Dear Mr. Attorney General,



I write to you to express my view regarding the determination of whether an individual is an eligible claimant under the Act.



It is my view that survivors of those murdered in the September 11th terrorist attack include those that due to their personal relationship with the victim(s) will suffer a significant financial loss. Such criteria as shared bank accounts, shared residences, being named as a dependent or beneficiary in health or life insurance plan, or shared living expenses, would appear to be most appropriate.
