First of all, I question why a government program involving monies was
assigned to the oversight of the jod. That is the function of the accounting
division and should have been delegated as a responsibility for the
Department of Treasury. The DOT could use the same think tank that
administered the tax rebates.
One idea for distributing might be as follows
There is required to be filed by each deceased taxpayer a Final Return. The
IRS alrealdy has set requirements for who is entitled to recieve the
deceased refund if any due. Starting with this as the communication device,
enable a refundable credit to be paid with final return of deceased person.
Base the amount on earnings and filing status of the deceased.
