I feel that the average of the 3 years 98 99 00 is averaging down the earnings rather then looking at the true earnings. your tables give a increase of approx 5.5% of future earnings. My brother made 80000 in 98 and 120000 in 99 and 170000 in 00. and upto sept 11th of 2001 he made over 230000. which your rules fail to consider. this is not fair and i suggest that you give the people a option to use most current earnings. please consider this its a very some request but a very important issue for many victims family.
