It is clear from my initial review of the Regulations that Mr. Feinberg is not interested in carrying out the mandate and spirit of the Victims Compensation Legislation which was enacted on September 22, 2001, in response to terrorist attacks on the World Trade Centers, the Pentagon and the downing of the flight at Shanksville, Pa.
By establishing such blind parameters and limiting economic damages which is completely contrary
