I think actual victims should be compensated for future earnings, based on
age at death; but not to include life insurance victim has purchased on his
own.
The government should not be responsible for taking care of its citizens, but
this is an extraordinary circumstance, which may present problems in the
future. But victims who had the initiative to prepare for unforseen
eventualities through life insurance should not be penalized for it.
