victims kin

i feel the money should only go to spouses of the victims or if both were
victims directly to the children--i know someone who is a parent and the
victim did not support them or they did not support the victim, i told this
person that victims spouses deserve it more- reation was they did not go and
fill out forms so so what- it breaks my heart to see greed in this situation
i hope you can understand how i feel and be able to sort out this fiasco.
