In the FINAL RULES, please be specific as to the definition of the collateral offset of Life Insurance. There were many different policies paid as a reult of the WTC disaster - Accidental Death and Dismemberment; Business Travel, etc. Do these fall under the umbrella of "Life" insurance, or does the Special Master have the power to interpret what specific policies apply to the statute? Since the statute is not specific, this may be an area where the Special Master can lessen the collateral offsets required by the statute.
