Victims Fund Comments

I recently read the article by the AP inviting
comments on the victims compensation fund. Here are my
comments

1) Victims should not be compensated for lawyer's
fees. This will create a situation for profiteering by
lawyers from this event and future events. Victims
should seek compensation on their own or have others
help, but not paid through the fund.

2) The program should set up local field offices at
or near the site. In addition, they should be allowed
to apply for compensation at local Welfare or other
type offices.

3) Victims should have the right to appeal if they
are not satisfied, but not through the courts. An
independent mediator should be used.

4) Compensations amounts should not be effected by
insurance payments, pensions or gifts from charities.
The victims have suffered enough and don't need the
strain or complexity.

=====
Sincerely,
