We are writing in regard to the September 11 Victim
Compensation Fund, established by the Air Transportation
Safety and System Stabilization Act. The fund is the subject
of proposed rulemaking by the Justice Department. It is to
provide compensation to persons injured in the terrorist acts
and the families of those killed. Compensation should be
provided equitably to all victims. In order to do so, it is
necessary that gay, lesbian, bisexual, and transgendered
people and their families be included. We request that
appropriate rules be promulgated to provide for that.
