Insurance Offset

Some people have objected strongly as to the fairness of offsetting
insurance proceeds against compensation from the fund. Since the purpose of
the fund is to make survivors of victims insofar as possibly financially
whole, and not to make the survivors of the foresightful better off than the
survivors of the less prepared, this argument is without merit. However, to
assuage their sense of unfairness I recommend that the formula be altered so
that for those who are the named beneficiaries of life insurance policies,
their award include the cost of premiums paid.
