COMMENTS AND CONCERNS REGARDING THE FEDERAL VICTIMS COMPENSATION PROGRAM.

HERE IS A BRIEF OUTLINE OF OUR SITUATION:

MY WIFE AND I LOST OUR DAUGHTER ON 9/11, MY WIFE WAS HER BIOLOGICAL MOTHER
AND I AM HER STEP FATHER.  SHE LIVED AT HOME WITH US.  SHE WORKED FOR
                    AS A &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp .  MY WIFE AND I ARE
LEGALLY MARRIED, AND HAVE RAISED OUR DAUGHTER FOR THE LAST 16 YEARS.  HER
BIOLOGICAL FATHER IS STILL ALIVE.  THE MAN HAS NOT HAD A RELATIONSHIO WITH
HIS DAUGHTER FOR THE LAST 20 YEARS.

CONCERNS AND COMMENTS:

INSURANCE CLAIMS SHOULD NOT BE DEDUCTED.  THESE ARE POLICYS THAT WERE PAID
INTO BY THE VICTIMS OR VICTIMS FAMALIES.  UNDER NORMAL CIRCUMSTANCES TEHES
WOULD NOT BE IN QUESTION.

WORKERS COMPENSATION CLAIMS SHOULD NOT BE DEDUCTED.  AGAIN THESE ARE
BENIFITS THAT EMPLOYERS PAY INTO, AND UNDER NORMAL CIRCUMSTANCES WOULD NOT
BE IN QUESTION.

PROBATE ISSUES:

CLAIMS ENVOLVING SEPERATED, DIVORCED OR ENSTRANGED PARENTS SHOULD BE HANDLED
ON A CASE BY CASE BASIS.  STEP PARENTS SHOULD GET SOME RECOGNITION,
UNFORTUNATELY THERE ARE A LOT OF DEAD BEAT DADS OUT THERE LOOKING TO MAKE
MONEY OFF OF THIS TRAGEDY.

THERE IS NO WAY THAT YOU CAN PUT A PRICE ON THE LOSS OF A LOVED ONE.   I
KNOW THE INTENTION OF THE PROGRAM WAS A NOBLE ONE, BUT THERE IS A NEED FOR
CHANGE HERE.  IT SEEMS THAT THE PROGRAM WILL ONLY HELP THE AIRLINES, CITY OF
NY,FEDERAL GOV'T AND THE AIRLINES.  OUR BASIC RIGHTS UNDER THE LAW  FOR
FUTURE LAWSUITS ARE COMPRIMISED AND MOST PEOPLE WILL NOT RECEIVE ANYTHING
FROM THE PROGRAM.  WE SHOULD NOT BE PENALIZED FOR HAVING THE FORESIGHT FOR
PROTECTING OURSELVES AND LOVED ONE UNDER NORMAL CONDITIONS BY PURCHASING
LIFE INSURANCE.  IN MOST CASE A MAJORITY OF FAMALIES ARE FIGHTING ALL TYPES
OF RED TAPE WITH THE INSURANCE COMPANIES.  OUR LOVED ONES JUST WENT TO WORK
THAT DAY, LIKE EVERYDAY.  THE STRESS OF LOSING OUR LOVED ONE'S SO SUDDENLY
AND TRAGICALLY IS ENOUGH TO DEAL WITH.  WE DO NOT NEED TO THINK THAT UNDER
THESE TRYING CIRCUMSTANCES , THAT CONGRESS AND THE JUSTICE DEPARTMENT CANNOT
FIND IT IN THIER HEARTS AND MINDS TO DO WHATS RIGHT.
