I just read about the petition to add unborn children to the victims covered
by H.R. 2926, the Air Transportation Safety and System Stabilization Act
(Public Law 107-42). This law contains the "September 11th Victim
Compensation Fund of 2001." This is a great and compassionate idea on many
levels - In short, I do favor including unborn children as victims covered
in the compensation fund. 30 States already recognize unborn children, some
even pre-viability, in different legal protections, some even as separate
"persons" when harmed by 3rd parties.
