All surviving persons and families of victims, whether biological or not, including committed partners and children of committed relationships in gay or lesbian families should be included in these rules. I am dismayed that there are persons who think otherwise and who wield power to discriminate against victims of our terrible tragedy which makes them then a second victim of the attack. America is not blessed if a decision like this fails to include all.
