People gave to charity assuming that recipients would otherwise not be made
whole.
The governmental aid package was surely passed on the same theory.
If victims are, indeed, receiving the aid they need from the government,
those charitable contributions are being duplicated. If they are receiving
aid from charity, the governmental contributions are being duplicated.
Therefore, please establish a threshhold of charitable aid that must be
deducted from tax-supported assistance.
