First of all, let me say that I think it's a very good idea to solicit
comments on this very difficult topic. It is unprecedented and since there
are no rules, having an open forum is a very reasonable approach.

I plan on thinking about this some more but just want to say for now that:

A formula should be developed to come up with what would be fair and
reasonable for the survivors of the people who were killed and a separate
formula for those who survived but who have lost their jobs and their homes
and businesses.
I think it is reasonable not to have to give out all the moneys that were
collected for the 9/11 tragedy because it is very likely there will be
further rounds of terrorism to come for which people will not be able to be
so generous.
I think it would be wise to consolidate all the charities (ex the fire and
police) into one - possibly a Red Cross special fund because they are
nationwide and that's probably what we'll need.
I think the fire and police probably have sufficient funds to take care of
their people and if not, can come to the consolidated fund later.
I think that the federal government should be the provider of last resort
because they need to spend whatever they can on protecting us and helping
out in all the future crises.

I hope this helps and will write again if I think of more ideas.
