domestic partner compensation

To Whom It May Concern:

It seems that since the "pain and suffering of victims or loved ones" is
a component in determining the distribution of compensation for
non-economic losses, then domestic partners fall under this aegis,
especially in cases of same-sex domestic partners. Same-sex partners may
be spouses in every way possible, but, unlike opposite sex partners, are
forbidden to formalize legally their relationship. This restriction,
which is out of their hands, should not be used against them to deny
their right to compensation for their loss. Let's not forget the heroic
role played by people such as the gay man aboard the plane that crashed
in Pennsylvannia, who helped overpower the hijackers, thereby averting
even more deaths. Is it fair to deny his partner benefits because a
state doesn't allow them the privilege of being married to each other?
