Federal relief fund for victims of 9-11-01 attacks
I believe that money given by charity should not be considered a
collateral source of compesation for the victims because charity should
be considered by exactly what it means: it's given freely and
unselfishly. Any insurance that the victims collect should be
considered as a collateral source of compensation because this is a
means of protection from unforseen events like the ones on September
11th. The fund, from what I understand, is to act like insurance for
those who have none.
