Dear Mr Zwick,
I am writing to encourage the Dept. of Justice to create regulations which make the "September 11 Victim Compensation Fund" applicable to all Americans, regardless of race, religion, sexual preference, or national origin. If there is to be "compensation" to any who have suffered loss, there should be equal for all.
