This was reported to me as stated in Kenneth Feinberg's appearance on the Sunday, March 10 broadcast of NBC's "Meet the Press." This intention is an atrocity and should be abandoned immediately. I appeal to the President, and all fair- minded people to bring whatever pressure is possible to bear on the reversal of this policy.
