Tuesday, November 06, 2001 1:46 PM Victim's Fund 9.11.01 Rules Dear Justice Department Victim's Fund Committee: It would seem unfair and reckless not to consider money that victim's families have received or will receive in the future from charities. The victim's extend beyond those who perished on September 11, 2001. All American's are victim's and we most take care to use this money for the greater good rather than for selfish gain. Unfortunately we most go forward in this endeavor with the high possibility that this will not be the last terrorist attack that will be waged on our homeland. If we spend with no regard to what the future holds there will be no compensation for the families of future attacks because we will have tapped all our sources dry. Obviously there will be some services or donations from charities to families that will not be traceable and would create for the government more work and paperwork then the monetary withhold from the family for those services and thus should be excluded in a nominal "cap". Charitable contributions should be considered a collateral source thus reducing the amount the" victim's family" receives from the Victim's Fund with exception of services/funds received that fall under the "cap". The cap should be defined by a monetary amount and by certain types of services. Those services that fall under the cap should be those that were oof immediate need such as immediate crisis and grief counseling. Please be fare to the American public as a whole without allowing a select and privileged few to gain in excess of what is fair and equitable.
