Surprised? By Bob Reuschlein, realeconomy.com, madpeace.org
President's Home State Gets Next Fighter Plane Contract
October 26, 2001. The pentagon announced today that the F-35 Joint
Strike Fighter, a $200 Billion project was awarded to Lockheed's Fort
Worth (Dallas) Texas factory, rather than Boeing's St. Louis, Missouri
factory. This continues a long proud tradition of awarding major
defense contracts based always on politics and sometimes on merit. Many
presidents and top congressional leaders have built their careers around
these two facilities.
St. Louis is the leading military spending city with $7 Billion and
has long been at the top of the list, thanks to being in the home state
of the first Cold War president, Harry Truman, and the home city of
current Democratic congressional leader, Dick Gephardt.
Fort Worth has the distinction of being in the home state of three
presidents, Lyndon Johnson and two named George Bush, and one Speaker of
the Houses home district, Jim Wright, and in the home state of another
Speaker of the House, Sam Rayburn. In the sixties the F-111 contract
had to be bid out three times before President Johnson could award the
contract to his home state over what many considered a superior Boeing
bid.
Today the Lockheed bid is considered better so Bush can accept the
first bid. Another nominal factor is that a pure military contractor
like Lockheed will be more desperate to get the job than a commercial
aircraft provider like Boeing that has long had only 20% or 30% of its
business in military sales.
Notably, Republican Senator Kit Bond of Missouri is asking the
Pentagon to share the production of the F-35 in the future to prevent a
monopoly of fighter production by one company. His odds will be greatly
improved, probably guaranteed, if the Democrats retake the House next
year and Dick Gephardt becomes the new Speaker.
Other prominent past examples of military pork barreling include the
famous Reagan unprecedented peacetime military buildup. The loot was
divvied up three ways, House, Senate, and President, so 30% of the
buildup went to Reagans California, and the Speaker's New England did
very well as did Senator Sam Nunn's Georgia and Bob Dole's Kansas.
The best fighter craft in the world today are the F-15 produced in
St. Louis and the F-16 produced in Fort Worth. The new contract will
add 9000 jobs to Texas.
Another important story of the military industrial complex is the
Atlanta suburb of Marrietta, Georgia.
All the nation's military airlift capacity produced during the Cold
War came from Marietta until Reagan gave some of the business to
California. Former John Birch Society President Norm MacDonald
represented that congressional district until he died in the Korean
airliner shot down by the Soviets in 1983; Newt Gingrich was his
successor.
When Jimmy Carter was elected President the former Georgia Governor
was used to working closely with Georgia's Senator Sam Nunn. So it was
very natural for both of them to be big believers in military airlift
capacity. Naturally, their answer to the oil embargo of the seventies
was to build a military Rapid Deployment Force which would be very
dependent on airlift capacity. Later Nunn suggested reducing our
300,000 troops in Germany to 100,000. George Will speculated that Nunn
was moving to the political center to be more acceptable to mainstream
democrats put off by this hawk. But this policy would lead to thousands
of more Georgia jobs building the increased airlift capacity necessary
to quickly return troops to Germany in a crisis.
These examples and countless more illustrate the phenomena that some
states own the military industrial complex while others merely rent it.
Owner states like California, Texas, Georgia, Mississippi, Missouri, and
Massachusetts gain more than they lose in taxes when there is a military
buildup. Renter states like Illinois, Michigan, Ohio, Pennsylvania and
New York pay more in taxes for their average share of the military money
than they receive back. Hence state and regional economies profit or
lose dramatically when there's a military buildup or builddown.
This is well known in the high military states but it affects the
low military states just as much or more. The owners profit mightily in
a military buildup at the expense of the renters. As the rent goes up
the landlord wins and the tenant loses. The opposite happens in a
military builddown like after the Cold War. As the rent goes down, the
owners suffer and the renters become more prosperous.
No region is affected more than the Industrial Midwest area of the
Great Lakes region of the country, the one region farthest from the
national average of any: the West and South are slightly above average
and the Northeast is slightly below average, but the Midwest is way
below average. For example, the Midwest prospered after the Cold War
ended, with 74% of the national housing boom of 1994. And they suffer
under a military buildup, with 65% of the lost jobs in the last year as
the military budget increased $25 billion in fiscal year 2001. The
budget was formed in October of the presidential election year, with the
huge temptation to trade jobs for votes. Add another $38 billion
increase in the new military budget thanks to the current crisis and the
Midwest recession will become a depression.
Every elected president during the Cold War came from an above
average military spending state. Hence the military owner states own
the presidency. And the presidential election resembles more of a
military auction as no one dares offend workers in military contractor
plants and military aircraft plants seek to have their home state
candidate elected president with the resulting lockhold on the military
budget.
Oh, the only post WWII elected president to come from a low military
state? Clinton, who came from a high military region, embraced every
weapons system on the campaign trail in 1992, and still was violently
hated by the right wing as Bush won 90% of the military vote in 2000.

Hello,

Below is an electronic version (available at www.abffe.com)
of a letter recently sent to booksellers nationwide from the American
Booksellers Foundation for Free Expression (ABFFE) based in NYC. It
speaks volumes about the climate of fear and imposed political
conformity that has been precipitated by the counter-terrorism
legislation. I fear further erosion of our civil liberties lies
ahead - don't take anything for granted anymore in this "democracy"...

November 1, 2001

Dear Bookseller,

Last week, President Bush signed into law an antiterrorism bill that
gives the federal government expanded authority to search your
business records, including the titles of the books purchased by your
customers. This letter contains
our best legal judgment on what you should do if you are served with
a court order under the Foreign Intelligence Surveillance Act (FISA).

Under the new law, the director of the FBI may seek an order "for any
tangible things (including books, records, papers, documents, and
other items) for an investigation to protect against international
terrorism or clandestine
intelligence activities." The request for such an order is made to a
judge who sits in a special court that is sometimes called the "spy
court." The judge makes his decision "ex parte," meaning there is no
opportunity for you or your
lawyer to object in court. You cannot object publically either. The
new law includes a gag order that prevents you from disclosing "to
any other person" the fact that you have received an order to produce
documents.

ABFFE is deeply concerned by the potential chilling effect of court
orders issued to booksellers under this new law. Normally, when a
bookseller receives a subpoena for customer information, he or she
has the opportunity to ask the
court to quash the order on First Amendment grounds. In several
cases, booksellers have successfully resisted subpoenas.

Under FISA, however, booksellers may not have this chance. Depending
on the wording of the order, the bookseller may be required to
immediately turn over the records that are being sought.

Nevertheless, ABFFE's advice to booksellers who receive a court order
under FISA remains the same as it is to those who receive a subpoena.
The first thing you should do is call your attorney. Then, either you
or your attorney should
contact ABFFE so that we can put you in touch with lawyers who are
familiar with the law surrounding the privacy of bookstore records.

Although the wording of the law seems to suggest that contacting
anyone about the court order is forbidden, it is ABFFE's belief that
you remain entitled to legal counsel. Therefore, you may call your
attorney and/or ABFFE.
Because of the gag order, however, you should not tell ABFFE that you
have received a court order under FISA. You can simply tell us that
you need to contact ABFFE's legal counsel.

Legal counsel is important even in cases where it is not possible to
challenge a court order. It may be possible for you to have a lawyer
present during a search of your store records. If so, the lawyer will
be able to help you ensure that
there is no violation of the privacy of your other customers.

However, it is possible that the FBI will demand immediate access to
your records. If the agents are unwilling to permit you to contact
your attorney, you should cooperate with them. Otherwise, you may be
arrested for disobeying
a court order. If you have no choice but to turn over records, the
best thing you can do is help the FBI find the information that it is
looking for and thus avoid exposing the records of other customers.
If you have legal questions
after the search had been conducted, you can call your attorney or
ABFFE will put you in touch with its lawyers.

At times of national crisis, civil liberties are very vulnerable.
Although the new antiterrorism law contains a number of provisions
that were deeply disturbing to civil libertarians, it passed the
House by a vote of 356-to-66. In the Senate, Russell D. Feingold of
Wisconsin was the only dissenting vote.

We believe the climate of opinion will eventually shift, allowing a
reasoned debate of the dangers posed by these provisions. In the
meantime, ABFFE will continue to work to remind public officials of
the danger of sacrificing free
speech in the quest for security.

I want to take this opportunity to thank ABFFE members for their
support and to urge anyone who isn't a member to consider joining
now. Whether we can continue to act as the bookseller's voice in the
vote against censorship depends on you.

Yours very truly,

X
President

Thanks, X, for putting into words more or less what I have been
thinking. Political action is new for me, so I don't have any experiences
to draw from when trying to make this kind of decision. But, in general, I
was thinking what we need most is to be effective. I don't think many would
show up for a rally today, and a small number of people (who are getting
burned out already) would put a lot of effort into planning it for little
results. Having been on the phone calling people the last time and reaching
very few, getting people there on Saturday with short notice is tough.
Also, how many times can you call up the media for a small event before they
stop showing up at all? And what about our speakers list? They'll
hesitate, too, if we overuse them ineffectively. Basically, in order to get
more community support, I think education and outreach would be far more
effective than carrying signs on a Sat evening when there is no Capital
traffic, and maybe a 20 second photo opp on TV.

Now, if the escalation continues at a gradual pace, I think we certainly
could and should plan an action about it that's not specifically linked to a
single day's troop activity. It seems like there are lots of other actions
going on that we could perhaps tie into, or make up our own reason, like one
month of bombing or something.

peace, X

>
>
> > Yes I have an opinion... I think our reactionary plans to respond to
> > egregious actions on the part of the US are totally off the mark.
>Barring
> > deployment of tactical nukes to the field, employment of weapons of mass
> > destruction, or overt invasion with intent to occupy a country, nothing
>the
> > US does right now will upset enough of the people to help us gather a
>big
> > rally. A big rally in my experience in Madison is over 1000 people. A
> > medium size rally is between three or four hundred and a thousand. How
>many
> > of us think we can even organize a medium size rally in response to an
>ill
> > defined set of "emergencies" that we intend to react against? We need
>to
> > look deeper for a strategy and tactics that won't have our best people
> > burning out from so much work to so little result. We need to define a
> > program of constant social pressure. We need to keep the issues
>squarely
>in
> > front of the people 7 by 24. And I think we need to do this without
> > alienating and polarizing people.
> >
> > I think the art event planned for next week is wonderful because it is
> > independent of CNN ("all anthrax all the time" as X says). How much
> > tabling do we have the resources to support, week in and week out at
>both
> > unions? How many other "vigils" like the Quaker sponsored ones on
>Monday
> > and Friday can we organize and support? A few people here and there all
>the
> > time is far more effective than poorly attended rallies held in response
>to
> > ill defined emergencies.
> >
> > I'm not saying all of our rally activities to date have been ineffective
>or
> > poorly attended... far from it! But organizers who can help to channel
>a
> > spontaneous response from the people with a rally will be far more
>effective
> > than organizers who attempt to drum up a response.
> >
> > I think we need to refine our approaches: hold rallies that are well
> > planned and/or responsive to a clear need; work with education and
>outreach
> > to see that tables are planned and manned, ummm... personed; organize in
>the
> > community around people who may want to respond to the war with peaceful
> > activity, but could give a rats ass regarding abstruse economic issues
>like
> > G8 summits. Want to educate these people? Give them time and good
> > examples.
> >
> > Comments? Thoughts?

> > Aaaargh.

> > > all (this is really a response to X's friday morning
> > > call to potential action/questions and marina's friday
> > > night hey it looks like we should at least do a picket

> > > suggesting, i am out, as i have to work, but pls keep
> > > me posted, as i will then start the arts chain going.
> > > do we want same signs or more? X has sticks and i
> > > have cardboard, etc.
> > >
> > > i wonder if, and this is just a wonder, having even a
> > > picket when the action is not being well-publicized is
> > > a good idea. i know that there is much going on in
> > > this war, like all other us "actions" which is
> > > underwritten dramatically, and we need to call
> > > attention to it, however, folks are more likely to
> > > understand what we are calling for and call with us if
> > > it is of a dramatic nature. subjective nature, i
> > > suppose. as we all agreed at the last meeting, from
> > > here on out it is much more subjective than just the
> > > bombing beginning.
> > >
> > > regardless, i will pass the word if i hear back from
> > > more folks.

> > > > Hi all,
> > > >
> > > > I'm back from work and the media coverage is
> > > > different than this
> > > > morning. This morning, TV had reported it as
> > > > "deploying ground troops."
> > > > Now the media is characterizing it as "a handful of
> > > > U.S. special forces."
> > > > Given that description, it looks like we do not need
> > > > to employ our
> > > > emergency response today. What a relief! However, I
> > > > think we need to
> > > > be READY if troops are sent in. Given the quick
> > > > nature in which this
> > > > may happen, I opt for planning our strategy now so
> > > > we don't have to
> > > > scramble later. I think a picket line would be the
> > > > most expedient course,
> > > > especially given the fact that we've already had
> > > > numerous
> > > > rallies. Also, a picket line is a lot less work to
> > > > organize than a rally.
> > > > Rallies involve amplification, multiple speakers,
> > > > musicians, etc. We would
> > > > need the following to be ready if we decide on a
> > > > picket line: press release,
> > > > press contacts, bullhorn or portable sound system
> > > > (or both), picket signs,
> > > > chant sheets, and MAPC literature. These tasks cross
> > > > over multiple
> > > > committees so I think we ought to decide now what we
> > > > want to do and
> > > > start preparing within the committees--then we won't
> > > > be in a crisis
> > > > mode later.
> > > >

> > > > Protesting Ground Troops
> > > >
> > > >
> > > > > CNN is reporting a small deployment of Special
> > > > Forces ground troops,
> > > > > probably intended to locate targets for air
> > > > strikes rather than to engage
> > > > in
> > > > > combat. Fox News is reporting three teams of a
> > > > dozen troops each. One of
> > > > > them reported that there had been numerous prior
> > > > sightings of U.S. troops,
> > > > > but that this was the first official confirmation.
> > > > It's not the top story
> > > > > either place.
> > > > >
> > > > > My recollection from the CC discussions was that
> > > > an emergency response
> > > > would
> > > > > be automatic in the event of a non-Special Forces
> > > > ground invasion or a
> > > > > *major* deployment of Special Forces, but that a
> > > > small Special Forces
> > > > > deployment would not necessarily trigger an
> > > > emergency action.
> > > > >
> > > > > I would also note that, in the two hours since X
> > > > posted this, there has
> > > > > been no other discussion of an action on any of
> > > > the MAPC lists. So I
> > > > don't
> > > > > get the impression that other folks in MAPC have
> > > > interpreted this as
> > > > > requiring immediate action.
> > > > >
> > > > > My own feeling -- perhaps influenced by the fact
> > > > that I'm sick and can't
> > > > > help out regardless -- is that this is not a
> > > > significant military
> > > > escalation
> > > > > and is probably just a public acknowledgment of
> > > > what has been happening on
> > > > > the ground all along.

> > > > > Subject: [MAPC-action] 5pm Action Protesting
> > > > Ground Troops
> > > > >
> > > > >
> > > > > > The media is saying that the US has sent ground
> > > > troops into Afghanistan.
> > > > > We
> > > > > > had planned on a 5pm action on the capitol in
> > > > response to this. I think
> > > > we
> > > > > > should go ahead, but given all the other things
> > > > we are doing, we should
> > > > > keep
> > > > > > it simple.
> > > > > >
> > > > > > I propose we just have a picket line. The
> > > > following things need to be
> > > > > done:
> > > > > >
> > > > > > Get an announcement out to WORT to build the
> > > > action.
> > > > > > Get a bullhorn.
> > > > > > Put together a sheet of chants.
> > > > > >
> > > > > > What do you think?
> > > > > >
> > > > > > Unfortunately, I am walking out the door to go
> > > > to work, so I can't help
> > > > on
> > > > > > this. Given the fact its a work day, I suspect
> > > > alot of other people are
> > > > in
> > > > > > the same boat. Can someone step up and run with
> > > > this?
> > > > > >
> > > > > > Thanks.

Policy committee,

I want to express my support and appreciation of the work you have done on
the Policy committee. I hope that you were not too frustrated and
disheartened by the discussion at the meeting tonite on the common council
proposal. It is really super that you put this together and brought it
forward to the group. I hope that those having differing opinions on the
verbiage and tone will give you whatever help you need in moving forward
with the "2 pronged" approach. I would encourage you to utilize X's offer of assistance and experience.

I personally have mixed feelings on it, and no experience in political
matters. On the one hand, I would like it to be stronger and actually say
what we mean, but understand the desire to actually get something passed.
In any case, I just wanted to express my support for your efforts in
whatever direction they take.

I strongly support X call to keep the MAPC Nov. 17 event
family-friendly and
nonconfrontational. Publicity has already gone out seeking to set that
type of tone and attract people on that basis.

MAPC is still in the process of establishing its identity in the
Madison community. Our effectiveness could easily be hurt by a few
individuals who share our goals but feel compelled to chose their own
tactics while marching under our banner.

A member of our church passed out copies of MAPC's Peace Parade &
Memorial flyers to members of the congregation during announcements on
Sunday, and during the parish meeting which followed I was elected to
chair our Social Action Committee. The tone of the event on 11/17 could
well decide whether our Social Action Committee and comparable groups in
other Madison churches decide to join the MAPC coalition. It only takes
one or two people pursuing their own "radical" tactics to siphon off
almost all the media attention and set the tone of the event in the mind
of most of the public.

I would like to see today's general membership meeting call on all who
join us on Saturday to commit to keeping the event family-friendly and
nonconfrontational. If we approve a statement to that effect, I
recommend that it be sent to the Chief of Police, in a spirit of
openness. It would be a mistake to start with the assumption that the
Madison police are our enemy.
A month ago I sent the following message to two members of the Outreach
and Education Committee (below) which is still relevant.

'Date: Tue, 9 Oct 2001
Subject: Outreach Committee

I have a concern that I hope you will raise with the committee. It seems
to me that while many groups who are potential coalition members would
agree with the 3 MAPC goals, they would want to know HOW the coalition
will pursue these goals before deciding to join. Most church groups, for
example, would probably like to see an explicit commitment to openness
and nonviolence and a disavowal of the idea that the end justifies the
means. I recommend that this committee develop a proposal, in broad
language, for adoption at the next general meeting. This might involve,
for example, a sentence to be used immediately below the name of our
group, Madison Area Peace Coalition, in all the literature we develop,
such as: "Committed to nonviolent action aimed at breaking the cycle of
hate and violence." '

> Also, when we all agree on the wording, we should give this a run by the
> whole MAPC, with an intro on why we feel the humanitarian angle is the
best
> and most productive one to take with the City Council. I'm expecting
we'll
> hear some disappointment from people who want us to push a politically
> unviable stop the bombing resolution. But maybe I'm wrong on that (it's
> happened once or twice before, you know).

I've been thinking that a compromise on THAT might be to specifically
condemn
the use of cluster bombs (on which score we can cite really unimpeachable
sources like the ICRC and Princess Diana's Anti-Mine Fund ;) ) and generally
voices skepticism about the effect of bombing on the humanitarian situation.

See below for more specific comments.

> > Dear Policy Committee,
> >
> > Due to my own error, I have so far failed utterly at getting myself on
> > the policy e-mail list. However, 30 minutes ago I discovered the list
> > archive on the web site, and now I am up-to-date!
> >
> > Thank you for your comments! Wonderful!
> >
> > I incorporated your suggestions. More edits may be in order--feel free
> > to suggest more edits.
> >
> > After one more round, perhaps we can bring it around to alders--I'll
> > wait for the policy committee's OK.
> >
> > Below is the current draft. Send me further suggestions for changes.
> >
> > Best Regards,

> > =================================================================
> > A RESOLUTION regarding the urgent need to provide emergency humanitarian
> > assistance and development assistance to civilians in Afghanistan,
including
> > Afghan refugees in surrounding countries.
> >
> >
> > SPONSORS: [Alders names here.]
> >
> >
> > WHEREAS, a disastrous humanitarian crisis is underway, with an
estimated
> 7.5
> > million people in Afghanistan facing critical food shortage or outright
> > starvation this winter; and
> >
> > WHEREAS, 70 percent of these people are women and children, and the
UN
> > estimates 400,000 children under five will likely die this year, an
increase
> > of over 30 percent from last year; and

I don't think I like this phrasing, because it requires one to do a
calculation.

Instead: "UNICEF estimates 100,000 more children under the age of five will
die
this winter than did last winter, and increase of more than 30 percent; and"
?

> >
> > WHEREAS, food aid shipments have been disrupted due to security
concerns
> > around U.S. military actions in Afghanistan; and

This would be an opportunity to mention bombing obliquely, if we so chose.

> > WHEREAS, the aid agencies active in the region, including the Nobel
> laureate
> > Doctors Without Borders (MSF), Oxfam International and the World Food
> > Program have stated that the U.S. food
> > drops can not meet the increasing and urgent need for assistance; and
> >
> > WHEREAS, Madison now participates directly and indirectly in U.S.
military
> > efforts through many channels, including the federal taxes its citizens
pay,
> > and through its citizens' participation in the armed forces; and
> >
> > WHEREAS, the Mayor and Common Council are appalled at the mass
starvation
> > that will result from these actions to which they are a party if the
> > situation is not speedily addressed, and also appalled at the dishonor
such
> > an outcome would be for the victims of the terrorist attacks of
September
> > 11th;
> >
> > NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and Common Council urge a
> > resolution to the situation that minimizes loss of life; and
> >
> > BE IT FURTHER RESOLVED THAT humanitarian concerns must now be a top
priority
> > for U.S. policy toward Afghanistan, especially as there exists a narrow
> > window of opportunity for supplying food to the region's population
before
> > winter makes this difficult or impossible; and
> >
> > BE IT FURTHER RESOLVED THAT Afghanistan's neighbors should immediately
> > reopen their borders to allow for the safe passage of refugees, and the
> > international community must be prepared to contribute to the economic
costs
> > incurred by the flight of desperate Afghan civilians; and
>
> * in the previous clause, I would change to "...and the U.S. and other
> members of the international community must be prepared..."
> Let's make the obligation of the U.S. explicit (bastards, you caused the
> problem...)
>
> >
> > BE IT FURTHER RESOLVED THAT the United States must actively support the
work
> > of various agencies to deliver assistance in Afghanistan, particularly
> > through overland truck convoys, and support safe humanitarian access to
> > affected populations, in partnership with humanitarian agencies in
> > quantities sufficient to alleviate a large scale humanitarian
catastrophe;
> > and
> >
> > BE IT FURTHER RESOLVED THAT the United States should contribute to
efforts
> > by the international community to provide long-term, sustainable
> > reconstruction and development assistance for the people of Afghanistan,
> > including efforts to protect the basic human rights of women and
children;
> > and
> >
> > BE IT FURTHER RESOLVED THAT the United States should support democratic
> > processes in Afghanistan leading to a government which represents all
its
> > people, including women.

If we really wanted to give this resolution some sting (particularly
assuming
that it might in fact get a bit of national press) we could finish this off
this a declaration like:

BE IT FURTHER RESOLVED THAT the people of Madison, in solidarity with the
international community and in their capacity as citizens of the United
States,
will hold the Government of the United States responsible for both the
direct consequences of its military policy in Afghanistan and the results of
indifference to the priority of our humanitarian concerns.

I don't think that's entirely clear, but I like it as a way to unambiguously
push
on what I think will be a more vulnerable spot on the administration's belly
(the
prioritization of humanitarian concerns) than condemning the bombing per se.
It
also emphasizes the responsiblity we have, as citizens, to assert our moral
rights
over the administration of our government, and emphasizes the distinction
between
the Government of the United States, and the citizenry of the United States.

Thoughts?

> A.N.S.W.E.R. FACT SHEET - The Media and the Government
>
> The State Of The "Free Press" After October 7 -
> ALL PROPAGANDA, ALL THE TIME!
>
> In the past weeks, images have been seen around the world of
> bombings of villages, hospitals, mosques, Red Cross
> facilities and more. What has been the response of those
> dropping the bombs? The U.S. and England are opening what
> they call "Coalition Information Centers" - a plan for
> 24-hour-a-day domination of the news to manipulate and
> refute these images.
>
> In the last weeks, the Bush administration, the Pentagon and
> the CIA have been battening down all of the hatches to
> deprive the people of the United States of any independent
> source of information. Why is the government so afraid that
> people in the United States will have the opportunity to
> receive uncensored news and information? It is because the
> Bush administration, having learned a crucial lesson in
> Vietnam, knows that if the people actually learn the truth
> about the war, they may become its most vocal and effective
> opponents.
>
> In some countries, governments have waged violent and
> repressive wars against journalists. Reporters have been
> arrested and even killed, fear has been installed in those
> who seek to go against the government. But that is not the
> case in the U.S. Reporters here don't have to be arrested
> or shot or even threatened. These big capitalist media
> realize that their real function is to be the public
> relations arm of the Pentagon. They are engaging in
> self-censorship.
>
> U.S. textbooks teach of a U.S. media that is distinguished
> from the media in vast parts of the globe because it is a
> "free press" - not a state-run media, but an independent
> media, free from government supervision and dictates.
>
> But since September 11, 2001, and especially since the
> bombing of Afghanistan began on October 7, it would be very
> hard to assert that there is a free or independent press in
> the United States. (Those who have studied the
> corporate-dominated media know that there wasn't much of a
> "free" press in the U.S. prior to September 11 either,
> though there is a growing progressive media independent from
> corporate domination.)
>
> Did you know that ...
>
> On October 7 - the day the U.S. began bombing Afghanistan -
> the National Imagery and Mapping Agency signed a contract
> for exclusive rights to all commercial satellite imagery of
> Afghanistan and other countries in the region. The U.S.
> government's National Imagery and Mapping Agency is a
> "top-secret Defense Department intelligence agency," and it
> is currently in negotiations to renew its contract, which
> expires November 5. It paid $1.91 million for the first 30
> days of the contract. (Reuters, 10/30/01, "US in talks to
> keep rights to satellite images)
>
> On October 10, White House national security adviser
> Condoleezza Rice met with major U.S. television networks and
> asked them not to show videotaped messages issued by Osama
> bin Laden live and unedited. They agreed to this request.
> MSNBC and Fox News did not air at all the next statement
> issued by bin Laden, and CNN showed only brief excerpts.
>
> On October 11, the Bush administration asked newspapers not
> to print statements issued by Osama bin Laden. They agreed.
>
> On October 17, a closed-door meeting was held between
> network heads and studio chiefs in Hollywood and members of
> the Bush administration. Deputy Assistant to the President
> Chris Henick and Associate Director of the Office of Public
> Liaison Adam Goldman represented the Bush administration in
> the meeting, where Hollywood heads "committed themselves to
> new initiatives in support of the war on terrorism. These
> initiatives would stress efforts to enhance the perception
> of America around the world, to 'get out the message' on the
> fight against terrorism and to mobilize existing resources,
> such as satellites and cable, to foster better global
> understanding." (Variety, 10/18/01, White House enlists
> Hollywood for war effort, By Peter Bart)
>
> On October 30, the chairman of CNN and its head of standards
> and practices sent memos to the CNN staff relating to their
> coverage of the war. In the first memo, Walter Isaacson,
> the chairman of CNN, said it "seems perverse to focus too
> much on the casualties or hardship in Afghanistan." The
> memo sent by Rick Davis, the head of standards and
> practices, continued, it "may be hard for the correspondent
> in these dangerous areas to make the points clearly." Davis
> actually suggested language for anchors to use while footage
> of civilian casualties was being shown: (1) "We must keep in
> mind, after seeing reports like this from Taliban-controlled
> areas, that these U.S. military actions are in response to a
> terrorist attack that killed close to 5,000 innocent people
> in the U.S." or (2) "We must keep in mind, after seeing
> reports like this, that the Taliban regime in Afghanistan
> continues to harbor terrorists who have praised the
> September 11 attacks that killed close to 5,000 innocent
> people in the U.S." or (3) "The Pentagon has repeatedly
> stressed that it is trying to minimize civilian casualties
> in Afghanistan, even as the Taliban regime continues to
> harbor terrorists who are connected to the September 11
> attacks that claimed thousands of innocent lives in the
> U.S." He concludes, "Even though it may start sounding
> rote, it is important that we make this point each time."
> ("CNN Chief Orders 'Balance' in War News" by Howard Kurtz,
> Washington Post 10/31/01)
>
> On October 30, British Defense Minister Geoff Hoon met with
> U.S. Secretary of State Donald Rumsfeld, to stress England's
> concern about the fact that public opinion in Britain and
> the rest of Western Europe has been turning against the war,
> largely because of the increasing reports of civilian
> casualties from the bombing. A "Western diplomat" quoted in
> the New York Times said, "the collateral damage doesn't make
> nice pictures in the newspapers." The Times also reported
> that "The European public appears more concerned about
> civilian casualties than ending the war swiftly." Senior
> Blair adviser Alstair Campbell met with U.S. Presidential
> Counselor Karen Hughes about concerns about public opinion
> in Europe and the Middle East. ("U.S. Campaign on 2nd Front:
> Public Opinion" by Michael R. Gordon and Eric Schmitt, New
> York Times, 10/31/01)
>
> On October 31, Taliban representatives held a press
> conference in Pakistan to announce that over 1,500 people
> had been killed in the first 24 days of bombing, mainly
> civilians.
>
> On October 31, at a joint press conference with British
> Prime Minister Tony Blair, Syrian President Bashar Assad
> said "We cannot accept what we see on the [television]
> screen every day - hundreds of civilians dying."
>
> On November 1, the U.S. and Britain jointly opened
> "Coalition Information Centers" in Washington DC, London and
> Islamabad, Pakistan. These centers will allow for
> 24-hour-a-day efforts to dominate news coverage of the U.S.
> and British bombing of Afghanistan. Their focus will be on
> rebutting reports of civilian casualties. It will include
> press conferences, speeches and Internet reports staggered
> to target morning and evening coverage in the U.S., Europe
> and the Middle East and South/Central Asia. The State
> Department is planning its own effort to circulate
> information on the Internet and providing downloadable
> information sheets to be used by U.S. embassies worldwide.
> ("U.S., Britain Step Up War for Public Opinion," by Karen
> DeYoung, 11/1/01 Washington Post)
>
> On November 2, New York Times Op-Ed writer Thomas Friedman
> wrote, "A month into the war in Afghanistan, the
> hand-wringing has already begun over how long this might
> last. Let's all take a deep breath and repeat after me: Give
> war a chance. This is Afghanistan we're talking about. Check
> the map. It's far away." ("One War, Two Fronts," by Thomas
> L. Friedman, NY Times, 11/2/01)

Part of me says "If we have to ask whether we should hold an emergency
rally, we shouldn't hold it."

The other part of me feels like a frog in a pot of water on the stove. If
the heat is turned up gradually enough, the frog never knows when to jump,
until it's too late.

I realize that's not very helpful. Anyone else have an opinion?

Subject: [MAPC-coord] action, no action?

> all (this is really a response to x's friday morning
> call to potential action/questions and x's friday
> night hey it looks like we should at least do a picket
> line sat afternoon emails):
>
> if we are going to do this tomorrow, as x is
> suggesting, i am out, as i have to work, but pls keep
> me posted, as i will then start the arts chain going.
> do we want same signs or more? x has sticks and i
> have cardboard, etc.
>
> i wonder if, and this is just a wonder, having even a
> picket when the action is not being well-publicized is
> a good idea. i know that there is much going on in
> this war, like all other us "actions" which is
> underwritten dramatically, and we need to call
> attention to it, however, folks are more likely to
> understand what we are calling for and call with us if
> it is of a dramatic nature. subjective nature, i
> suppose. as we all agreed at the last meeting, from
> here on out it is much more subjective than just the
> bombing beginning.
>
> regardless, i will pass the word if i hear back from
> more folks.
>
> thanks,

> > Hi all,
> >
> > I'm back from work and the media coverage is
> > different than this
> > morning. This morning, TV had reported it as
> > "deploying ground troops."
> > Now the media is characterizing it as "a handful of
> > U.S. special forces."
> > Given that description, it looks like we do not need
> > to employ our
> > emergency response today. What a relief! However, I
> > think we need to
> > be READY if troops are sent in. Given the quick
> > nature in which this
> > may happen, I opt for planning our strategy now so
> > we don't have to
> > scramble later. I think a picket line would be the
> > most expedient course,
> > especially given the fact that we've already had
> > numerous
> > rallies. Also, a picket line is a lot less work to
> > organize than a rally.
> > Rallies involve amplification, multiple speakers,
> > musicians, etc. We would
> > need the following to be ready if we decide on a
> > picket line: press release,
> > press contacts, bullhorn or portable sound system
> > (or both), picket signs,
> > chant sheets, and MAPC literature. These tasks cross
> > over multiple
> > committees so I think we ought to decide now what we
> > want to do and
> > start preparing within the committees--then we won't
> > be in a crisis
> > mode later.
> >
> > Thoughts?
> >
> > Peace,
> > x

> > Protesting Ground Troops
> >
> >
> > > CNN is reporting a small deployment of Special
> > Forces ground troops,
> > > probably intended to locate targets for air
> > strikes rather than to engage
> > in
> > > combat. Fox News is reporting three teams of a
> > dozen troops each. One of
> > > them reported that there had been numerous prior
> > sightings of U.S. troops,
> > > but that this was the first official confirmation.
> > It's not the top story
> > > either place.
> > >
> > > My recollection from the CC discussions was that
> > an emergency response
> > would
> > > be automatic in the event of a non-Special Forces
> > ground invasion or a
> > > *major* deployment of Special Forces, but that a
> > small Special Forces
> > > deployment would not necessarily trigger an
> > emergency action.
> > >
> > > I would also note that, in the two hours since x
> > posted this, there has
> > > been no other discussion of an action on any of
> > the MAPC lists. So I
> > don't
> > > get the impression that other folks in MAPC have
> > interpreted this as
> > > requiring immediate action.
> > >
> > > My own feeling -- perhaps influenced by the fact
> > that I'm sick and can't
> > > help out regardless -- is that this is not a
> > significant military
> > escalation
> > > and is probably just a public acknowledgment of
> > what has been happening on
> > > the ground all along.

> > > > The media is saying that the US has sent ground
> > troops into Afghanistan.
> > > We
> > > > had planned on a 5pm action on the capitol in
> > response to this. I think
> > we
> > > > should go ahead, but given all the other things
> > we are doing, we should
> > > keep
> > > > it simple.
> > > >
> > > > I propose we just have a picket line. The
> > following things need to be
> > > done:
> > > >
> > > > Get an announcement out to WORT to build the
> > action.
> > > > Get a bullhorn.
> > > > Put together a sheet of chants.
> > > >
> > > > What do you think?
> > > >
> > > > Unfortunately, I am walking out the door to go
> > to work, so I can't help
> > on
> > > > this. Given the fact its a work day, I suspect
> > alot of other people are
> > in
> > > > the same boat. Can someone step up and run with

I think this would fit well under "New Business". What you would need to
do is come at the beginning of the meeting at 6:30, and, when the
facilitators ask if there are any additional agenda items, ask that this be
added. "New Business" comes toward the end of the agenda, probably around
7:30 or 8:00 p.m., after the committee reports and the items that are
already on the agenda. (It's possible to ask that your item be moved
earlier on the agenda, though this sometimes annoys people and we'd be
delighted to have you involved in al of the discussions.)

I'll sending a copy of this to the Coordinating Committee, so that the
facilitators know to expect your request.

Also -- Will it be possible for MAPC to have a literature table at the
event, if we're a co-sponsor?

Thanks
XX

> Hi X,
> thanks for getting back so soon. I am working with the Baha'i Association
as well as a number of other student of color activits on campus to do a
fund raiser for UNICEF. We are going to hold an open mic at the catacombs
cafe on dec. 6 (thursday). there will be a $5 cover charge and all proceeds
go to unicef.
> we are trying to get sponsorship from the MAPC and other groups on campus,
just so we can get more attention for the event. I need to know if you
could vote on this tommorow so i can know if MAPC will help to sponsor. If
yes, I would like to also see if I can contact the arts committee to see if
we can encourage people in your coalition to participate and encourage
their own groups to participate.
> Thanks for the help,
> X

PILGER: THIS WAR IS A FARCE By John Pilger, Former
Mirror chief foreign correspondent

The war against terrorism is a fraud. After three
weeks' bombing, not a single terrorist implicated in
the attacks on America has been caught or killed in
Afghanistan.

Instead, one of the poorest, most stricken nations has
been terrorised by the most powerful - to the point
where American pilots have run out of dubious
"military" targets and are now destroying mud houses,
a hospital, Red Cross warehouses, lorries carrying
refugees.

Unlike the relentless pictures from New York, we are
seeing almost nothing of this. Tony Blair has yet to
tell us what the violent death of children - seven in
one family - has to do with Osama bin Laden.

And why are cluster bombs being used? The British
public should know about these bombs, which the RAF
also uses. They spray hundreds of bomblets that have
only one purpose; to kill and maim people. Those that
do not explode lie on the ground like landmines,
waiting for people to step on them.

If ever a weapon was designed specifically for acts of
terrorism, this is it. I have seen the victims of
American cluster weapons in other countries, such as
the Laotian toddler who picked one up and had her
right leg and face blown off. Be assured this is now
happening in Afghanistan, in your name.

None of those directly involved in the September 11
atrocity was Afghani. Most were Saudis, who apparently
did their planning and training in Germany and the
United States.

The camps which the Taliban allowed bin Laden to use
were emptied weeks ago. Moreover, the Taliban itself
is a creation of the Americans and the British. In the
1980s, the tribal army that produced them was funded
by the CIA and trained by the SAS to fight the
Russians.

The hypocrisy does not stop there. When the Taliban
took Kabul in 1996, Washington said nothing. Why?
Because Taliban leaders were soon on their way to
Houston, Texas, to be entertained by executives of the
oil company, Unocal.

With secret US government approval, the company
offered them a generous cut of the profits of the oil
and gas pumped through a pipeline that the Americans
wanted to build from Soviet central Asia through
Afghanistan.

A US diplomat said: "The Taliban will probably develop
like the Saudis did." He explained that Afghanistan
would become an American oil colony, there would be
huge profits for the West, no democracy and the legal
persecution of women. "We can live with that," he
said.

Although the deal fell through, it remains an urgent
priority of the administration of George W. Bush,
which is steeped in the oil industry. Bush's concealed
agenda is to exploit the oil and gas reserves in the
Caspian basin, the greatest source of untapped fossil
fuel on earth and enough, according to one estimate,
to meet America's voracious energy needs for a
generation. Only if the pipeline runs through
Afghanistan can the Americans hope to control it.

So, not surprisingly, US Secretary of State Colin
Powell is now referring to "moderate" Taliban, who
will join an American-sponsored "loose federation" to
run Afghanistan. The "war on terrorism" is a cover for
this: a means of achieving American strategic aims
that lie behind the flag-waving facade of great power.

The Royal Marines, who will do the real dirty work,
will be little more than mercenaries for Washington's
imperial ambitions, not to mention the extraordinary
pretensions of Blair himself. Having made Britain a
target for terrorism with his bellicose "shoulder to
shoulder" with Bush nonsense, he is now prepared to
send troops to a battlefield where the goals are so
uncertain that even the Chief of the Defence Staff
says the conflict "could last 50 years".

The irresponsibility of this is breathtaking; the
pressure on Pakistan alone could ignite an
unprecedented crisis across the Indian sub-continent.
Having reported many wars, I am always struck by the
absurdity of effete politicians eager to wave farewell
to young soldiers, but who themselves would not say
boo to a Taliban goose.

In the days of gunboats, our imperial leaders covered
their violence in the "morality" of their actions.
Blair is no different. Like them, his selective
moralising omits the most basic truth. Nothing
justified the killing of innocent people in America on
September 11, and nothing justifies the killing of
innocent people anywhere else.

By killing innocents in Afghanistan, Blair and Bush
stoop to the level of the criminal outrage in New
York. Once you cluster bomb, "mistakes" and "blunders"
are a pretence. Murder is murder, regardless of
whether you crash a plane into a building or order and
collude with it from the Oval Office and Downing
Street.

GRIEF: A father weeps over his dead son after the
bombs blunder in Kabul

If Blair was really opposed to all forms of terrorism,
he would get Britain out of the arms trade. On the day
of the twin towers attack, an "arms fair", selling
weapons of terror (like cluster bombs and missiles) to
assorted tyrants and human rights abusers, opened in
London's Docklands with the full backing of the Blair
government.

Britain's biggest arms customer is the medieval Saudi
regime, which beheads heretics and spawned the
religious fanaticism of the Taliban.

If he really wanted to demonstrate "the moral fibre of
Britain", Blair would do everything in his power to
lift the threat of violence in those parts of the
world where there is great and justifiable grievance
and anger.

He would do more than make gestures; he would demand
that Israel ends its illegal occupation of Palestine
and withdraw to its borders prior to the 1967 war, as
ordered by the Security Council, of which Britain is a
permanent member.

He would call for an end to the genocidal blockade
which the UN - in reality, America and Britain - has
imposed on the suffering people of Iraq for more than
a decade, causing the deaths of half a million
children under the age of five.

That's more deaths of infants every month than the
number killed in the World Trade Center.

There are signs that Washington is about to extend its
current "war" to Iraq; yet unknown to most of us,
almost every day RAF and American aircraft already
bomb Iraq. There are no headlines. There is nothing on
the TV news. This terror is the longest-running
Anglo-American bombing campaign since World War Two.

The Wall Street Journal reported that the US and
Britain faced a "dilemma" in Iraq, because "few
targets remain". "We're down to the last outhouse,"
said a US official. That was two years ago, and
they're still bombing. The cost to the British
taxpayer? £800 million so far.

According to an internal UN report, covering a
five-month period, 41 per cent of the casualties are
civilians. In northern Iraq, I met a woman whose
husband and four children were among the deaths listed
in the report. He was a shepherd, who was tending his
sheep with his elderly father and his children when
two planes attacked them, each making a sweep. It was
an open valley; there were no military targets nearby.

"I want to see the pilot who did this," said the widow
at the graveside of her entire family. For them, there
was no service in St Paul's Cathedral with the Queen
in attendance; no rock concert with Paul McCartney.

The tragedy of the Iraqis, and the Palestinians, and
the Afghanis is a truth that is the very opposite of
their caricatures in much of the Western media.

Far from being the terrorists of the world, the
overwhelming majority of the Islamic peoples of the
Middle East and south Asia have been its victims -
victims largely of the West's exploitation of precious
natural resources in or near their countries.

There is no war on terrorism. If there was, the Royal
Marines and the SAS would be storming the beaches of
Florida, where more CIA-funded terrorists, ex-Latin
American dictators and torturers, are given refuge
than anywhere on earth.

There is, however, a continuing war of the powerful
against the powerless, with new excuses, new hidden
agendas, new lies. Before another child dies
violently, or quietly from starvation, before new
fanatics are created in both the east and the west, it
is time for the people of Britain to make their voices
heard and to stop this fraudulent war - and to demand
the kind of bold, imaginative non-violent initiatives
that require real political courage.

The other day, the parents of X, a young
man who died in the World Trade Center, said this: "We
read enough of the news to sense that our government
is heading in the direction of violent revenge, with
the prospect of sons, daughters, parents, friends in
distant lands dying, suffering, and nursing further
grievances against us.

"It is not the way to go...not in our son's name."

Remember that it took a long time before Americans realized that
the Vietnam war was wrong. We are going to have to continue
to do a lot of convincing. /we can only hope that it doesn't
come to domestic (as in: from other Americans) violence before
we get our point across as it did during the Vietnam era.

> People are saying this is not Vietnam, and they're getting
away with it.
>
> Last night I was leafletting at the Dylan concert. A wall
of
>indifference. I'm sure my leafletting technique could use some
improvement.
> But still, fans don't connect this anti-war singer to peace.
>
> And Feingold Sunday at the Pyle Center. He defended our
bombing in
>Afghanistan as justified self-defense, just after he mentioned
(bragged?)
>that he had protested against the Vietnam War right outside
that building.
>It's maddening that he's trying to get credit for a past anti-war
stance,
>while firmly siding with the status quo now.
>
> The Nation's Katha Pollitt recently stated that this war
is not like
>Vietnam. She took potshots at the peace movement, and repeated
the mantra:
>this war is justified self defense. Then in the end she agreed
it's a
>stupid and wrong-headed approach, exactly as she initially characterized

>Vietnam.
>
> Castro's speech handed out at the last Socialist Potluck
showed some
>valid parallels between this war and Vietnam. The vague goal,
the
>unidentifiable enemy, and now the advisors going in.
>
> September 11th is functioning as a pretext, and people won't
acknowledge
>it. Several thousand Americans are killed, so that gives us
the right to
>starve several MILLION Afghanis? That gives us the right to
wage war
>against any number of countries, and use WHATEVER methods and
weapons we
>want?
>
> How can we tap into Americans' belief that Vietnam was wrong,
so that
>they will see this war is wrong in the same way?
>

x,

I've added you to the current yahoo mail lists for mapc and the coord
committee (you were already on Policy), you should receive confirmations
directly through yahoo. As we are close to implementing the new lists,
since the new lists have already been populated and I don't have access to
add you directly, please go to www.madpeace.org, and click on Join. You
will need to join 2 lists - "announcements" for all mapc, and the policy
committee. Since there is no join option for coord committe, I work through
others to get you added and x removed. I think the maillist has been
created, but there isn't a link to self-join - probably a good thing.

I'll work on getting the web site who's who cleaned up, but this may take
another day or so.

Any questions or problems, please feel free to contact me.

Peace,
x

I'm currently reading the book again; my last time was about 12 years ago.
It's really scary how accurately the first 60 pages appear to describe our
current situation.

Did I see somewhere that Madison was considering a city-wide reading of a
particular book like Chicago just did so successfully with To Kill a
Mockingbird? 1984 would be a superb book for such a citywide readathon.

FYI - here's excerpts from the Senate Foreign Operations Appropriations bill
for 2002, which just passed the Senate - it's used to direct foreign policy
thru $$ appropriation to various programs. The $$ for "emerged women Afghan
leaders" could be very positive, but the Peace Corps provisions (in my mind)
are just another way to put a smiley face on murderous U.S. foreign policy.

I vote YES on meeting as the policy cmte at 6 pm before the general meeting
this Tues (at 6:30, correct? does anyone know location? the web site's
wonky), and YES on us presenting our resolution at the general meeting.
Sarah, could you add it to the meeting agenda EARLY in the meeting, if
possible?

PS- from a recent Fisk article: Newsweek outlined the US government's view
with alarming, if unconscious, frankness. "It may be a good thing that
Pakistan is ruled by a friendly military dictator,'' the magazine concluded,
"rather than what could well be a hostile democracy.''

INCREASED PEACE CORPS PRESENCE IN MUSLIM COUNTRIES
SEC.593.(a)FINDINGS.Congress makes the following findings:
(1) In the aftermath of the terrorist attacks of September 11, 2001,it is
more important than ever to foster peaceful relationships with citizens of
pre-dominantly Muslim countries.

(2) One way to foster understanding between citizens of predominantly Muslim
countries and the United States is to send United States citizens to work
with citizens of Muslim countries on constructive projects in their home
countries.

(3) The Peace Corps mission as stated by Congress in the Peace Corps Act is
to promote world peace and friendship.

(4) Within that mission, the Peace Corps has three goals:

(a) To assist the people of interested countries in meeting the need of
those countries for trained men and women.

(b) To assist in promoting a better understanding of Americans on the part
of the peoples served.

(c) To assist in promoting a better understanding of other peoples on the
part of Americans.

(5) The Peace Corps has had significant success in meeting these goals in
the countries in which the Peace Corps operates, and has already established
mechanisms to put volunteers in place and sustain them abroad.
(6) The Peace Corps currently operates in very few predominantly Muslim
countries.

(7) An increased number of Peace Corps volunteers in Muslim countries would
assist in promoting peace and understanding between Americans and Muslims
abroad.

(b) STUDY.The Director of the Peace Corps shall undertake a study to
determine

(1) the feasibility of increasing the number of Peace Corps volunteers in
countries that have a majority Muslim population;

(2) the manner in which the Peace Corps may target the recruitment of Peace
Corps volunteers from among United States citizens who have an interest in
those countries or who speak Arabic;

(3) appropriate mechanisms to ensure the safety of Peace Corps volunteers in
countries that have a majority Muslim population; and

(4) the estimated increase in funding that will be necessary for the Peace
Corps to implement any recommendation resulting from the study of the
matters described in paragraphs (1) through (3).

(c) REPORT.Not later than 6 months after the date of enactment of this
Act,the Director of the Peace Corps shall submit to the appropriate
congressional committees a report containing the findings of the study
conducted under subsection (b).

(d) APPROPRIATE CONGRESSIONAL COMMITTEES DEFINED.In this section, the
term appropriate congressional committees 11means the Committee on Foreign
Relations of the Senate and the Committee on International Relations of the
House of Representatives.

A little more on this indiscriminate, wide-area weapon from the BBC:

  http://news.bbc.co.uk/hi/english/world/americas/newsid_1641000/1641411.stm

It is a fuel-air weapon, the effect of which has been likened to that of a
nuclear bomb, albeit without the radiation.

[ . . . ]

When it explodes, it generates a massive pressure wave. Ordinarily,
atmospheric pressure is just over 1 kg/sq cm (14.2 psi). In a fuel-air
explosion the pressure reaches 30 kg/sq cm (426 psi).

The blast wave shoots out at supersonic speed. A secondary effect is that a
vacuum is created. Air and debris is then sucked back in, creating a
towering
mushroom-shaped cloud.

Fuel-air bombs are particularly terrible weapons Those not incinerated are
injured by the massive blast or the vacuum.

Typical injuries include concussion, blindness, rupture of the eardrums,
seared airways and collapsed lungs, multiple internal haemorrhages,
displaced
and torn internal organs.

The internal injuries are of a type which battle medics area not usually
trained to notice immediately.

Human rights groups say fuel-air weapons are so indiscriminate that their
use
in populated areas would violate international norms of war.

Subject: Re: [MAPC-coord] Sunday meeting reminders and agenda

> A few additions/revisions/comments:
>
> (1) ADD: "Structure of coordinating committee (Do we need an Innie?)"
> This should probably come after the purpose/mission discussion. [My
concern
> here is twofold: First, we've had a number of administrative lapses --
like
> no one having responsibility for reserving rooms for CC meetings. Second,
> e-mail is proving to be a rather sluggish way to deal with issues that
need
> to be decided quickly, such as the "Is this an emergency?" question from
> last weekend, or even the "Where do we hold the general membership
meeting?"
> question. X we need an Innie for the CC -- someone who is responsible
for
> making sure those adminisrative details get covered, and for making phone
> calls to CC members when e-mail isn't fast enough.]
>
> (2) CHANGE: "Funding" to "Report back from Student/Youth Caucus". This
> should come before the discussion of additional at large CC members.
>
> (3) ADD: The usual round table of Working Group reports/updates
>
> (4) COMMENT: Regarding "Additional at large members selection", it was
> pointed out to me that the three existing at-large members were elected on
a
> temporary basis. I can't recall what the final definition of "temporary"
> was, or even if there was one. Do we need to put all five at-large seats
up
> for election, or just fill the two empty ones?

>
>
> > Fellow outies,
> >
> > Here is what I have so far for agenda. These are mostly left from the
> last
> > meeting. If you have additional items, please send to me by Sunday noon
> or
> > bring with you to the meeting. These are not in any particular order at
> > this point.
> >
> > - Purpose/mission for cc (bring your proposals)
> > - Approval of previous meeting minutes (may be moot point as they are
> posted
> > already)
> > - Additional at large members selection (bring your proposals)
> > - GM meeting - select facilitators
> > - GM meeting - prepare agenda
> > - GM meeting - seems like location will be back up for discussion
> > - GM meeting - how much should we pay for meeting space
> > - Being proactive for emergency actions
> > - Funding (not sure of the exact issue, left from last meeting)
> > - International Solidarity
> >
> > I had an action item to compose a Welcome document to distribute at the
> > meeting, I will bring this for commentary.
> >
> > We will need someone to take notes. I can bring my laptop, but won't be
> > able to both take notes and facilitate at the same time.
> >
> > X, do you have another outie from Arts that needs to get added to
> this
> > mail list? Otherwise, please pass on to whomever will be representing
> Arts
> > at the meeting.
> >
> > peace,
> > X

X/cc,

On Sunday I said I'd get a copy of the USAA/Patriot Act. Al-awda just
emailed around a good summary, the bill itself being 273 pages long.
Unfortunately, I am not able to print emails from my computer. (GRRRR!).
Could anyone else on their list print this out for our use? Sorry I am not
able to do this.

<text> -- Just a clarification that the Student caucus do not all feel negatively toward the peace symbol. Some had issues with it, and had an alternate idea, but is was not a group position. Thanks for the interesting historical info on the symbol. I'm all for carrying on the tradition! X

>I couldn't read all the way through this message from X without

>reacting... here goes:

>

>My best advice to the kids and the grown-ups who want to hassle this is "get

>a life." The Peace Symbol is a wonderful thing... paint it green if you

>have to, use it as a global truss if that appeals to your graphic

>sensibilities, but don't drop it and here's why...

>

>The so called "Peace Symbol" pre-dates most of us (apologies to the

>septuagenarians and older folks in our membership). By the mid-1950s,

>public protests of the nuclear arms race were building. In 1955, the year in

>which Albert Einstein died, he and Bertrand Russell issued a Manifesto

>warning of the dangers of continuing the nuclear arms race. Two years later

>in 1957 the great humanitarian Albert Schweitzer made a public "Declaration

>of Conscience" in which he stated that "the end of further experiments with

>atom bombs would be like early sun rays of hope which suffering humanity is

>longing for." The Committee for a Sane Nuclear Policy (SANE), an

>organization of private citizens seeking to alter official nuclear policies,

>was formed in 1957.

>

>One of the most widely known symbols in the world, in Britain it is

>recognised as standing for nuclear disarmament - and in particular as the

>logo of the Campaign for Nuclear Disarmament (CND). In the United States and

>much of the rest of the world it is known more broadly as the peace symbol.

>It was designed in 1958 by Gerald Holtom, a professional designer and artist

>and a graduate of the Royal College of Arts. He showed his preliminary

>sketches to a small group of people in the Peace News office in North London

>and to the Direct Action Committee Against Nuclear War, one of several

>smaller organisations that came together to set up CND.

>

>The Direct Action Committee had already planned what was to be the first

>major anti-nuclear march, from London to Aldermaston, where British nuclear

>weapons were and still are manufactured. It was on that march, over the 1958

>Easter weekend that the symbol first appeared in public. Five hundred

>cardboard lollipops on sticks were produced. Half were black on white and

>half white on green. Just as the church's liturgical colours change over

>Easter, so the colours were to change, "from Winter to Spring, from Death to

>Life." Black and white would be displayed on Good Friday and Saturday, green

>and white on Easter Sunday and Monday.

>

>The first badges were made by Eric Austin of Kensington CND using white clay

>with the symbol painted black. Again there was a conscious symbolism . They

>were distributed with a note explaining that in the event of a nuclear war,

>these fired pottery badges would be among the few human artifacts to survive

>the nuclear inferno. These early ceramic badges can still be found and one,

>lent by CND, was included in the Imperial War Museum's 1999/2000 exhibition

>From the Bomb to the Beatles.

>

>What does it mean?

>

>Gerald Holtom, a conscientious objector who had worked on a farm in Norfolk

>during the Second World War, explained that the symbol incorporated the

>semaphore letters N(uclear) and D(isarmament). He later wrote to Hugh Brock,

>editor of Peace News, explaining the genesis of his idea in greater, more

>personal depth:

>

>I was in despair. Deep despair. I drew myself: the representative of an

>individual in despair, with hands palm outstretched outwards and downwards

>in the manner of Goya's peasant before the firing squad. I formalised the

>drawing into a line and put a circle round it.

>

>Eric Austin added his own interpretation of the design: "the gesture of

>despair had long been associated with the death of Man and the circle with

>the unborn child."

>

>

>Gerald Holtom had originally considered using the Christian cross symbol

>within a circle as the motif for the march but various priests he had

>approached with the suggestion were not happy at the idea of using the cross

>on a protest march. Later, ironically, Christian CND were to use the symbol

>with the central stroke extended upwards to form the upright of a cross.

>This adaptation of the design was only one of many subsequently invented by

>various groups within CND and for specific occasions - with a cross below as

>a women's symbol, with a daffodil or a thistle incorporated by CND Cymru and

>Scottish CND, with little legs for a sponsored walk etc. Whether Gerald

>Holtom would have approved of some of the more light-hearted versions is

>open to doubt.

>

>The symbol almost at once crossed the Atlantic. Bayard Rustin, a close

>associate of Martin Luther King had come over from the US in order to take

>part in that first Aldermaston March. He took the symbol back to the United

>States where it was used on civil rights marches. Later it appeared on

>anti-Vietnam War demonstrations and was even seen daubed in protest on their

>helmets by American GIs. Simpler to draw than the Picasso peace dove, it

>became known, first in the US and then round the world as the peace symbol.

>It appeared on the walls of Prague when the Soviet tanks invaded in 1968, on

>the Berlin Wall, in Sarajevo and Belgrade, on the graves of the victims of

>military dictators from the Greek Colonels to the Argentinian junta, and

>most recently in East Timor.

>

>There have been claims that the symbol has older, occult or anti-Christian

>associations. In South Africa, under the apartheid regime, there was an

>official attempt to ban it. Various far-right and fundamentalist American

>groups have also spread the idea of Satanic associations or condemned it as

>a Communist sign. However the origins and the ideas behind the symbol have

>been clearly described, both in letters and in interviews, by Gerald Holtom

>and his original, first sketches are now on display as part of the

>Commonweal Collection in Bradford.

>

>Although specifically designed for the anti-nuclear movement it has quite

>deliberately never been copyrighted. No one has to pay or to seek permission

>before they use it. A symbol of freedom, it is free for all. This of course

>sometimes leads to its use, or misuse, in circumstances that CND and the

>peace movement find distasteful. It is also often exploited for commercial,

>advertising or generally fashion purposes. We can't stop this happening and

>have no intention of copyrighting it. All we can do is to ask commercial

>users if they would like to make a donation. Any money received is used for

>CND's peace education and information work.

>Subject: [MAPC-discuss] MAPC Logo Design -- Graphics, Symbolism, and

>Baggage

>

>

>Hi all!

>

>Just a heads up that the MAPC logo will be on the agenda for Tuesday night's

>general membership meeting, and a few comments (okay, I lied - lots of

>comments) since I may not be able to attend the whole meeting.

>

>While (AFAIK) we've never voted on this, the peace sign wrapped around the

>globe has become the de facto MAPC logo. (IIRC the general membership

>referred the logo question back to the Arts & Culture WG, and they couldn't

>come up with anything better.)

>

>The Student/Youth Caucus has objected to this logo, and designed a new one,

>which will be presented on Tuesday. (As I understand it, the problem is

>that the peace sign is tied to a particular historic era, and carries

>baggage which is too hippie-ish -- as opposed to activist. There is also

>concern that the grey-scale of the logo does not reduce or reproduce well.)

>Their proposed logo has a half-globe, without peace sign, with paler images

>of the globe radiating out from it. (Lousy description, I know.)

>

>I sympathize with the S/YC's objections, but I like their proposed graphic

>even less than the one we've been using. To me, it's not particularly

>distinctive, and a globe alone just doesn't say "peace" to me. It could

>just as easily be the logo graphic for a global telecommunications

>corporation.

>

>Then again, I'm not sure that any graphic we pick to represent

>"peace/anti-war" will be acceptable to and truly representative of the whole

>Coalition. The Vietnam-era peace sign is, well, Vietnam era, and doesn't

>represent the new generation of activists. The dove has a longer history,

>but strikes me as a bit too "Pacifist" in image, as does the rifle with a

>flower in its barrel, broken rifle, broken bomb, and a few others. The

>other predominant image from the Vietnam era, the clenched fist, of course,

>has the opposite connotation. We've already been through the discussion of

>incorporating the symbolism of the American flag; some of us think "peace is

>patriotic" and others of us think U.S. nationalism is part of the problem.

>And while the globe could well be something that none of us object to, it

>really doesn't symbolize anything that distinguishes us from the other side.

>

>"Madison area" is tough to symbolize graphically. The most identifiable

>symbols are architectural (the State Capitol), and we have nothing to do

>with state government. Doing something with the outline of the state and

>highlighting the Madison area really doesn't work graphically. And I doubt

>that anyone would recognize that a satellite view of the Four Lakes was

>anything other than a Rorschach inkblot test.

>

>We could try to have a symbol for everyone, incorporating lots of different

>images in the logo, but the result would likely be an unwieldy mess.

>

>My personal opinion at this point is that we should either (1)come up with a

>graphic that is brand new -- no baggage from past movements or ideologies --

>(and I have no earthly idea what this would be); or (2) just go with a

>"words-only" logo, using a very distinctive typestyle and arrangement of the

>words in our organization name. If the typestyle and arrangement are

>distinctive enough, IMO the logo will be recognizeable and identifiable, and

>would avoid the symbolism & baggage problems inherent in selecting any

>graphic image for a diverse coalition.
