20 years in the NYPD directly into
senior positions. So that in this case he would have been earning his full
pension, plus a full wage as a senior Federal Employee and then be able to
retire with 20 years in this second job before reaching mandatory retirement
and so have two full pensions by the time he was 60. 

  We are not sure of how all these possibilities could be
taken into account in your system. Would we be able to argue he should at
least be given credit for the least ambitious option, despite the fact we
believe he would have achieved a lot more? Or will the fact that he
theoretically could have just stopped working at 40 with a full NYPD
pension, and we can not actually prove he would not have done this, mean he
will not receive compensation for these lost potential earnings?

INCLUDE EVERYONE IN THE SEPT 11 COMPENSATION FUND

There is no reason to exclude any person or family from the regulations governing the "September 11 Victim Compensation Fund". All surviving persons and families of victims, whether biological or not, including committed partners and children of committed relationships in gay or lesbian families should be included in these rules. I am dismayed that there are persons who think otherwise and who wield power to discriminate against victims of our terrible tragedy which makes them then a second victim of the attack. America is not blessed if a decision like this fails to include all.

To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on September
11th, 
including the children and families of low-wage workers and gay and lesbian families.


Under traditional rules based on lost wages, the survivors of a bond trader earning millions of dollars
per
year might receive thousands of times as much compensation as the survivors of a dishwasher in one of
the
restaurants destroyed. Justice requires looking far beyond the last paycheck to the inherent worth of all
those killed, so that a high minimum compensation level is set to lessen the disparities. It would be a
double
blow to the survivors to first lose their loved one and then watch as most of the taxpayer money went to
those
who were already well off in the first place.


The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships and 
families. Gay and lesbian families are especially vulnerable when one partner is killed. Because the
option of
marriage is unavailable, these families may find themselves in the traumatic predicament of having to
prove
that their union is legitimate. Fortunately, both the Red Cross and the State of New York have already 
announced that they will not discriminate against gay and lesbian families. The Department of Justice
should
do the same.

Compensation for partners of gay victims


To whom it may concern:

What a shame that in almost every state, partners of gays and lesbians who 
died on Sept. 11 will be left out of the victims compensation program that 
is otherwise so generous that illegal immigrants will be compensated.

Please let us know what you will do to rectify this horribly discriminatory 
situation.

September 11th Victims Relief Fund

    The known surviving gay and lesbian victims of September 11th must be 
given equal access to the "September 11th Victims Relief Fund"as 
non-homosexual victims. The Universal Declaration of Human Rights as adopted 
by the United Nations General Assembly in 1948 under article 21 prohibits the 
arbitrary removal of government services from its citizens. The United States 
membership in the United Nations also requires it to abide by the decisions 
of the United Nations General Assembly.

9/11 Fund Final Rule comment

I am deeply offended by the portion of the 9/11 Fund Final Rule that
eliminates benefits for domestic partners.  The Final Rule clearly has made
exceptions to Federal law by allowing non-citizens to receive benefits.  Yet
there is an unwillingness to make exceptions to local laws and allow
benefits for domestic partners, including gay and lesbian partners.  This
willingness to overlook some laws but not others smacks of unfairness,
moralistic judgement and gross predjudice.

Gays and lesbians are well-documented victims of the September 11 attacks,
and included heroes who were actively involved in fighting the terrorists
onboard planes.  To deny their partners equal benefits is inexcusable.  I
ask that you reconsider this decision and let your compassion overcome your
hatred.

Equal Treatment for Survivors

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

Please Help All types of people involved in 9/11.

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Help all victims of terrorist attack


Dear Mr. Zwick:

The very humane Fund for relatives of victims of the September 11
terrorist attacks must include all relatives of all the victims.

This importantly should include the partners and children of same sex
unions.  They suffer just as grievously for their deceased loved ones as
do other survivors, and their need for assistance is just as great.

Please do not give in to the importuning of callous homophobic groups and
individuals who would have the Department of Justice limit compensation
to survivors of heterosexual unions.  They are interested in a political
victory, not humane assistance.

This Fund is intended for humane purposes; it is not a political
statement, Mr. Zwick.

Dear Mr. Feinberg:
As the surviving spouse of an innocent WTC victim, I
feel cheated and victimized all over again.  While no
amount of money can bring back our loved ones or
diminish our daily anguish, the proposed fund is an
insult not only to us but also to the memory of those
who perished on 9/11.
It is abundantly clear that this fund has been
established solely with one purpose in mind and that
is to eliminated the vast majority of the 9/11
families from being able to collect much of anything
from this fund.
Congratulations, you have presented us with a classic
Catch-22 proposal.
I wonder where the remaining $15 billion bail-out for
the airlines is being diverted to?
A modification of this fund is in order.
