No sane person would give up his or her right to a civil suit without having a ballpark figure of how much they'll recieve. It sounds like the government may be trying to rip off the victims. If you do not tell the victims how much they'll recieve, they'll just sue the airlines. They're more likely to get a fair settlement then filing with the compensation fund, without knowing how much they'll recieve. You also state they can't appeal the decision, which is ridiculous. Please change the parameters of the fund.
