Inclusive Rules
I urge you to draft rules for the September 11 Victims' Compensation Fund that include all injured parties, without regard to religious belief, ethnic origin, or sexual orientation. All who lost those they loved should share appropriately in this outpouring of American concern for our fellow citizens.
