To whom it may concern:

I want to make sure that there are in the final rules, povisions for
distributing funds to other family members. For example, under my
husband's will, all of his assets go to me. Yet if I were to enter the
fund, I might like to disperse some of the award money to my husband's
parents. They are after all victims too since they lost their son. If
I were to do so would I reduce the lifetime amount of gifts given free
from federal estate tax? I believe that the limit is currently set at
one million dollars.
