questions re :presumptions

1) Why are there no calculated presumptions for those decedents age 25
earning $150,000---$225,000 and age 35 earning $200,000 or 225,000

2) Did Special Master Feinberg's comments to reporters indicating
psychological injury would not be considered apply only where a survivor
sustained no accompanying physical injury

3) Will the Special Master make awards, for example to bona fide fiancees, if
State laws are subsequently modified to permit a wrongful death claim for
this class of claimants even though current state law may not provide such a
remedy
