The definition of victims should definitely be defined in such a way that it includes the residents of neighborhoods near the WTC. My life savings, which I thought were fairly secure as the equity in my condominium, have been wiped out. While some say "the market will come back", that is by no means certain, and it assumes that people are in a position to simply wait until the market strengthens. Many people have lost their jobs as well, and cannot afford to stay. Nor can they rent out their homes - nobody wants to live here. They will be forced to sell at a huge loss.
Please also give some thought to non-US citizens. Many people devastated by the WTC attacks are here on work visas. They are not eligible for disaster related unemployment insurance (although they pay premiums while they work, they are not eligible to collect benefits), and they are not eligible for FEMA (US citizens only).
