Regarding your Topic #5 on Claimant Eligibility, I request that you consider
those unborn children who were killed along with their pregnant mothers as a
result of the September 11 terrorist attacks as "eligible victims. They
will be missed and mourned no less than those who had a chance to live their
lives longer before this tragedy.
