Dear Mr. Zwick:
I strongly urge you to include gay and lesbian partners and the
non-biological and biological children of deceased gay and lesbian victims
of the September 11 attacks in any compensation and or benefits programs
established to aid victims of those disasters. In a democracy, where free
choice is presumed to exist, sexual and gender preferences are not
determining factors regarding the right to vote; neither should they become
the criteria of exclusion when death benefits are paid.
