In reality what you are doing is averaging down the earnings. Your tables show the increase in wages to be approx 5.5%. I think you are quite well aware that most people that was lost were getting more then 5.5% increases. I feel it would be fair to let us chose if we want to average the earnings over those years or let us chose the last tax year or even 2001 projected earnings.
