Tuesday, November 06, 2001 1:02 PM Dear Sir/Madam: I think distribution of federal funds to 9/11 victims to has to be more formulaic than based on need. The amount given should certainly have no relationship with whatever charity the family may receive. It is also not up to the federal govt to decide among victims' families who should receive relief nor is it the federal govt's role to figure out the impossibly shifting view of need. It is up to the family to come together. It is up to the federal govt to distribute the funds as quickly and as equitably as possible. By 2/15/02 (or 60 days), each victim's family should complete a form listing the victim's family members and stating through whom the funds should be distributed. The family should be limited to parents, spouse, children, grandchildren only. The federal govt will maintain a database to track giving. Money will be released after 2/15. If a family cannot decide and does not complete the form, they forfeit federal aid. If more than one form is completed, they will be given 30 days to resolve within the family. I propose an assistance plan of fixed sums to ensure fairness regardless of income level. Victims/victims families may choose only one option. *death - $100,000 *injury - $50,000 *unemployment - $20,000 *survived, worked in WTC - $2,500 *worked in WTC & was not at WTC on 9/11 - $500 *worked in WFC, 90 West St, Libery Plaza + other buildings immediately surrounding WTC - $500 Clearly, this is a topic which, as a New Yorker, is impottant to me.
